N.S. conservationists cheer strides in wilderness protection

August 1, 2013 - 12:07pm By CLARE MELLOR Staff Reporter

Loud cheers erupted Thursday from a crowd at the Museum of Natural History in Halifax as the Nova Scotia government announced it has exceeded its land protection goals and is now a national leader in the field.

"What a legacy to leave for our children and grandchildren," Environment Minister Sterling Belliveau said at a news conference at the museum.

By 2015, some 13 per cent of the province’s land will be protected under the Parks and Protected Areas Plan released Thursday.

Four new provincial parks will be created and 12 existing ones will be expanded under the plan, a culmination of many years of work that included research and public and stakeholder consultations.

Four years ago, the province set a goal of protecting 12 per cent of its lands by 2015.

"People have told us it would be a challenge," Belliveau said. "The people of this province knew it was the right thing to do.

"With the support … and hard work of Nova Scotians, not only are we reaching that goal but we are surpassing it."

Planning and land purchases since 2009 will protect more than 200,000 more hectares by 2015, designate 44 new wilderness areas and expand 31 more. They will also create 118 new nature reserves and expand 11 existing ones, government officials said.

Nova Scotia Mi’kmaq participated in consultations to ensure historically sensitive land areas are protected and traditional activities and access can continue, the government said.

New provincial parks are slated for Digby, Guysborough, Queens and Richmond counties, Natural Resources Minister Charlie Parker said at the news conference.

"A few weeks ago, we added a new provincial park — the first one in more than a decade — Sackville Lakes Provincial Park," he said.

"Today, we are excited that … we are adding more properties for Nova Scotians to enjoy."

Environment groups applauded the land protection.

"What a wonderful, wonderful, day for nature, for wild species and for people," Raymond Plourde, wilderness co-ordinator of the Ecology Action Centre in Halifax, said at the news conference.

"Today is a monumental achievement."

Nova Scotia is now second in Canada in land conservation, behind only British Columbia, which has protected 14 per cent of its land.

Non-government organizations such as the Nova Scotia Nature Trust and the Nature Conservancy of Canada have been instrumental in working to protect land in Nova Scotia.

"Seventy-five per cent of this province is privately owned. It is a huge challenge," said Martin Willison, president of the Nova Scotia chapter of the Canadian Parks and Wilderness Society.

"For Nova Scotia to be where it is today, where it will be in a few years’ time, is really outstanding, not just on a national scale but a global scale."

Not everyone, however, is applauding the province’s achievement.

The Mining Association of Nova Scotia said the province is putting its future economic growth at risk by permanently removing land from economic use.

The government needs to strike a better balance, association president Pat Mills said in a release.

"Protecting natural lands for future generations is important, but so is protecting jobs," he said.

The association has asked the province to consider a "land swap" mechanism so mining and quarrying companies could gain access to protected land by buying land of equal size and ecological value outside the protected area and arranging for it to be protected instead.

It has also asked for a cap on the amount of land the province can protect.

"We are disappointed that the government has not shown any interest in these solutions," Mills said.

"We believe these simple, pragmatic proposals would strike an appropriate balance that protects both natural lands and future economic opportunity for Nova Scotians."

Doug van Hemessen, stewardship co-ordinator for the Nature Conservancy of Canada, attended Thursday’s event and said the land protection plan is good news for habitat and species conservation and also for ecotourism, which supports local economies.

Just last month, the province made 19 additions to its endangered species list, including the barn swallow, snapping turtle and black ash tree. The list now contains 60 protected plants and animals.

"We commend the province for taking land conservation seriously," van Hemessen said in a release. "This was an inclusive process, where public open houses were held and stakeholders provided submissions.

"We believe a balance can be struck between preserving our unique areas and also supporting local economies. It is not an either-or proposition."

The plan protects many of the most ecologically important Crown lands in the province and includes several major government purchases of corporate lands, said the Nova Scotia Nature Trust.

"The Nova Scotia government made a bold and ambitious commitment to protect 12 per cent of Nova Scotia by 2015. Today’s announcement has delivered that and more," the trust’s executive director, Bonnie Sutherland, said in a release.

The Canadian Parks and Wilderness Society sent out a national report last month that singled out Nova Scotia as a province "bucking" the national trend by taking big steps to protect natural areas.

Nova Scotia is well ahead of the other Atlantic provinces in land protection. Newfoundland and Labrador, New Brunswick and Prince Edward Island trail far behind at 4.5 per cent, three per cent and 2.5 per cent, respectively.

"Great progress is being made protecting the most ecologically significant areas of the province, including important coastal areas, large intact forests and rare species habitat," Chris Miller, national conservation biologist for the parks and wilderness society, said in a release.

The society said the province’s plan includes most sites it had recommended for protection.

The plan can be seen online at gov.ns.ca/parksandprotectedareas.

COMMENT:

Curious to hear the Liberals call for a moratorium on protected lands. I think it's great the Nova Scotia exceeded the UN target of 12%.

Hopefully the Liberals won't get in, but if they ever do, it doesn't bode well the environment in this province.

COMMENT:

I think Stephen McNeil and the Liberals are making a big mistake fighting the protected lands plan. This was one of the largest public consultations in Nova Scotian history.

The Liberal's call for a halt to protected lands is weird.

COMMENT:

Very good news: more than 200,000 hectares of additional lands by 2015, 44 new wilderness areas and expanding 31 more, and creating 118 new nature reserves and expanding 11 more. Ottawa has a greenbelt, now it looks like HRM could have one too.

And the sites that will be protected are some of the most ecologically significant areas remaining in the province and include large intact forests, long stretches of coastline, rare species habitat and significant wetlands and waterways.

AND..

AND... SCOTT BRISON-was tory... now liberal- FIRST 2 PUT PAY EQUITY (as tory) IN THE HOUSE IN THE 90s.... he came 2 all our Union meetings, marches and rally dates- he never missed one.

-helped get John Murphy- liberal elected in our riding... BUT THEN THE LIBERALS BUTCHERED EMPLOYMENT INSURANCE 4 SO MANY POOR FOLKS IN CANADA... and just knew the 'New Kid on The Block- Scott Brison' (was a longtime friend of his sister- we did guides and scouts 2gether) was going 2 win...

- THEN SHOCK OF SHOCK - this new 'kid on the block' ACTUALLY GAVE A SHEEEET ABOUT WOMEN- PAY EQUITY AND ABUSED AND POOR KIDS..... n did something- did u know the NDP nev-a raised Pay Equity in the House in Ottawa... they were the worst offenders - ie back in the 80s... women on the labour lines- $8.00hr MEN doing same work $18 an hour... anyhow.... this time had to vote tory (Scott still won) 4 our beloved Peter MacKay and our troops- Nato troops adore MacKay... and we all still love Scott...

Scott Brison puts family ahead of Liberal leadership ambition

With two leadership races under his belt, Scott Brison's name is likely to come up as a potential candidate to lead the Liberals - but it sounds like he'll be taking a pass.

One of only 34 Grits elected to the new Parliament, Mr. Brison said he and husband Maxime St. Pierre are thinking of starting a family.

How we stacked up: Revisiting The Globe's 50 ridings to watch

"I don't want to have one of Canada's first same sex divorces," he said when asked if he is considering another leadership race. "If you're going to make that commitment, I not only want to be a parent, I want to be a good parent and that's something we both feel strongly about."

Mr. Brison ran for the Progressive Conservative leadership in 2003 before switching to join the Liberals after the PCs merged with the Canadian Alliance to form the Conservative Party of Canada. He was also a candidate for the Grit leadership in 2006.
