O T TAWA — Russia’s ambassador to Canada says talk about the possibility of Russian troops invading Ukraine is nonsense.
Georgiy Mamedov says it’s an insult to the intelligence of Canadians to even suggest that might happen in light of recent events in Kyiv.
The comments came two days after the Harper government suggested that Canada could impose sanctions against Russia if it were to interfere in Ukraine.
Immigration Minister Chris Alexander first raised the possibility o f Canadian sanctions against Russia on Sunday in a televised interview.
On Monday, Alexander appeared to play down speculation ab out Canadian sanctions on Russia, but a spokesman for Foreign Affairs Minister John Baird did not .
However, Mamedov said there is no p ossibility o f a Russian military deployment .
“It’s very simple. We are no NATO, it’s not Libya, you won’t see any Russian troops in Ukraine," he said.
“Whoever discusses rumours about Russian military intervention in U kraine is committing an insu lt to the intellect o f the Canadian public, fu ll stop."
Tensions between the West and Russia continu e to run high after Ukrainian authorities replaced their Russian-leaning P resident Viktor Yanukovych.

O T TAWA — Justin Trudeau was back on Parliament Hill on Tuesday to face the music for his flippant joke about Ukraine, as the Conservatives and NDP pondered once again how to make the Liberal leader’s latest so-called gaffe stick.
Tru deau told the media he waited until Tuesday to apologize for his remarks because he “wanted to make sure that I had the chance to express directly to leaders in the Ukrainian community . . .how seriously the Liberal party takes the situation in Ukraine."
He added that his joke during a pre-taped appearance on a Radio-Canada current affairs program “made light of some very real fears and concerns that Ukrainians have about Russian intervention ."
Trudeau apologized earlier in the day to the Ukrainian ambassador to Canada after making a quick visit to the embassy. Vadym Prystaiko, who had called for the apology a day earlier, praised Trudeau for being the first Canadian politician to sign a book of condolences.
The Liberal leader also took to Twitter to say he’d made amends with Paul Grod, head of the Ukrainian Canadian Congress.
In his interview last Thursday with Tout le Monde en Parle, Trudeau suggested Russia, peeved about being eliminated from the medal round in Olympic hockey, might vent by getting involved in Ukraine.
“It is even more worrisome now," Trudeau said in the interview, broadcast Sunday night. “Esp ecially since Russia lost in hockey, they will be in a bad mood. We are afraid of a Russian intervention in Ukraine."
“Only because of hockey?" the show’s host, Guy A. Lepage, asked Tru deau as other panelists chuckled.
“No," Trudeau replied. “It is an attempt to bring a light view of a situation that is extremely serious and extremely troubling."
In the aftermath of Trudeau’s comments, both the Conservatives and NDP pounced in an effort to inflict some damage. Tru deau is consistently ahead in public-opinion polls and wrapped up a successful policy convention in Montreal over the weekend.
Tory insiders say it’s just a matter of time before Trudeau’s verbal missteps start to hurt him, and the current Conservative strategy is to simply bide their time until he does himself in.
NDP strategists insist they’re focused on Harper, not Trudeau.

Canadian PM Stephen Harper gives high praise to Babcock

According to the Toronto Sun on Sunday, Canadian prime minister Stephen Harper gave high praise to Team Canada's men's hockey head coach Mike Babcock following Canada's 3-0 victory over Sweden at the 2014 Olympic Winter Games in Sochi.
Harper sent out the following tweet, “just spoke w/coach Mike Babcock and told him (this) was the most perfectly executed game I have ever witnessed.”
Even though Harper is Canada's top politician, he is very knowledgeable about hockey overall. He has also written a book titled A Great Game: The Forgotten Leafs and the Rise of Professional Hockey. In the book he writes primarly about the Toronto Professional Hockey Club of the Ontario Professional Hockey League from 1906-1909 and the Toronto Blueshirts of the National Hockey Association, that won the Stanley Cup in 1914.
Harper was not the only high profile person who congratulated Team Canada. Talk show host Ellen DeGeneres tweeted "My staff was glued to the Olympic hockey game. Congratulations, Canadians! You gave an epic performance."

Art project lets school kids re-Imagine Ono’s towering tribute to Lennon
When a group of Grade 6 students went to their art teacher looking for s omething to do during their lunch breaks, Diane Lewis came up with a doozy of an idea: Why not build a replica of Yoko Ono’s Imagine Peace Tower in Iceland?
Kids being kids, of course they said, “Sure!"
The original isn’t made of egg cartons, foam, cardboard and plaster bandages. And it is a fair bit bigger. But the message is the same: Be good to each other.
The Imagine Peace Tower is an outdoor work of art by Ono dedicated to the memory of John Lennon. It aims to communicate that peace and love connect the world.
The monument features a beam of light that reaches into the sky on selected days each year, including from Lennon’s birthday on Oct. 9 to the anniversary of his death on Dec. 8, from Dec. 21 to 28, on New Year’s Eve and during the first week of spring, from March 21 to 28.
The City of Reykjavik also lights the tower on Ono’s birthday on Feb. 18 in tribute to the artist.
Lewis, who teaches art at John Bernard Croak V.C. Memorial School in Glace Bay, said the project isn’t just about building a mo del.
“We do have a lot of discussions about peace and why that particular monument was built, and what John Lennon and Yoko Ono were trying to do, and about needing peace in the world."
The kids have tweeted their messages about Ono’s project and seen them posted on her website.
L ewis and a couple o f other teachers at the school have incorporated the band’s music into their classes over the years because some of the songs have good messages about values.And building the mo del during lunches and recesses gave the kids a chance to talk and learn about peace and social justice issues.
“Children really want to be engaged in the world, and they do get involved in things and they do care, but you need leadership," L ewis said.
“They often just don’t know what to do with that information. So if you provide opportunities, they start to educate each other."Education Repor ter Frances Willick ’s weekly roundup of noteworthy achievements of students and their teachers around Nova Scotia.

Ukraine's
ambassador to Canada has called for Liberal Leader Justin Trudeau to apologize
for a "silly" joke he made suggesting Russia could intervene in
Ukraine after the Olympic host country's hockey humiliation.
Vadym
Prystaiko told CTV's Power Play on Monday that Russia's relationship with
Ukraine is much more important than a hockey game and Trudeau's tongue-in-cheek
remarks minimized the upheaval in Kyiv.
"You
have to be extremely careful when you talk about 82 people who died fighting
... for their future and everyone's in danger," Prystaiko said.
"[Trudeau's] just sitting in a nice room, and talking about things in such
a light manner; it's just inappropriate."
The
Conservatives took aim at Trudeau after the bad joke was aired on
Radio-Canada's humour-infused current events program "Tout Le Monde en
Parle" Sunday night.
"So
Justin Trudeau, whose favourite regime is 'the basic dictatorship of China,'
thinks the deadly crisis in Ukraine is a laughing matter," Employment
Minister Jason Kenney wrote in a tweet.
Citizenship
Minister Chris Alexander criticized Trudeau when speaking to the media outside
of the House of Commons.
"This
is another case of the Liberal leader simply showing bad judgment, saying
foreign policy ... could be determined by one country's mood after losing a
hockey game," he said.
Trudeau

be joking about these things."

Minister James Moore also took to Twitter to draw attention to Trudeau's joke

Trudeau,
consistently ahead of the Tories and the NDP in public opinion polls, joked
that Russia could be fuming after being eliminated late last week from the
medal round in Winter Games hockey.
"It's
very worrisome," Trudeau said after telling the panel that he now
considers Ukrainian President Viktor Yanukovych to be illegitimate.
"Especially since Russia lost in hockey, they will be in a bad mood. We
are afraid of a Russian intervention in Ukraine."

mourns protesters killed in violent clashes
Ukrainians
have been mourning their dead after more than 70 were killed in clashes between
riot police and protesters.
In
Kyiv's Independence Square, occupied by anti-government activists since
November and where most of the deadly fighting took place, coffins with dead

Friday
was a somber day all across Russia -- and indeed the sporting world -- with the
country commemorating one year since the airplane crash that killed the entire
Lokomotiv Yaroslavl ice hockey team.
Friends
and families of the 44 victims, along with countless fans, were paying their
respects in the Central Russian city.
A
morning church service was followed by a flower-laying ceremony, attended by
some prominent hockey figures.
The
families of the deceased then traveled to the site of the crash, where a
commemorative monument has been built.
"The
tragedy that struck here with this team would have affected everybody in the
hockey world. And we are all brothers in one way or another because we all love
the game of hockey. And when you see something like that had happened it is
very tough for everybody all across the world", said Canadian hockey
legend Mark Messier.
Ice
hockey fans from across the globe arrived in the city and witnessed the jerseys
of all the victims raised up to the rafters at the squad's arena.
A
game between Canadian and Soviet old-timer national hockey teams was played in
the evening to pay tribute to the victims of the tragedy.
"It's
really unfortunate that we are here for such a sorry occasion. But hopefully we
can put some smiles on some people's faces to enjoy the game tonight",
said Wayne Gretzky, another Canadian legend of the sport.
Only
the flight engineer survived the crash. Memories are still overwhelmingly raw
for the victims' families in particular.

Former
NHL stars among players killed in Russian plane crash (PHOTOS)

MOSCOW
— A Russian jet carrying a pro ice hockey team, including several former NHL
stars and two former Rangers, crashed while taking off today in western Russia,
killing at least 43 people and leaving two critically injured, officials said.
The
players on the plane included former Rangers and Devils defenseman Karel
Rachunek, 32; center Josef Vasicek, 30, who played for the Islanders; and
Alexander Vasyunov, who played for the Devils last season.

News reported that former Rangers player Alexander Karpovtsev, who won the
Stanley Cup with the team in 1994, was on the plane. He worked as an assistant
coach for the Russian team.
The
Russian Emergency Situations Ministry said the Yak-42 plane crashed immediately
after leaving an airport near the city of Yaroslavl, on the Volga River about
150 miles northeast of Moscow.
It
was carrying 45 people, including 37 passengers and eight crew, and the
ministry said all but two people were killed in the crash.
Officials
said Russian player Alexander Galimov survived the crash along with a
crewmember.
The
entire team was on the plane at the time, officials said.
“Another
terrible tragedy and loss to the hockey world… makes my body shake thinking
bout it,” Michael Grabner of the New York Islanders wrote on Twitter.
The
crash took place at 4 p.m. Moscow time and the weather was sunny with clear
skies at the time, according to reports.
“I
had the pleasure of knowing several members of the team, plus the entire
coaching staff. In particular, Alexander Vasyunov, who played for us last
season, was an outstanding young man and a gifted athlete,” Devils general
manager Lou Lamoriello said Wednesday.
“Captain
Karel Rachunek skated for us in 2007-08. Both were members of the Devils
family. On behalf of the entire Devils organization, our thoughts and prayers
go out to the families and loved ones of the entire Lokomotiv club.”
The
ministry said the plane was carrying the Lokomotiv ice hockey team from
Yaroslavl to Minsk, the capital of Belarus, where it was to play Thursday
against Dinamo Minsk in the opening game of the season in the Kontinental
Hockey League.
The
KHL is an international club league that includes teams from Russia, Belarus,
Kazakhstan, Latvia and Slovakia.
Lokomotiv
Yaroslavl is a leading force in Russian hockey and placed third in the KHL last
year.
The
team was coached by Canadian Brad McCrimmon and includes several international
and former NHL stars in its ranks. Lokomotiv was a three-time Russian League
champion in 1997, 2002 and 2003 and took the bronze last season.
“We
will do our best to ensure that hockey in Yaroslavl does not die, and that it
continues to live for the people that were on that plane,” Russian Ice Hockey
Federation president Vladislav Tretyak said.
One
resident, Irina Pryakhova, saw the plane crash as it prepared to take to the
skies.
“It
was wobbling in flight, it was clear that something was wrong,” she said. “It
went down behind the trees and there was a bang and a plume of smoke.”
She
said rescuers pulled victims’ bodies out of the Volga River.
“I
saw them pulling bodies to the shore, some still in their seats with seatbelts
on,” Pryakhova said.
A
game between hockey teams Salavat Yulaev and Atlant in the central Russian city
of Ufa was called off midway after news of the crash was announced by
Konintental Hockey League head Alexander Medvedev.
The
short- and medium-range Yak-42 has been in service since 1980 and dozens are
still used with Russian and other airlines.
Russian
President Dmitry Medvedev has announced plans to take aging Soviet-built planes
out of service starting next year.
In
June, another Russian passenger jet crashed in the northwestern city of
Petrozavodsk, killing 47 people. The crash of that Tu-134 plane has been blamed
on pilot error.
NHL
stars reacted with shock and grief.
“This
is the darkest day in the history of our sport,” International Ice Hockey
Federation president Rene Fasel said. “This is not only a Russian tragedy. This
is a terrible tragedy for the global ice hockey community.”
Alex
Ovechkin, a Russian superstar for the NHL Washington Capitals who once played
for Lokomotiv’s Kontinental Hockey League rival Moscow Dynamo, posted on his
Twitter account “I’m in shock!!!! R.I.P.”
“A
whole national tragedy,” Ovechkin told the Washington Post. “It’s kind of a
scary moment.”
The
team included Slovakian ex-NHL star Pavol Demitra and was coached by Brad
McCrimmon, a Canadian who played 18 seasons as an NHL defenseman.
“I
knew half the team. I didn’t believe it at first … then I felt sick,” New York
Rangers forward and former Lokomotiv hometown hero Artem Anisimov told Newsday.

Demitra,
36, played with five NHL clubs, scoring 304 goals in 847 games. He signed with
Lokomotiv last year after leading Slovakian scorers at the Vancouver Winter
Olympics, his third Olympic appearance.
“People
were drawn to Demo. He was a great friend and great teammate,” Matt Keator,
Demitra’s agent, told the Minneapolis Star Tribune. “This is just awful. He was
such a popular guy with everyone he has ever played with.”
Kevin
Shattenkirk of the St. Louis Blues said, “Hockey lost a great legend in
Demitra.”
NHL
players, who were already coping with the deaths of three notable physical
enforcers since May, including the Rangers’ Derek Boogaard, again expressed
sorrow and sadness in Twitter postings.
Anaheim’s
Bobby Ryan wrote, “I can’t believe I’m writing another one. Too many players
gone this year.”

Russian ice hockey team dies in air crash

A
private jet carrying a Russian professional hockey team to its first game of
the season crashed shortly after takeoff on Wednesday, killing 43 people -
including European and former NHL players - in one of the worst aviation
disasters in sports history. Two people survived the accident.
The
crash also was the latest tragedy to befall the sport of hockey - following the
sudden, offseason deaths of three of the NHL's tough-guy enforcers that has shocked
fans.
The
chartered Yak-42 jet was carrying the team - Lokomotiv Yaroslavl - to Minsk,
the capital of Belarus, where it was to play Thursday in its opening game of
the Kontinental Hockey League season. Of the 45 people on board, 36 were
players, coaches and team officials; eight were crew.
The
plane apparently struggled to gain altitude and then hit a signal tower before
breaking apart along the Volga River near Yaroslavl, 150 miles (240 kilometers)
northeast of Moscow. One of the blue-and-white plane's charred engines poked
through the surface of the shallow water.
"This
is the darkest day in the history of our sport," said Rene Fasel,
president of the International Ice Hockey Federation. "This is not only a
Russian tragedy - the Lokomotiv roster included players and coaches from 10
nations."
One
player - identified as Russian Alexander Galimov - and one unidentified crew
member were hospitalized in "very grave" condition, said Alexander
Degyatryov, chief doctor at Yaroslavl's Solovyov Hospital.
Among
the dead were Lokomotiv coach and NHL veteran Brad McCrimmon, a Canadian;
assistant coach Alexander Karpovtsev, one of the first Russians to have his
name etched on the Stanley Cup as a member of the New York Rangers; and Pavol
Demitra, who played for the St. Louis Blues and the Vancouver Canucks and was
the Slovakian national team captain.
Other
standouts killed were Czech players Josef Vasicek, Karel Rachunek and Jan
Marek, Swedish goalie Stefan Liv, Latvian defenseman Karlis Skrastins and
defenseman Ruslan Salei of Belarus.
Russian
NHL star Alex Ovechkin reflected the anguish that resonated through the sport
of hockey when he tweeted: "I'm in shock!!!!!R.I.P."
"Though
it occurred thousands of miles away from our home arenas, this tragedy
represents a catastrophic loss to the hockey world - including the NHL family,
which lost so many fathers, sons, teammates and friends," NHL Commissioner
Gary Bettman said in a statement.
The
NHL already has been mourning three unexpected deaths of players in recent
months, including a suicide and an accidental drug overdose.
The
cause of the crash was not immediately apparent, but Russian news agencies
cited local officials as saying it may have been due to technical problems. The
plane was built in 1993 and belonged to a small Moscow-based company, Yak
Service.
In
recent years, Russia and the other former Soviet republics have had some of the
world's worst air traffic safety records. Experts blame the age of the
aircraft, weak government controls, poor pilot training and a cost-cutting
mentality.
Divers
worked feverishly to recover bodies in a search operation that lasted well into
the night. They struggled to heft the bodies of large, strong athletes in
stretchers up the muddy, steep riverbank.
Swarms
of police and rescue crews rushed to Tunoshna, a ramshackle village with small
wooden houses and a blue-domed church on the banks of the Volga 10 miles (16
kilometers) east of Yaroslavl.
Resident
Irina Prakhova was walking to the village pump for a bucket of water when she
saw the plane going down and then heard a loud bang.
"It
was wobbling in flight, it was clear that something was wrong," said
Prakhova. "I saw them pulling bodies to the shore, some still in their
seats with seatbelts on."
More
than 2,000 mourning fans wearing jerseys and scarves and waving team flags
gathered in the evening outside Lokomotiv's arena in Yaroslavl to mourn. Most
carried flowers. Riot police stood guard as fans sang to honor the dead
athletes.
Yaroslavl
Gov. Sergei Vakhrukov promised the crowd that the Lokomotiv team would be
rebuilt, prompting anger from some fans at a perceived lack of respect for the
dead.
The
Kontinental Hockey League has 24 professional teams across Russia, Belarus,
Latvia, Kazakhstan and Slovakia that draws players from the NHL and European
leagues. Lokomotiv is a leading force in Russian hockey and came third in the
KHL last year. It was also a three-time Russian League champion in 1997, 2002
and 2003.
"We
will do our best to ensure that hockey in Yaroslavl does not die, and that it
continues to live for the people that were on that plane," said Russian
Ice Hockey Federation President Vladislav Tretiak.
McCrimmon,
who took over as coach in May, was most recently an assistant coach with the
Detroit Red Wings, and played for years in the NHL for Boston, Philadelphia,
Detroit, Calgary, Hartford and Phoenix.
Detroit
coach Mike Babcock said McCrimmon "wanted to be a head coach, so he went
to Russia to do it."
A
game Wednesday between Salavat Yulaev and Atlant in the central Russian city of
Ufa was called off in mid-match after news of the crash was announced. Russian
TV showed an empty arena in Ufa as grief-stricken fans abandoned the stadium.
Russia
was hoping to showcase Yaroslavl as a modern and vibrant city this week at an
international forum attended by heads of state, including Russian President
Dmitry Medvedev, so the crash came as a particularly bitter blow. The forum is
being held in the hockey stadium.
Many
in the Czech Republic also took the news hard.
"Jan
Marek, Karel Rachunek, and Josef Vasicek contributed greatly to the best
successes of our ice hockey in the recent years, first of all to the golden
medals at the world championships in 2005 and 2010," said Tomas Kral, the
president of the Czech ice hockey association. "The were excellent
players, but also great friends and personalities. That's how we will remember
them."
In
the western Slovak city of Trencin, where Demitra started his career and where
he played during the 2004-05 NHL lockout, hundreds of fans gathered outside an
arena Wednesday night to light candles in his memory.
Medvedev
has announced plans to take aging Soviet-built planes out of service starting
next year. The short- and medium-range Yak-42 has been in service since 1980
and about 100 are still being used by Russian carriers.
In
past plane crashes involving sports teams, 75 Marshall University football
players, coaches, fans and airplane crew died in West Virginia on Nov. 14,
1970, while returning from a game. Thirty-six of the dead were players.
Thirty
members of a Uruguayan rugby club were killed in a crash in the Andes in 1972.
The
entire 18-member U.S. figure skating team died in a crash on their way to the
1961 world championships in Brussels, and 18 members of the Torino soccer team
died near Turin, Italy, in a 1949 crash.
In
1980, 14 members of the U.S. amateur boxing team were killed in a crash in
Warsaw, Poland.
A
plane crash in 1950 near the Russian city of Sverdlovsk, now called
Yekaterinburg, killed 13 players and officials in the Soviet air force's ice
hockey squad. A Munich air crash in 1958 cost eight Manchester United players
their lives.

A Canadian senator is hoping to put the House of Commons
under the same scrutiny the Senate is facing.
Independent Liberal senator Percy Downe, who represents
Prince Edward Island, is pushing for the Senate to call out the House of
Commons for keeping their previous expenses secret.
Federal auditor general Michael Ferguson is examining all
Senate expenses after a string of scandals. Downe is pushing a motion to have
Ferguson also look at MP expenses.
Downe said auditing the Senate and not the House of
Commons is only doing half the job.
“It’s a matter of transparency, and there’s no such thing
as partial transparency.”
He will table his motion in the Senate Tuesday. The catch
is that it is unclear how much authority the auditor general has to unilaterally
call for an MP expense audit. So the motion is to call on members of Parliament
to agree to the audit.
Several MPs scoffed at the motion Monday.
“They have the moral authority of the Mafia right now,”
said NDP House leader Nathan Cullen. “I’m not sure the Senate’s going to be
directing what we do in the House.”
John Duncan, Conservative MP for Vancouver Island North,
said “I think they should clean up their house before they talk about ours.”
“Ours is pretty clean.”
Duncan is also a member of the Board of Internal Economy,
the group of seven MPs across the three official parties that sets and oversees
expense rules. If the auditor general were to be called in, it would be the
Board of Internal Economy that would do it.
Doing a full audit of MP expenses is not being discussed,
Duncan said. But he is touting major changes coming during the next fiscal
year.
As of April 1, the House of Commons will publish, on a
quarterly basis, much greater detail on MP expenses and travel.
Canadians can now only see a yearly summary of how much
an MP spent, broken down by broad categories.
Under the new system, voters will be able to see things
like where an MP travelled, when, how much they spent to get there and who they
brought with them.
The new system will not be up until the fall, but
expenses will be posted starting this April.
In the meantime, the Conservatives, NDP and Liberals are
all jostling for the moral high ground. They point out that they have begun
posting expenses online voluntarily
“I think it shows that we’re getting ahead of the system
and taking more action than required, which is a good thing,” said Michelle
Rempel, Conservative MP for Calgary Centre-North.
Half a dozen MPs who were asked Monday said they had no
objection to having the auditor general look at their expenses, but none
endorsed the idea.
However, they also rejected the notion that MPs would be
nervous about what a forensic audit may turn up.
“We face interesting people like you every day,” said
Conservative West Nova MP Greg Kerr. “I don’t think we’re afraid of anything.”
COMMENT:
Perhaps there is no reason to be afraid because the
"guidelines" are so broad and the limits set so wide, they can
purchase the finest of alcohol, east lobster and steak, sleep on silk sheets in
fancy hotels all on the public purse. They travel first class on frequent
unnecessary trips, bring along their friends, go out on the town all in the
name of government functions. It is not only time to be more transparent, it is
time to be more responsible, more accountable, and have more stringent spending
limits, much stricter rules with definite penalties and procedures written and
published for all to see. If there continues to be a "Senate" of some
kind, it needs to be a position that is applied for, and the successful
applicants need to work in Ottawa, be at their desks for 12 months a year
except for regular vacation and holidays. There would be no travel, or second
residence requirements. The successful applicants would be just like anyone
else who has to relocate at their own expense if they take a job that is too
far away from home to commute. Their jobs should be devoid of politics, the job
description to be rewritten, and the salaries substantially reduced. Minimal
expenses would be incurred because they would find their own way to work each
day just like the rest of us working stiffs. etc, etc...

Shub enacadie band council has turned the results of a forensic audit into its finances over to the RCMP.
The au dit was completed by MNP, a West Coast accounting and tax company, and presented to the chief and council by law firm Pink Larkin at a meeting Thursday.
In all, forensic investigators made 71 recommendations to the band to help improve financial transparency and its ability to govern properly.
“We’ve been putting a lot of those recommendations into place since this council got in," Chief Rufus Copage, elected in November 2012, said Tuesday afternoon. “There are a lot of rules and resp onsibilities."
An MNP presentation to the band, a copy of which The Chronicle Herald obtained in January, pointed to huge payments made to and loans obtained from Mike Sack, a band councillor and a principal player in a local company, Sack’s Excavating.
The presentation stated that the band has paid Sack and his companies $5.8 million since 2009, payments that did not adhere to the band’s conflict of interest guidelines. And since 2010, Sack had made eight shor t-term loans of six to 107 days to the band totalling $1,550,000. Most loans were given at 110 per cent annual interest rates, all without documentation, and Sack was paid back $1,802,500.
“Overall, the records of the band were lacking to the point where the council had little or no control over the affairs of the (First) Nation," MNP concluded.
At Thursday’s meeting, council approved a motion to turn the forensic audit over to the RCMP to determine if there was criminal wrongdoing.
“If there is anybody to be charged, they’ll be laying the charges," Copage said. “The file is almost two feet thick. It’s easier just to let the RCMP deal with it so there is no political interference."
Some recommendations in the audit, which Copage estimated will cost the band $400,000 to $600,000, include:
• Creating an economic development corporation to oversee band businesses like gaming and fisheries
• Live-stream council meetings
• Posting the agenda and minutes of chief and council meetings
• Develop and enforce a code of ethics and conflict of interest p olicy
• Revamping the business practices o f the tobacco shop
• Restru cturing the housing depar tment
• Review the fisheries department and utilize all fish quota
• Review VLT operations The band voted at Thursday’s meeting to accept the audit recommendations, “to be modelled in the development o f band p olicies."
Council called for a forensic investigation into the band’s finances in May 2012 when a band audit discovered financial irregularities.
“We’re moving forward as a band toward doing better for the community members," Copage said.
The copy of the MNP presentation obtained by The Chronicle Herald characterized the majority o f the work done in the housing program as reactive, as opposed to planned and preventive. The housing program is losing money and there are signs to suggest conflict of interest in determining who gets the work.
The presentation pointed to the lack of a budget and project files for the housing work and that $3.4 million was spent without tracking. Payments of $300,000 lacked proper invoices.
The presentation also detailed a lack of record keeping for the band tobacco shop, which p ermitted improper activities, and problems with record keeping in the band’s lobster fishery.
