Hundrends
of children have been rescued after Canadian police took down a website
offering child-sex-abuse pornography, police said Friday. Hundreds of suspects were
arrested including six law enforcement officials, nine religious leaders, 40
school teachers, three foster parents, 32 children's volunteers and nine
doctors and nurses.
The
enormity of Project Spade, that netted 50 arrests in Ontario, 58 in the rest of
Canada, 76 in the United States and 164 in other parts of the world, was
unveiled at a press conference at police headquarters on November 14.
Sixty-five
Australians are among 348 people arrested worldwide after Canadian police took
down a website offering child-sex-abuse pornography, police said Friday.
Cyber
Crime Operations head, Glen McEwen, told reporters in Canberra that 386
victims, including six Australian children, had been taken out of harm's way.
Police
in South Africa, Hong Kong, Norway, Ireland, Greece, Gibraltar and Sweden also
helped in the international dragnet for suspects.
A
3-year investigation led to arrests worldwide of six law-enforcement officials,
nine religious leaders, 40 school teachers, three foster parents, 32 volunteers
who worked with children and nine doctors and nurses.
Of
the arrests, 108 were in Canada, 76 in the United States and 164 in other
countries.
"If
you choose to view and circulate child abuse images, you'll be investigated,
pursued and charged, regardless of where you're located," Commander McEwen
said, noting that more arrests were likely in Australia.
Those
charged in Australia include a Catholic priest, a former priest and two
teachers. They range in age between 25 and 72 and are subject to some 399
child-exploitation charges.
McEwen
said a Toronto address was raided in May 2011 and a 42-year-old man charged
over a website selling and distributing child pornography.
Canadian
police will allege he paid to have children filmed for the azovfilms.com
website, which has now been taken down.
McEwen said sophisticated software was used to identify suspects.

More
than 380 children were rescued from sexual abuse in a sting that resulted in
almost 350 arrests. A Toronto-based film company was at the center of the
three-year investigation, and CNN shared the details on Nov. 14.
CNN
reports that law enforcement personnel from around the world were involved in
the investigation that dug into child porn producers and purchasers. Brian Wray
is the owner of the film company at the center of the investigation. He's been
in jail since 2011, and others involved have already been convicted for their
involvement elsewhere. The investigation continues, but authorities have
decided that it is time to let the public know about “Project Spade.”
The
list of those arrested for their involvement in the child porn ring include six
law enforcement personnel, some doctors and nurses, nine priests or pastors and
40 teachers. One school employee even admitted he had placed a camera in school
restrooms to capture video to use in the films. The arrests included 76
Americans and 108 Canadians. Most of the films in question were made in the
Ukraine and Romania.
As
staggering as the scope of the investigation is, the good news is that nearly
400 children have been rescued from situations where they were undergoing
repeated sexual abuse. Canadian police indicate they have recovered hundreds of
thousands of images just from the materials found at Azov Films, the company
led by Wray.
While
the break-up of this child porn and sexual abuse ring sadly will likely only
put a minimal dent in the horrific industry, it is no small feat to rescue
hundreds of children from the hands of those who would do these criminal acts.
Here's hoping the methods used to break up this ring can be utilized further to
crack down on others involved in similar situations.

Police
in Toronto, Canada, launched the investigation after discovering a website
operating out of the city, which was distributing child abuse videos around the
world.
Sex
crimes units in New Zealand and Australia were among those contacted to help
with the global inquiry.
New
Zealand police confirmed they were asked to help with the international
operation.
"The
OCEANZ (Online Child Exploitation Across New Zealand) unit has been liaising
with Australian authorities regarding Project Spade which was led by Canadian
Police,'' Detective Senior Sergeant John Michael said.
"However
it has not resulted in any charges being laid against any individuals in New
Zealand.''
Operation
Spade rescued 386 children in Canada, Spain and the United States, while 348
people have been charged around the world in countries including Australia,
Spain, Mexico, South Africa, Hong Kong, Norway, Ireland, Greece, Gibraltar and
Sweden.
Police
said 108 people were arrested in Canada and 76 in the US. Queensland police
have issued a statement saying 33 were charged in the Australian state.
School
teachers, doctors, religious leaders, police officers, foster parents and
voluntary workers were among those arrested.
The
three-year operation was sparked after officers in the Toronto sex crimes unit
uncovered a website advertising "naturist" films.
Investigators
eventually seized hundreds of movies and computers, compiling 45 terabytes of
data - the equivalent of 15,000 DVDs - over a four day search of the website's
business address in Toronto.
"This
is the equivalent of a stack of paper as tall as 1500 CN Towers," said
Joanna Beaven-Desjardins, head of the sex crimes unity.
They
also found hundreds of thousands of images and videos "detailing horrific
sexual acts against very young children" at the home of the company's
owner-operator.
The
film company is believed to have had revenues in excess of $C4 million ($4.6
million) during its years of operation.
A
Canadian man has been charged with numerous offences related to child
pornography and instructing a criminal organisation.
"The
films featured young naked males from the Ukraine, Romania and Germany and were
produced for one single purpose," said Detective Superintendent Cameron
Harsley from the Queensland child safety and sexual crimes group.
"These
were not 'artistic' or 'naturist' as the website claimed. There was little
doubt these children were recruited for the sole purpose of producing child
exploitation material to be sold across the world to those willing to
pay."
In
the sunshine state officers searched addresses from Surfers Paradise to
Atherton, including the homes of teachers, an accountant, a nurse and a carer.

(CBS13) — A couple who ran a Turlock daycare is accused of possessing child
porn, and the wife is accused of secretly recording children.
Investigators
are looking for children who were in the Ceres home of Angele and Adam Henry.
Adam
Henry was arrested by Ceres Police in September, but on Wednesday, the FBI came
knocking. He’s accused of receiving and distributing child pornography.
His
wife Angele Henry was also arrested for child pornography, as well as allegedly
using a hidden camera to record an “underage person’s body in a private room.”
The
couple’s Burman Drive home is listed on Angie’s List as not just a home, but
the Turlock Early Enrichment Center.

Two
men in Ireland were arrested as part of an global police operation against
child abuse.
The
men were held after Canadian detectives found their details linked to a website
selling and distributing videos and images of children.
No
charges have yet been brought against the men, one of whom is in his 40s.
Project Spade led to 341 arrests and the rescue of 386 children worldwide.
Toronto
police said the youngsters being exploited were mainly from Eastern Europe, the
Ukraine and Romania.
Adults
– including some parents – were paid for videos and images of naked children.
Detectives
believe that many of the parents may have been naive or unaware that the
material was wanted for sexual purposes.
Toronto
police have been investigating the suspected online paedophile ring since
October 2010 and notified police forces around the world through Interpol.
Information
on the two Irish suspects was passed on in the summer of 2012.
A
Garda spokeswoman said files on the investigations were being prepared for the
Director of Public Prosecutions. Details were only released today as Toronto
police announced the results of its three year investigation.
Footage
of children was made into films and sold online at azovfilms.com.
It
was allegedly used by Brian Way, 42, from Toronto, to sell and distribute
exploitation movies and images to people across the world.
He
is facing 11 sets of charges in Canada. Detectives seized more than 45
terabytes of data and found more than four million Canadian dollars linked to
the company.
Police
forces in Ireland, Australia, Hong Kong, Norway, Spain, Greece, Gibraltar,
South Africa, Mexico and the US Postal Service were involved in the
investigation.
Way’s
home and a business premises in Toronto were searched and he was charged with
operating a website that sold and distributed child exploitation films and
images.
He
was also charged with possessing child porn, money laundering and instructing
the commission of an offence for a criminal organisation, the first time this
charge has been made in Canada in relation to a child exploitation material

probe revealed a far-reaching web of child pornography which involved some of
the most shocking abuse investigators had seen.
Police
allege Brian Way, 42, had been running an "exploitation movie, production
and distribution company" called Azov Films since 2005, and had made more
than $4 million from the business.
Through
his company, the man would allegedly contract people to create child porn
videos involving kids, largely boys, between the ages of five and 12. Many of
those videos were allegedly shot in Ukraine and Romania in apartments, dingy
saunas and backyards.
Police
allege the videos were then distributed from Toronto — through the mail and the
Internet — to customers around the world.
Toronto
authorities moved in to arrest Way in May 2011 and then, along with the U.S.
Postal Inspection Service, spent months re-creating a customer database.
That
information was shared with the RCMP and Interpol, which led to arrests of
customers around the world and to the apprehension of those who allegedly
created the videos.
Way
has been charged with 24 offences, including the instruction of a criminal
organization, a charge which police said had been applied for the first time in
Canada in relation to child pornography. Police are still looking for Way's
mother, Susan Waslov.
Police
say the sheer amount of images and videos seized in their investigation — 45
terabytes worth — was staggering.
"This
is equivalent to a stack of paper as tall as 1,500 CN Towers," said
Beaven-Desjardins.
"Officers

Gerald
O'Farrell, acting deputy chief inspector of the U.S. Postal Inspection Service,
provided an unflinching snapshot of some of those arrested in the
investigation.
They
included a school employee who allegedly placed a hidden video camera in a
student washroom, a youth baseball coach who pleaded guilty to making more than
500 child exploitation videos and a police officer, he said.
"The
investigations involving these customers span across all segments of
society," O'Farrell said. "The success of this investigation was
identifying those who posed an immediate risk to children."
The
Canada Centre for Child Protection commended the range of police forces that
worked together on the international investigation but also issued a call Thursday
for better safeguards against child abuse.
"We
are asking all organizations that serve children carefully examine if they can
be doing more to prevent child abuse," said Signy Arnason. "We are
not powerless, it is in our control."

At least 348 people including doctors, teachers and coaches have been arrested
worldwide on child pornography charges following a wide-ranging Canadian-led
investigation.
According
to a statement released by Toronto police on Thursday, the arrests, 108 of
which were made in Canada, 76 in US and 164 in other countries, came after a
three-year investigation of a Toronto-based firm – Azov Films – that allegedly
sold streamed videos and DVDs of nude children. The investigation was codenamed
Project Spade.
Head
of Toronto’s Sex Crimes Unit – Inspector Joanna Beaven-Desjardins – told a news
conference:
“Of
concern to the investigators was the number of people (arrested) who have close
contact with children. The arrests included 40 school teachers, nine doctors
and nurses, 32 people who volunteered with children, six law enforcement
personnel, nine pastors or priests, and three foster parents.”
The
investigation led to the rescue of 386 children. Most of the victims were
prepubescent, with some as young as five
years old.
The
head of Azov Films, Brian Way, 42, has been in the custody of Canadian police
since his arrest in May 2011 following a sting operation. Police said he paid
different people to film children for the purpose of producing films for sale
on his website. Overall, he has been charged with 11 offences.
Police
said that the films, which Azov Films marketed as “naturist” claiming it was
legal in US and Canada, were distributed in 94 countries.
Toronto
Police Service (TPS) Child Exploitation Section managed to determine the
customers’ identities using the database of Azov Films, which has now been
shutdown. Azovfilms.com was allegedly
earning Way $3.8m annually.
Initially
US investigators weren’t the part of Project Spade but they later joined the
inquiry as most of the films were being exported to the addresses in US. The other countries involved in the
investigation were Spain, South Africa, Australia, Mexico, Greece, Ireland,
Hong Kong and Norway.
Police
carried out a string of raids across Toronto, including a location owned by
Azov Films and Brian Way and recovered thousands of images and videos depicting
child abuse.
More than 350,000 images and nearly 9,000
videos were recovered solely from the home of a retired teacher, who was
charged with sexually assaulting a young child relative, police said.

“It is still ongoing, there will be further arrests and I imagine there will be
more children that will be saved because of it,” said Inspector
Beaven-Desjardins.
Acting
Deputy Chief Inspector of the US Postal Inspection Service – Gerald O’Farrell –
told media representatives that a number of US residents investigated as part
of Project Spade have already pleaded guilty to their crimes.

Farrell told that a school employee from Georgia State produced porn films by
placing a hidden video camera in the washroom used by school students while a
youth baseball coach in Washington State used the similar tactic to produce
over 500 films

man at the centre of the Maple Leaf Gardens sex abuse scandal now faces more
than 100 charges in relation to alleged offences that took place in the Toronto
area decades ago.
York
Regional Police say they’ve laid nine new charges against Gordon Stuckless,
bringing the total counts faced by the 64-year-old to 107.
Investigators
say Stuckless surrendered to police on Wednesday and was charged with nine
counts relating to an alleged victim who came forward last month and reported
historic sexual assaults.
The
new charges are four counts each of indecent assault on a male and sexual
assault, and one count of gross indecency.
All
charges relating to separate investigations by Toronto police and York Regional
Police have been merged together.
Investigators
say there is no statute of limitations for sexual offences and are encouraging
victims to report alleged offences even if they occurred some time ago.
Stuckless
is known to have made contact with boys through schools and minor sports in
Toronto, Thornhill and Oak Ridges, police said Thursday.
Investigators
also believe that he had contact with young boys through a hockey summer camp
that used to be held in Haliburton County.
Stuckless
was convicted in 1997 for sex assaults on 24 boys while he was an usher at
Toronto’s Maple Leaf Gardens between 1969 and 1988.

Two
Eastern Passage teenagers facing child pornography charges after the death of
Rehtaeh Parsons re due back in court this afternoon.
The
case of two Eastern Passage teenagers facing child pornography charges after
the death of Rehtaeh Parsons is due back in court today.
One
of the young men, an 18-year-old, faces two counts of distributing child
pornography. The other, 19, is charged with making and distributing child
pornography.
The
pair cannot be named because they were under the age of 18 at the time of the
alleged offences.
Their
lawyers last appeared in Halifax youth court in September, when they asked for
time to review evidence they had just received from the prosecutor.
The
case is docketed for 1:30 p.m. today.
Rehtaeh,
17, was taken off life-support last April following a suicide attempt that her
family says was prompted by months of bullying.
The
Cole Harbour girl’s parents say she was tormented after a digital photograph of
her allegedly being sexually assaulted in November 2011 was distributed around
her school.
Police
investigated Rehtaeh’s complaint from late 2011 until late 2012, when they also
consulted with provincial Crown attorneys.
The
case was reopened after Rehtaeh’s death. Police announced the child pornography
charges Aug. 8 but said there was not enough evidence for sexual assault
charges.
The
two teens remain free on undertakings with conditions.
The
province has hired Murray Segal, a former senior justice official in Ontario,
to do an independent review of the handling of the case by police and the Nova
Scotia Public Prosecution Service.
Segal
announced last week that his review has been placed on hold while the child
pornography charges are before the court.
“It
became my conclusion as I got into this and looked at it more closely that it
would be best and I could do a more thorough report once the charges were dealt
with in court,” he said.
Segal
said it’s possible that some of the people he wants to speak to for his report
could be called as witnesses during the court case. He said he doesn’t want to
do anything that could affect the court matters.

The
province is signalling it wants to bring to an end a massive class action
accusing it of ignoring decades of alleged abuse at the Nova Scotia Home for
Colored Children.
Premier
Stephen McNeil confirmed Wednesday that the province has taken steps to start a
negotiation to settle the lawsuit.
“As
we said to Nova Scotians, the tone would change when it came to the Nova Scotia
Home for Colored Children,” McNeil said in an interview.
“We’ve
asked the Department of Justice to reach out … to see if we can come to an
agreement around the lawsuit that is before the courts.”
A
negotiated settlement between at least 150 former residents of the Dartmouth
orphanage and the province could begin soon.
The
premier cautioned that a deal would only be achieved if both sides are able to
arrive at an agreement.
“We
don’t know if we can.”

Possible
settlement numbers have not emerged, but any deal would be expected to be in
the millions.
A
letter from the Justice Department went out to lawyers for the residents late
Tuesday or Wednesday, said the premier.
“The
overture’s been made to them already. It’s on the way to them,” said McNeil.
“We’re
looking forward to that conversation taking place,” he said, referring to yet-to-be-scheduled
meetings between provincial representatives and lawyers from the Wagners law
firm in Halifax.
Wagners
represented the former residents in their suit against the province.
Mike
Dull, one of two lawyers for the former residents, said Wednesday that he
hadn’t heard of the proposed negotiation.
“We
have yet to hear from the province,” Dull said in an interview. “We’re just
awaiting word.”
Law
firm head Ray Wagner, who was out of town Wednesday, said in an email that “we
can’t comment until we receive something.” He indicated he also had not yet
received the Justice Department’s letter.
Throughout
the recent provincial election campaign, McNeil pledged he would call a full
public inquiry into the alleged physical and sexual abuses at the home.
After
assuming office, the new premier said that inquiry could take place as early as
next spring. In the past couple of weeks, McNeil said he was getting more
information from Justice Department officials.
Sources
said the premier has met privately with representatives of the former
residents, including as recently as two weeks ago, in an attempt to bring some
form of resolution to the pending lawsuit.
As
we said to Nova Scotians, the tone would change when it came to the Nova Scotia
Home for Colored Children
McNeil
said he has “personally reached out” to the representatives for the former
residents, who have formed a group called Voices.
If
everything goes well, both sides are expected to “put together the protocol
(and) procedures” that could ultimately lead to a settlement, McNeil said.
Tony
Smith, who heads Voices, said Wednesday his group is “very excited” at the
possibility of an out-of-court settlement in the case, combined with a public
inquiry.
“(McNeil)
called this afternoon and let me know his government was taking files over to
our lawyers and they wanted to settle out of the court,” Smith said in an
interview.
Smith
said the recent meeting with the premier was a “nice conversation,” and he
looks forward to moving ahead. Especially important is a public inquiry and how
it would look, he said.
“We’re
moving in the same direction,” said Smith, adding that more discussions will be
held in the coming weeks to talk about how a public inquiry might look with or
without a settlement of the class action.
It’s
too early to even talk about numbers as part of a possible settlement, said
Smith. But he did say negotiations could begin right after Wagners receives the
justice department’s letter.
“They
can start talking immediately. As soon as they get it (letter), that’s when
they can start looking at what it is.”
Last
fall, The Chronicle Herald ran a series of articles in which the former
residents told their stories, alleging former staffers at the home subjected
them to repeated cruel treatment.
Nova
Scotia Supreme Court Justice Arthur LeBlanc, who presided over weeks of
certification hearings on the proposed class action that ended in July, said
then that he planned to rule on whether to certify by summer’s end. No decision
has been issued yet.
McNeil’s
stance on the home and the alleged abuses differs markedly from that of former
premier Darrell Dexter. Under Dexter, the Justice Department fought hard
against certification.
Dexter
also refused to conduct a public inquiry, a process sought by former residents.
Instead, he favoured an independent panel, something the former residents have
staunchly refused to endorse.
The
home itself, initially included in the class action, settled separately last
year.

The
following testimony was delivered on Tuesday to the U.S. Congressional
Subcommittee on Children and Families by Sheldon Kennedy, the co-founder of
Respect Group Inc.
For
many Canadians, hockey is everything. It is our passion, our culture and our national
pride. Like most boys growing up on the Prairies, I dreamed of playing in the
National Hockey League and, luckily for me, that dream came true. I played for
the Detroit Red Wings, the Boston Bruins and the Calgary Flames.
But
it’s not my dream that I’m best known for — it’s my nightmare. As a junior
hockey player, I suffered years of sexual abuse and harassment at the hands of
my coach, Graham James.
Despite
the nature of the abuse, the hurt I experienced and the fact I knew what was
being done to me was wrong, it took me over 10 years to come forward to the
authorities. Why didn’t I say anything? This is the question that I asked
myself again, and again and again. It’s the question I know everyone else was
asking. And it’s the question that plagues the millions of sexual abuse victims
around the world.
Even
though I wrote a whole book on the subject, the answer is quite simple: Because
I didn’t think anyone would believe me. In my case, my abuser was named the
International Hockey Man of the Year. In Canada, that gave him almost God-like
status. Sound familiar?
The
man who preyed on me took advantage of his position as a coach to look for
children who were especially vulnerable (single parent households, families
with drinking problems, boys who needed a father figure, etc.). These kids —
and often their parents too — looked up to him as a hero. This was someone who
could make their dreams come true and he used that trust to hurt them. This
imbalance of power and authority creates a deeper problem and it’s the one that
I think this subcommittee has to deal with head-on if you truly want to prevent
child abuse.
In
every case of child abuse — certainly in my own — there are people who had a
"gut feeling" that something was wrong but didn’t do anything about
it. Their attitude was, "I don’t want to get involved," "it’s
not my problem," "he couldn’t possibly be doing that" or
"the authorities will take care of it."
And
that’s what pedophiles and predators are counting on. They are counting on the
public’s ignorance or — worse yet — their indifference. That’s what keeps child
abusers in business. And that is what you have to address.
From
my experience, a child who is being abused has to tell — on average — seven
people before their story is taken seriously. Seven. That is completely
unacceptable.
When
my story became public in 1997, there were people who refused to believe it.
Many were angry that I had exposed an ugly side of their beloved sport.
Fortunately,
Hockey Canada responded seriously to my situation and made abuse-prevention
education mandatory for their 70,000 coaches. And this is the positive message
that I want to leave you with this morning.
Seven
years ago, I co-founded Respect Group Inc., in partnership with the Canadian
Red Cross and its internationally recognized experts in the prevention of child
abuse.
Together,
we launched an online training program for sport leaders called "Respect
in Sport." It focuses on educating all adult youth leaders on abuse,
bullying and harassment prevention including a sound understanding of your
legal and moral responsibilities.
Our
belief at Respect Group is that we may never fully eliminate child abuse, but
by empowering the 99% of well-intentioned adults working with our youth, we can
greatly reduce it. I am proud to say that, through Respect in Sport, we have
already certified over 150,000 youth leaders, which represents a high
percentage of all Canadian coaches.
Many
sport and youth-serving organizations have mandated the Respect in Sport
program, and the list continues to grow: Hockey Canada, Gymnastics Canada, the
Province of Manitoba, school boards and some early adopters here in the United
States, including USA Triathlon and USRowing. In addition, organizations such
as Hockey Canada and Gymnastics Canada have implemented our Respect in Sport
program designed specifically for parents.
We
also are seeing proactive initiatives by the Canadian government to combat
child maltreatment — not just tougher legislation and minimum sentences for
perpetrators — but a federal approach to prevention education that spans the
ministries that touch our most vulnerable youth.
We
have learned that social change takes time and has to occur at both the
grass-roots level and from the government on down. I am pleased to say that is
exactly what is happening in Canada, and I hope it’s what will happen here in
the United States, too.
Over
the years, through my work at Respect Group, I’ve learned that:
•Educating
the good people — the well-intentioned 99% of our population — is our best
defence to prevent abuse;
•Training
must be mandatory to ensure full compliance and reduce liability;
•The
education has to be simple and consistent;
•All
forms of abuse leave the same emotional scars, so training has to be
comprehensive;
•Education
is best delivered online to ensure consistency, safety of the learner,
convenience and the greatest reach; and finally,
•Training
must be ongoing, it’s not a one-time thing.
Too
often, society’s response to child abuse is to focus on punishing the criminal.
If the teacher, priest or coach is sent to jail for a long time, then we feel
that we’ve done our jobs as citizens or as politicians. Punishing the bad guys
makes us feel good, but it does not fully solve the problem. You need to give
all adults working with youth, and all parents, the tools to recognize and
respond to abuse when it first arises.
I
am under no illusion that such an approach will fully eliminate child abuse,
but I do know that mandatory education creates a platform within all
organizations for that conversation to happen. Empower the bystanders and
you’ll be taking an important first step in breaking the silence on child
abuse.

On
June 25, Premier Darrell Dexter announced a review of Capital Health and IWK
Health Centre policies with respect to the Rehtaeh Parsons case. This is one of
the recommendations in the June 14 Pepler-Milton report to the Department of
Education and Early Childhood Development. We can learn from the new review as
well as the Pepler-Milton review, but will separate reports of separate
ministries get to the issue of preventing youth suicide?
It
is worth contrasting this incremental approach to Merlin Nunn’s 2005 commission
to conduct a public inquiry into the death of Theresa McEvoy by a youth
incorrectly released from custody. Nunn’s mandate and recommendations were to
three separate departments: Justice, Community Services, and Education. The
report contained 34 recommendations addressing youth justice administration,
youth crime legislation and youth crime prevention. In 2007, the government
accepted all recommendations and, as reflected in the November 2011 report of
the Auditor General, substantial progress has been made on most of the
recommendations.
Contrast
this to the mandate given to Debra Pepler and Penny Milton, who were asked to
review policies in a single department, the Department of Health and Wellness,
and one school board, the Halifax Regional School Board. The Pepler-Milton
review received dismissive and negative reactions in the Chronicle-Herald from
Paul Bennett on June 18 and Marilla Stephenson on June 14. Ms. Stephenson
claimed that the authors simply restated the obvious, e.g. "wait for it —
reducing the silos among various government agencies," and claimed that
"Much of it could have been written by a well-organized college student.
Fluff, indeed." These are unfair and superficial dismissals of a report
written by two well-qualified experts handed a very narrow mandate. Both Pepler
and Milton have extensive experience with youth at risk and actively
collaborate with organizations such as the Canadian Association of Principals
and the Canadian Teachers’ Federation. Their report struck a balance between
prevention of bullying, emotional trauma, and suicide, and how services for
youth should respond to such problems. Their specific and general
recommendations were based on evidence when it existed and their own
considerable experience. If they had to restate the obvious ("reducing the
silos"), it’s because these "silos" continue to hinder our
ability to help young people like Ms. Parsons.
Unlike
the Nunn Commission, the narrow mandate of this review cannot adequately
address how government agencies should deal with youth at risk. Pepler and
Milton should have had access to all people and documents in all government
ministries with responsibilities for youth. By Sept. 30, we will have another
report with a mandate limited to a single ministry, the Department of Health
and Wellness. Will the reception again be negative because a report focussed on
a single ministry cannot comment on how services for youth at risk should
function? Where is the oversight? Will it be the premier or perhaps two or
three ministers and their deputies who look over the individual reports and
decide how individual ministries will act to prevent tragedies?
Neither
report can address how to create an effective system of care for youth at risk.
Mental and social problems among youth are complex and our responses to them
have become complicated and distributed across four separate ministries
(Education and Early Childhood Development, Health and Wellness, Community Services,
and Justice) and many community organizations. At least three of these
ministries and one community organization (Avalon Sexual Assault Centre) were
involved in Ms. Parsons’ care.
The
report cites examples of good but transient relationships formed with Ms.
Parsons, some of which were ended by her and some by transferring to different
schools; yet the burden was on Ms. Parsons and her parents to figure out how to
navigate services available across ministries. Long-term effective
relationships between a youth and a helpful adult, be it a social worker,
guidance counsellor, psychologist, or psychiatrist, should not be terminated
because of relocation or switch in services as long as the underlying problem
persists. Relationships matter, especially between youth at risk and a caring
adult.
Ms.
Parsons’ circumstances were not uncommon and we will witness more youth who
decide to take their own lives. Does not this recurring problem warrant an
inquiry at least as broad-based as the Nunn Commission?
Nova
Scotians need a broad and thorough look at how services should be structured
for children and youth that goes beyond tweaking existing structures. The
creation of an appropriately funded, seamless system of care for at risk youth
will be the tribute that Rehtaeh Parsons deserves.

20, 2007, was the 25th anniversary of the groundbreaking "not guilty"
verdict in Jane Hurshman's first-degree murder trial in Liverpool, N.S.
On
its publication in 1986, Brian VallÉe's book "Life with Billy"
publicized in detail Jane's hell-on-earth marriage to Billy Stafford. It was a
story of abuse under the thumb of a violent psychopath and sexual sadist.
Republication
of the book "Life with Billy" in 2008, in a special commemorative
edition, brings together the subsequently published "Life after
Billy," published in 1993 - a year after Jane's suicide, and "Life
and Death with Billy," which combined the two previous books in a single
volume.
The
new edition gives the complete story of Jane's life and death.
Even
though she eventually served time in prison for manslaughter, the initial
verdict of "not guilty" in the murder trial of Jane Stafford (nÉe
Hurshman) in 1982 was a pivotal decision that helped change Canadian law as it
applies to battered women who kill their spouses.
The
Nova Scotia Supreme Court ordered a new trial when the Crown successfully
appealed the verdict, ruling that the evidence of Billy Stafford's brutality
against Jane served only to create sympathy for the accused.
Another
ruling of the appeal court rejected Jane's argument of self-defense, on the
basis that her husband was asleep in his truck when she shot him - and was
therefore of no immediate threat.
But
these developments led in 1990 to the landmark Supreme Court of Canada ruling
that a battered woman should be allowed to use a plea of self-defense for
killing her abuser, even if an attack against her was not in progress or
imminent. It also ruled that evidence of "battered wife syndrome" and
evidence of the deceased's character were admissible in support of the
self-defense plea.
As
Brian VallÉe's account of her life makes clear, Jane Hurshman was a victim of
many betrayals during her life.
Very
little about "Life with Billy" makes for easy reading, and even
professionals who work with victims of spousal abuse, and who are familiar with
its horrors, are likely to find particular passages and descriptions difficult
to absorb.
Billy
Stafford brutalized not only Jane, but also their young children.
And
even though Jane Hurshman's life ended tragically, it still carries a powerful
message of hope - especially in light of Jane's career as an advocate on behalf
of abused women.

BRIDGETOWN,
Barbados — A newspaper publisher in Barbados has been charged following the
publication of what police say is an indecent picture of two 14-year-olds.
Police
said in a statement Friday that two editors at The Nation newspaper also have
been charged with violating the child protection act. The three journalists
have been released on bond and are scheduled to appear in court in March. They
could face up to five years in prison if found guilty.
The
newspaper said the charges stem from an Oct. 26 story that featured a still
from a cellphone video posted on Facebook that shows the two students
reportedly having sex at school.
Assistant
Police Commissioner Lionel Thompson said the teenagers have been charged. He
did not provide details about those charges or the teenagers.

This

New
Zealand police say they have yet to receive information regarding four New
Zealanders reportedly caught in an international sting offering to pay a
10-year-old girl for an online sex show.
Dutch
children's rights organisation Terre des Hommes has identified 1000 adults who
were willing to pay children in developing countries to perform sexual acts in
front of a webcam.
With
the help of a computer-generated 10-year-old Filipino girl named Sweetie, the
researchers identified adults from more than 65 countries, the group's website
said.
The
video footage of the child predators was handed over to Interpol yesterday.
Included
on the predator list were the names of four New Zealanders, One News reported.
Online
Child Exploitation Across New Zealand (OCEANZ) Detective Senior Sergeant John
Michael said NZ Police had not yet received any details about the alleged
offending.
"We
will be contacting European Union police agencies to discuss this matter
further."
New
Zealand Police proactively investigated sex offenders who seek to used the
internet as a means of targeting children, Mr Michael said.
"OCEANZ
and partner agencies have been very successful in holding such offenders to
account."
The
operation involved researchers operating public chat rooms from a remote
building in Amsterdam.
"In
a very short period, over 20,000 predators from around the world approached the
virtual 10-year-old, asking for webcam sex performances," the group said.
While
the adults interacted with the virtual girl, the researchers gathered
information about the viewers through social media to uncover their identities.
The
group has used the evidence to push governments to adopt proactive
investigation policies, with a worldwide petition, starting today.
In
one exchange with Sweetie, a man with the online name "Older4young",
who has been identified as a 35-year-old father of two from Atlanta in the
United States, first asks Sweetie her age, and when she says 10-years-old he
responds: "mmmmmm ... I like that. my daughter is your age. are you a
virgin?"
He
then asks Sweetie to get naked for $10.

Guyt, director of campaigns at Terre des Hommes Netherlands told Associated
Press the results of the 10-week investigation were "shocking".
"We
were swamped by men looking for contact, looking for sexual activities with
us."
If
authorities did not intervene soon "this sinister phenomenon will totally
run out of control", he said.
Despite
the fact webcam child sex tourism was banned by most national and international
laws, only six perpetrators worldwide had been convicted of the crime, Mr Guyt
said.
"It
is not a problem of existing laws. The United Nations has established laws that
make this child abuse nearly universally illegal.
"The
biggest problem is that the police don't take action until child victims file
reports, but children almost never report these crimes.
"These
children are usually forced to do this by adults or by extreme poverty.
Sometimes they have to testify against their own family, which is almost an
impossible thing to do for a child."

47-year-old Dartmouth man is facing a child pornography charge after
investigators searched a home early Thursday morning and seized computer
equipment.
The
investigation was spearheaded by the Internet Child Exploitation unit, an
integrated team made up of Halifax Regional Police and RCMP officers.
Officers
searched a home on Sarnia Avenue around 6:30 a.m.
They
arrested one man, charging him possession of child pornography. He has been
released from custody and is due in Dartmouth provincial court on Dec. 31.
The
conditions of his release forbid him from communicating with anyone under 16
years of age and from being within 25 metres of a place frequented by children.
He’s
also not allowed to access the Internet, or have a device that can go online.
