Rehtaeh’s mother, Leah, has endorsed the group and said their mission will be fluid, but it will seek to prevent other tragedies like Rehtaeh’s.

Rehtaeh Parsons death helped spark a national conversation. Her name will live on through a new non-profit society.
Leah Parsons told the Chronicle-Herald she wants to work with both children and adults to increase awareness of the legal landscape online, combat bullying and move the group forward.
“We’re going to welcome people to come forward and tell us what they would like to do. Then we can see what their interest is,” she told the paper. “We want to help youth but, in doing so, we want to work with adults to do that as well.”
Rehtaeh died last year at the age of 17 following a suicide attempt. Her death, on the heels of B.C. resident Amanda Todd’s suicide and her online video, sparked a national discussion in Canada.
Many provinces have since passed laws to try to combat abuse over the internet. Nova Scotia even created a police unit dedicated to online harassment.

Barriers
to reporting sexual violence daunting

In
the wake of accusations that CBC radio host Jian Ghomeshi is a violent sexual
predator, many have questioned why the majority of victims do not report such
violent crimes.
Despite
more women coming forward, some very high-profile, barriers to reporting
remain. In Canada, 92 per cent of victims of sexual violence stay silent.
One
barrier is our tendency to question the veracity of victim reports. The reality
is that fewer than five per cent of claims are fabricated.
Not
surprising, given the potential fallout for reporting — not being believed,
inappropriate (or missing altogether) immediate or supportive services, fear of
facing perpetrators, judgment from family, friends or employers, difficulty
proving allegations, embarrassment, potential Internet retaliation, perceived
indicators of consent being used against them in a court of law, stressful,
drawn-out proceedings resulting in minimal legal recourse, and potential for
further violence/sexual violence to name a few ...
For
those who do seek out supports and services, they are generally few or
inappropriate and the process can be gruelling and often re-traumatizing. For
immediate sexual assault cases (within 72 hours of the incident), there is the
option of collecting and preserving forensic evidence at a medical facility.
This
invasive and sometimes humiliating procedure can take anywhere between three
and eight hours of examination and documentation. The perpetrator is not
subject to an exam.
Police
across the country have been trained to differing degrees on things like the
effects of trauma on the victim and their resulting behaviour.
Trauma
can confuse the order in which the victim remembers the incident, among other
things, and can sometimes result in a case dismissal. Without consistent training
and policy in place, reports of sexual assault will continue to be handled on a
case-by-case basis.
When
and if a report gets filed and goes to court, the laws around sexual assault in
Canada are still framed around placing the evidentiary burden on the victim.
The
victim takes the stand — sometimes for days or weeks — and is cross-examined
(often aggressively) in an effort to dismantle her claim.
Her
past history, private records and personal choices are still admissible as
evidence of consent. The perpetrator often never takes the stand.
In
those few cases (three out of every 1,000 in Canada) which do result in a
conviction, sentencing can be anywhere between 18 months to life.
But
98 per cent of charges laid are for the least severe form of assault, and of
those, perpetrators spend on average two years at most in jail.
In
cases with lighter sentencing (the majority), what protection do victims have
when their nightmare is back on the streets? Ongoing supports are often
inconsistent, underfunded or inaccessible.
Many
communities are engaging critical agency partners, including here in Lunenburg
and Queens counties, to expedite improvements to sexual assault services.
Elsewhere
in the province, other successful models exist, including HRM, Antigonish and
Pictou. Our work reflects their expertise in an innovative model for our rural
area. Efforts to make our local services more trauma-informed,
survivor-centred, and locally based continue, but there is still much to be
done.
Legislative
reform, including increased conviction rates and longer sentencing would not
only mitigate retraumatization but would inform cultural norms around sexual
violence.
If
we come from a framework of belief instead of suspicion, we create safer spaces
where victims can report and access appropriate support and counselling.
Shifting our cultural frameworks would result in organizational change at every
stage of reporting and eventually erode our social tolerance of these crimes.
If
nothing else, recent events have brought violence against women and girls, and
in particular sexual violence, to the forefront of our social dialogue in
Canada.
Our
tendency to dismiss what women have to say — call it slut-shaming,
victim-blaming, ye olde “hysteria” diagnoses, I just call it systemic sexism —
has been exposed.
Violence
against women has been here (in stomach-churning frequency) since the beginning
of time. All women are vulnerable to it (and women do make up the majority of
victims). There are no qualifying characteristics to becoming a victim — all
classes, education levels, incomes, races, sexualities, abilities are
vulnerable.
Yet
we continue to question the validity of these “claims.”

experienced violence at the hands of Ghomeshi, the brave Lucy DeCoutere: “There
is something missing in the way that women are being heard and that is that
they feel like they are being heard.”

BEST COMMENT: Lowe mentions a party where a girl is passed out and the boys are removing her clothing. No one said a word and no one does a thing. I know a very similar story that happened in the early 80's at a party, several
boys, one girl in a car or shed (cannot remember details) outside the party.
Everyone knew at some point during the night and no one stopped them. I am sure
there are tons of these stories in every neighbourhood.

alcohol and how can one help when over consumption by a young woman is seen?
What are some of the issues when a young man helps a young woman get

LOWE: I, like so many others, have been a bystander
I could tell you that no always meant no and only yes ever meant yes. But if I’m being honest, I have to let you know that no and yes weren’t really part of the sexual lexicon when I was a teen.
I could tell you that the men I have known are good men, deeply invested in consent, but that’d be a fib, too.
Truth: I have experienced a cavalcade of non-consensual sexual acts — a boyfriend who let his brother peek through a door gap to see me naked, a young man in the back of a car giving me the “choice” of having him fondle my breasts or something else, others who conveniently took drunkenness or silence as a thumbs up. It goes on. I won’t.
I partly blame myself for these things. Don’t shake your head in sad knowingness. It’s not what you think.
This isn’t the shame of being a victim, nor the humiliation of exploitation. I feel guilt and embarrassment because I, like so many others, have been a bystander.
I have looked away uncomfortably at sexist jokes. I have ignored male friends sizing up women’s bodies.
I remember a party when I was a teen. No parents. Alcohol. There’s a girl passed out on a couch and boys are removing her clothing. The party swirls around this assault. No one says a word. No one does a thing. The boys lose interest, or maybe a better person shoos them off her. I don’t think she ever knew it happened. I wonder if the boys — now men, upstanding and normal — ever give it a thought.
I think about it all the time.
You know, we talk about victims and perpetrators, and that’s good. But we let bystanders shimmy out of the frame. We refuse to see that ignoring isn’t just failing to intervene. It’s a wink and nod to the perpetrators.
That our society objects to sexual violence is a given — morally, legally and socially. What we apparently have little problem with is the everyday sexism and harassment that provides the footings for assault and rape.
Take catcalling — it’s socially acceptable public sexual harassment. I mean, no one speaks up. Street harassment is so ordinary, keeping track would be like numbering holes in socks. If you are reading this and you claim to never have been a silent bystander to street harassment, I respectfully propose that you are full of shit.
Look, men must take responsibility for their sexual colonialism, for their culturally embedded view of women as conquests, not people. But men, frankly, aren’t being asked to do that in a world that says rape is wrong, but all the other lesser crimes of sexualized violence and harassment are okey-dokey.
Want to help rid the world of rapists? Take away the comfort of everyday sexism. Stop silently cringing and looking stoically ahead. Stop pretending you don’t see. What bystanders can do is stop being bystanders. It’s the height of power.
I don’t buy that bystanders lack empathy. They lack the will to go against what the rest of the world shows it believes — that women and girls are sexual objects first, humans second.
I often think back on that party and ask myself if the same scenario played out today, what would be different?
The most accurate and saddest answer I have is this: Today, someone probably would have hauled out a phone and snapped a photo. And the bystanders? The bystanders would probably still stand by.

Sex registry may not list overseas cases
Auditor’s report cites lack of access to Foreign Affairs information about offenders

OTTAWA — The national sex offender registry may not include some Canadians convicted of crimes abroad because the RCMP doesn’t have access to Foreign Affairs information on convicts released from prisons in other countries.
Auditor general Michael Ferguson, who flags the issue in a new report, is urging the RCMP to work with the department on improving information sharing.
Ferguson’s report on support for fighting transnational crime finds that overall, the RCMP and Justice Canada were working well with foreign police on criminal investigations that affect Canadians.
It says the 42 RCMP liaison officers posted to 30 countries generally co-operated with foreign and domestic partners on problems ranging from human smuggling to terrorism.
In general, the RCMP did not have access to information on Canadians arrested, charged, convicted and released from foreign prisons.
Foreign Affairs, however, does collect such data when Canadians detained abroad exercise their rights to receive consular assistance. In 2011, the department opened more than 1,800 arrest and detention cases and received information on more than 1,700 ongoing cases related to Canadians jailed abroad, the audit report says.
Federal privacy law and the Charter of Rights and Freedoms limit the amount of information Foreign Affairs can share about these Canadians with the RCMP. The Mounties can gain access when it relates to a criminal investigation, or when the public interest outweighs any invasion of privacy.
A 2011 amendment to the federal law governing sex offender registration means those who serve time in prison abroad for sex offences must report to a local police service within seven days of returning to Canada to provide relevant personal details.
The auditor found 25 offenders had registered as required by law since then. However, the RCMP could not confirm whether there were other convicted sex offenders who did not register upon their return because the national police force does not have access to the Foreign Affairs data.
Public Safety Canada and the RCMP are co-leading an interdepartmental initiative that would allow the RCMP to routinely obtain such information, the report says. “At the time of our audit, they had met seven times between 2010 and 2013, but no new protocols had been established."
The RCMP remains committed to working with Foreign Affairs and other departments on information sharing, said Sgt. Greg Cox, a spokesman for the police force.

EDMONTON — Men and boys in Alberta are being asked to wear swatches of moose hide to show that they support an end to violence against aboriginal women.
The provincial government and the Alberta Native Friendship Centres Association are behind the campaign.
The province is contributing $ 75,000.
David Dorward, associate minister of aboriginal relations, says the more people talk about violence against women, the easier it is to bring about changes in society.
Merle White of the native friendships association says the campaign shows aboriginals are taking a stand and moving toward changing things.
The RCMP have said aboriginals account for more than 15 per cent of murdered and missing girls and women in recent decades.
“It’s not only a women’s issue and it should never have been a women’s issue," Marggo Pariseau with the Institute for the Advancement of Aboriginal Women said Tuesday. “It should have (included) men, family and the community.
“Violence has been around far too long and we don’t talk about it."
There has been a call from a growing number of groups for a national inquiry.
“The province is not opposed to an inquiry, but we are moving ahead with initiatives that will recognize that the aboriginal women in the province of Alberta do have higher incidents of violence," said Dorward.

We’ve decided to publish the name of the victim in this story, despite a
court-ordered ban. We believe it’s in the public interest in this unique case,
given the widespread recognition of Rehtaeh Parsons’ name, and given the good
that can come, and has already come, from free public debate over sexual
consent and the other elements of her story.
Rehtaeh’s
parents want her name printed, and Judge Jamie Campbell, who upheld the
publication ban, wrote in his decision that “the ban serves no purpose,” though
he had no choice but to uphold it. Waiving Rehtaeh’s privacy rights “would be a
good thing, if it could be done just for this case, just this once,” the judge
wrote.
It
is difficult for readers to follow a news story when the name associated with
it is omitted, and we want to inform Nova Scotians of the outcome of this legal
case. We would like to reassure other crime victims that their own
court-ordered privacy rights will be respected as always.
A
second young man has entered a guilty plea in the Rehtaeh Parsons case.
A
19-year-old Eastern Passage man pleaded guilty Monday in Halifax youth court to
one count of distributing child pornography.
He
admitted sending two young women a photo that showed him having sex with
Rehtaeh, then 15, from behind while she vomited out a window in November 2011.
The photo was subsequently circulated on social media to numerous young people,
many of whom attended Rehtaeh’s high school.
Rehtaeh
died in April 2013 after she was removed from life-support following a suicide
attempt. Her parents say months of bullying had destroyed her will to live. She
was 17.
The
plea came on what was supposed to be the opening day of the man’s trial on two
charges of distribution. The other charge will be dropped, Crown attorney Alex
Smith said Monday.
The
young man will be sentenced by Judge Gregory Lenehan on Jan. 15, after a
presentence report is prepared.
On
Nov. 13, a 20-year-old Eastern Passage man was given a one-year conditional
discharge after pleading guilty to making child pornography by taking the
picture. The judge also ordered him to apologize to Rehtaeh’s family in writing
and provide a DNA sample for a national databank.
The
identities of both young men are protected under the Youth Criminal Justice Act
because they were minors when the offences were committed.
Rehtaeh’s
parents, Leah Parsons and Glen Canning, insist the photo was taken during an
alleged sexual assault. They went public after their daughter’s death, and the
story made international headlines.
Rehtaeh’s
name has not been published in association with court proceedings since last
spring, when a judge imposed a statutory publication ban in the case.
“I’m
not surprised at the change of plea,” Canning told reporters outside the
courthouse Monday.
“We
felt the evidence was always pretty strong.
“It
was a photograph and basically a confession made over social media. There would
not be a way (for the accused) to take it to trial and win.”
Canning
said that, like the sentencing of the other offender, he does not expect the
19-year-old to get jail time.
Both
Canning and Parsons said they wished police had laid sexual assault and child
pornography charges while their daughter was alive.
The
two young men weren’t arrested until August 2013, almost four months after the
girl died, and were only charged with child pornography offences.
“When
you hear the details of the photo described … Rehtaeh was not in a position to
give consent, not just to the photo, but to anything else going on,” Canning
said.
“That’s
why our family is so angry and upset by this and why we want to have answers to
this. This should have been a charge of sexual assault. That’s exactly what it
was. There’s no way anyone can describe that photo as anything other than
sexual assault.
“They
should have done it when she was still alive, and that actually stings and
hurts.”
The
photo took away the essence of who Rehtaeh was, her mother said.
“Once
that photo appeared, she was never the same again,” said Parsons.
Smith
was brought in from Ontario to prosecute the pair after local Crown attorneys
advised police not to file charges of any kind.
The
province ordered an independent review of the handling of the case, but that
review is on hold while the child pornography charges are still before the courts.
“I
think we will have a sense of justice here once we find out answers to the very
obvious questions,” Canning said.
“Why
didn’t this happen in the first place? Who made the decision not to go ahead
with sexual assault (charges) and why did they make that decision?
“I’m
convinced 100 per cent that there’s a system here that needs to be looked at,
and it needs to be fixed. All we can do now is move ahead … and hopefully have
something positive come out of our daughter’s death.
“It’s
not going to help her, obviously, but there are a lot of other people out there
with very similar stories. It’s just wrong that this is allowed to happen and
continue to happen.”
The
19-year-old also faces adult charges of criminally harassing and threatening to
kill Canning in August 2013. That trial is set for June in Dartmouth provincial
court.

Diminishing sexual violence against women at the
forefront of Kentville project

- While the World Health Organization reports that one third of women have
experienced physical or sexual violence, it wasn’t until one Toronto
broadcaster hit the news lately that Canadians began talking about a global
health problem of epidemic proportions.
“What
a turn of events,” says Angela Johnston, who has been working for six months to
create a public dialogue in the Valley around the issue. It was the allegations
about Jian Ghomeshi that brought the subject of sexual violence to many
people’s lips lately.
In
Nova Scotia, Johnston says it was the tragic loss of Rehteah Parsons in 2012
that suddenly launched the conversation. Parsons was taken off life support
after a suicide attempt prompted by a sexual assault.
After
that, the provincial government decided a new strategy was necessary. Johnston
was hired to lead one of five demonstration efforts. She leads the Sexual
Violence Project, based out of the Red Door in Kentville. The project has 20
partner organizations in the community.
Most
of them got together in late October for two days to discuss how to diminish
sexual violence against women and girls.
“The
value of seeing a room full of community members dedicated to finding some
solutions is really beyond measure,” she said.
Addressing
sexual violence can be very difficult, Johnston said, but many believe
discussion and critical thinking are central to removing the stigma.
“Many
people have formed opinions about sexual violence, but few of us share a common
understanding about how to respond to sexual violence,” she said.
Sexual
violence isolates and silences girls and women, in Johnston’s opinion.
“Coming
together to speak about our solutions and support each other is a victory all
on its own,” she said, adding that she’s confident “we will see even more great
results in our community because of this event.”
Johnston
is hoping to build increased awareness by being available to speak to the
broader community about sexual violence. Her hope is that women will be more
willing to reach out to police.
In
2010, Johnston went to Texas to train with the award-winning Stewards of
Children program, which teaches adults how to prevent, recognize and react
responsibly to sexual abuse. A central aim is the protection of children in a
world where 70 per cent are negatively impacted before they turn 18.
According
to Johnston, cyclists use helmets and parents put children into booster seats
today without question, but sexual violence is actually a greater risk.
“I
want to highlight a message of hope and resilience. If we all work together,
we’ll get energy from each other. That’s why I’m optimistic,” she says.
Over
the next 18 months, Johnston will be out in the community “to do what I can to
connect all of us who want to see this change result in happier and healthier
relationships and a more joy-filled community.”

November 25, 2014 - Not only is violence
against women and girls a grave violation of human rights, it is also a
significant barrier to achieving equality between women and men,
peaceful societies and sustainable development. Sexual and gender-based
violence prevents women and girls from reaching their full potential and
contributing to their communities and countries. The physical,
psychological, economic and social costs of violence against women are
devastating: girls drop out school, diseases like HIV/AIDS spread more

But we also know that women and girls are powerful agents of change. When women and girls are empowered and when gender inequalities are addressed, people are safer and healthier, opportunities for development expand and everyone benefits. We also know that educated girls are less likely to marry early, suffer domestic violence and live in poverty. Promoting equality between women and men has a multiplier effect on advancing all of our development goals.
That’s why the Harper Government takes a comprehensive approach to promoting and protecting the human rights of women and girls in line with the United Nations Convention on the Elimination of All Forms of Discrimination Against Women. Gender equality is also integrated in all of Canada’s international development programming and humanitarian assistance efforts because we know that sexual and gender-based violence is ultimately about the status of women in our societies.
In the Democratic Republic of Congo, where sexual violence is widespread, Canada supported a comprehensive approach to fighting sexual violence. Since 2006, over 60,000 survivors of sexual and gender-based violence received health and psycho-social support and care, 15,000 survivors acquired new skills to help them earn a decent living, 5,000 survivors received legal assistance, and hundreds of perpetrators were convicted. To build on these results, Canada is now working to increase access to justice in underserved areas, establish appropriate mechanisms to investigate sexual crimes and prosecute offenders, and build the capacity and independence of the judiciary in order to ensure that offenders are brought to justice.
Our government is also supporting a United Nations Population Fund initiative to prevent sexual and gender-based violence during humanitarian crises and emergencies. The project is delivering training on survivor-centred care and working to improve the quality of and women’s access to the services they need to survive sexual violence.
Violence against women and girls is not inevitable. By advancing gender equality and empowering women and girls, we can—with persistence and through collective global efforts—eliminate discrimination and violence against women. When
your goal is helping families in need, six consecutive years of record-breaking
fundraisers is something to celebrate.
However,
Major Ross Grandy of the Kentville Salvation Army and Christmas Kettle Campaign
coordinator Les Harris are quick to recognize that the key to the fundraiser’s
success in recent years is volunteer support.
“We’re
hoping on another record year this year, depending on our volunteer base,”
Harris said.
It
helps a great deal to have local service organizations like Rotary clubs and
the Dukes of Kent onboard.
“It
makes a difference to your total getting people like that on side,” Harris
said.
The
generosity of Valley residents and the support of businesses that host kettle
locations are also key elements to the enduring success of the campaign. A new
record was set again last year with $117,605 raised. Organizers are hoping to
reach or exceed the $120,000 mark this year.
Unfortunately,
as the fundraising totals increase, so does the level of need in the community.
“There
are people coming in saying they haven’t had to come for help before, but they
have no choice now,” Harris said.
The
Salvation Army is taking applications for Christmas hampers. Money raised
through the kettle campaign helps buy toys, turkeys and more. Any money left
over goes to help people in need throughout the year. All funds raised stay in
the community.
The
kettles will be out from Nov. 23 to Christmas Eve, with the exception of
Sundays, in 14 locations. Harris hopes the addition of kettles at Save Easy in
Kentville and Sobeys in New Minas will help elevate this year’s total.
The
Angel Tree will be back at the County Fair Mall in New Minas on Dec. 7 and the
Giving Tree will be back at Windsor Home Hardware this year. Grandy said the
trees seem to keep bringing in more donations year over year.

interested in volunteering to look after kettles are asked to call the
Kentville Salvation Army at 678-2039 or Harris at 678-2905 or 300-1744.

the front page of your Nov. 14 edition, Halifax Central Library director Bruce
Gorman says the new building will be “a beacon to our city, the same way that
the Eiffel Tower is to Paris." The man had better get a grip! The Eiffel
Tower attracts seven million visitors a year, 75 per cent of them from other countries.
Not happening with the library.
What
would impress me and other writers to this newspaper would be for the name
“Halifax Memorial Library" to be retained. It would be even more
impressive if they brought back the artifacts they sent to a museum, where you
have to pay to see them when not in storage. Impress us by bringing the Silver
Cross display that acknowledged civilian loss and is part of women’s history
back from a less visited federal museum.
These
actions would be a “beacon" that every day is Remembrance Day. It would
put Halifax in line with cities around the world that renewed and expanded
their tributes to those who served and died.
Such
action by the library board and regional council would show respect and might
just stimulate donations to the fundraising campaign that has a shortfall.
