shura of village elders in the Dand district outside of Kandahar city. Dand is
home to the village of Deh-e-Bagh, where tribal elders rejected the Taliban and
asked for help from Canada and the provincial government.
A
speedy recovery to Canadian wounded soldier. It makes me wonder why Canadians
are risking life and limb, when in this so called Model Village, they do not
appreciate our assistance. Yet in some polls Canadians want Canada to return to
peace keeping. Men and women still get killed on Peacekeeping. There were 1,558
Canadian casualties, including 516 dead. In all UN peacekeeping roles since
1948. Many Canadians think that it is far easier to be a peacekeeper. However
they are wrong Canadians and other UN Troops and RCMP still have casualties.

While
the extent of Canada's withdrawal from Afghanistan has yet to be determined,
Ottawa has clearly signalled Canada will have a reduced combat footprint. The
key words are reduced and combat.
We
can initially expect the 1,000 to 1,500 troops remaining to assist in training
and development. And there will no doubt be an element of combat capability
that will be included to provide security for those trainers and civilians.
However, the bulk of the Canadian battle group will return home.
The
new NATO chief does not want that to happen. He wants Canada to stay the
course; that is not likely to happen. The reality is that there are four
immovable truths. None has anything to do with how incredibly effective our
troops are.
First,
the polls, while extraordinarily supportive of the Canadian Forces, reflect
increasing calls to bring the troops home.
Second,
it was not just the Harper government that decided on the 2011 reduction. By
astutely commissioning the Manley panel, the PM laid the groundwork for a
parliamentary vote to stay until 2011. A similar all-party agreement would have
to be undertaken to change the current 2011 decision; this is highly unlikely.
Third,
Afghanistan is expensive in dollars as well as human capital. At a time of
soaring national debt, it will be increasingly difficult to rationalize such
expeditionary expenses. Also, we are entering an Arctic sovereignty era in
which the military has a role. The cost will be immense.
Most
importantly, the human cost in casualties and attrition from repeat tours is
staggering. One combat unit's recent study revealed that over a 33-month
period, troops were spending, on average, 22 months away from home.
Afghanistan
has placed Canada's army, one of the best in the world, under tremendous
strain. At 19,000 soldiers, the Canadian army fits into Calgary's Saddledome.
Three thousand of those soldiers are in Afghanistan, 3,000 more are training to
go, and another 3,000 have just returned home. This is unsustainable.
Fourth,
Afghanistan presents a political burr under the saddle for a minority
government, regardless of the party stripe. With a rebounding economy on the
horizon, there will be a great temptation to hold an election within the year
and the pressure on all parties to remove that Afghanistan burr will be
immense. The burr will be replaced by familiarity, traditional peacekeeping --
regardless of the logic of staying the course in Afghanistan.
Many
Canadians believe that UN peacekeeping is our traditional overseas military
role. It is falsely perceived to be safe it exemplifies our desire to
compromise, to be nice...Jean Chretien's boy scouts to the world. It is our
comfort zone, as the NDP and others would say.
But
what is traditional peacekeeping? Too many UN veterans have vivid memories of
being shot at and blown up while under the UN flag to believe the calm
portrayed on the back of our $10 bill, labelled Remembrance and Peacekeeping,
is a realistic portrayal of their peacekeeping duties. Since 1948, traditional
peacekeeping has cost us 114 lives; Canada has the third highest toll on the
UN's country casualty list behind India and Ghana.
Since
the end of the Cold War, the demand for international intervention has grown
almost exponentially. In June, the UN had 93,216 military personnel deployed on
17 missions worldwide compared with only 12,084 personnel on 15 missions in
1999. The foreseeable future does not herald a rosier picture. The Haitis,
Sudans and Congos of the world will not be solved easily or overnight.
The
face of peacekeeping has changed. With the exceptions of Italy and France, 18
of the top 20 peacekeeping contributors are developing countries.
For
a well-to-do country of 34 million, Canada's current contribution is abysmally
small in numbers. Canada ranks No. 52 for UN peacekeeping with only 55 military
personnel deployed on 10 UN missions. Whether it's a combat role with NATO or a
peacekeeping mission with the UN, we should be cognizant of our own
limitations. Something is wrong if we can only deploy about 3,000 military at a
given time. Our wishful thinking is that we are a middle power that can
positively influence troubled lands. The fact is that we are punching well
below our weight class in both security and development, not in quality but in
quantity.
What
is certain is that there will be increased interest in Canada returning to its
perceived default position, more for political expediency than sound foreign
policy.
A
return to the UN fold will resonate well with the voters. A recommitment to
Haiti will be especially attractive for Quebec voters. To say no to the UN
because we don't do peacekeeping anymore would be unwise, especially at a time
when Canada is aggressively seeking a January 2011 seat on the UN Security
Council. And the response of sorry, we have already given at the office will no
longer apply post-2011.
Do I
personally advocate a return to the traditional role of peacekeeping?No.
Peacekeeping reloaded? Probably. But, realistically, the peacekeeping of today
is scarcely identifiable as the task defined in 1956 by Lester Pearson. Change
that $10 picture for one that depicts Canada's Armed Forces as the capable
warriors they are and stop deluding ourselves. Effective peacekeeping sometimes
needs a big bat.
Retired
major-general Cam Ross, a former UN assistant secretary general and force
commander of UNDOF on the Golan Heights, is a fellow of the Canadian Defence
and Foreign Affairs Institute.
NATO
forces concentrated their efforts on ensuring the security of the village and
on resurrecting the local economy in the hopes of finally convincing residents
that their best course of action was to support the coalition and not insurgent
forces. But an IED blast just outside the village's limits sent a Canadian
soldier to hospital with a serious leg injury and angered Brig.-Gen. Jonathan
Vance, the commander of Task Force Kandahar.
Vance
demanded and received an immediate shura or meeting with village elders and
told them he was disgusted that one of his soldiers had been injured and no one
in the village had reported the explosive device being planted. He told them it
is a two-way street and hinted that without their support he wouldn't be
willing to risk any more Canadian casualties.

Minister Peter MacKay says he stands behind his top general in Afghanistan, who
warned Afghans yesterday that Canada is going to halt development unless he
starts getting information from the locals about who is planting roadside bombs
that are maiming and killing Canadians.
Brigadier-General
Jonathan Vance, commander of the Canadian troops, lashed out at elders in a
Kandahar village after one of his soldiers was injured in a bomb explosion,
saying that he wanted to start seeing some "serious co-operation"
from the beneficiaries of Canadian aid.
"If
we keep blowing up on the roads I'm going to stop doing development," Gen.
Vance told a meeting he hastily convened with village elders in Deh-e-Bagh in
the district of Dand, according to news reports. "If we stop doing
development in Dand, I believe Afghanistan and Kandahar is a project that
cannot be saved."
He also
reportedly mused about whether it was "worth another Canadian life"
if the situation didn't immediately change.
Mr. MacKay
said he understands Gen. Vance's frustration and the Minister concurred that
the co-operation of villagers is essential to the ability of Canadians to
deliver development and programs, such as immunizing children and building
schools.
"Do I
think that our security is directly linked to development? Absolutely, and I
think perhaps the way in which Gen. Vance has expressed it is indicative of the
frustration that he was feeling and certainly the trauma that one would feel
after being bombed on the road," Mr. MacKay said on Parliament Hill.
"There
is a connection between our ability to deliver and the security and
co-operation we require from local Afghans."
Mr. MacKay
dismissed the prospect that Gen. Vance was issuing an ultimatum, saying that
his message was more "help us to help you."
NDP
defence critic Jack Harris, however, said that Gen. Vance's outburst was
"a very surprising reaction from a general who is supposedly trying to win
the hearts and minds of the people he is trying to protect in
Afghanistan."
Mr. Harris
said that identifying Taliban insurgents and giving Canadians advance warning
of bomb attacks would not be easy in the complicated politics of Afghanistan.
"To
try to simplify the matter by saying, 'You tell us who the Taliban are or we're
walking out of here,' is basically throwing up his hands and saying we don't
know how to solve this problem, we don't know how to fight this war," Mr.
Harris said.

At a
critical turning point in the war in Afghanistan, Naval Postgraduate School
Professor of National Security Affairs Thomas Johnson has been tapped to be the
senior political aide and counterinsurgency adviser to Canadian Brig. Gen.
Jonathan Vance, Canadian commander of Task Force Kandahar — ground zero for the
key summer campaign against the Taliban.
“General
Vance contacted me shortly after he was selected by Ottawa in early June to
return to Afghanistan as Commander of Canadian Forces replacing Brig. Gen.
Daniel Ménard who was relieved of command, and asked if I would be willing to
take on this assignment through the completion of his deployment,” Johnson said
before a week-long trip due to land him in Afghanistan Aug. 10. “There’s no
question this is a critical time, and the Canadian effort is central to the
success of U.S. and NATO efforts in the country.”
As
Johnson finalized his trip preparations, President Obama affirmed the
withdrawal of U.S. combat troops from Iraq and Congress voted an additional $33
billion in war funding for Afghanistan, where July’s casualties reached an
all-time high. Johnson’s new advisory role also comes in the wake of the top
U.S. military commander’s replacement; a massive leak of classified war
documents; the Netherlands becoming the first NATO country to end its combat
mission in the country; the president of Pakistan stating the international
community is losing the battle for the hearts and minds of the Afghan people;
and a mutilated Afghan girl on the cover of Time magazine with the headline,
“What Happens If We Leave Afghanistan.”
Time’s
question refers to the U.S., but guidance about the answer to precisely that
question for Canada is what Johnson has been tapped to provide our coalition

when shrapnel from a rocket-propelled grenade struck one of the vehicles in his
convoy.
A
kilometre past the village, he discovered an oncoming Canadian military vehicle
had been blasted by a bomb planted in the road. The young soldier was airlifted
from the scene with multiple fractures to his leg. His companions, looking
bruised and dazed, were treated by the medic and returned to duty.
The
incident angered Vance, who immediately demanded a shura – or meeting
with village elders – at the Dand district centre. He wanted an explanation as
to why villagers, who have benefited from Canadian aid and protection, didn't
bother to warn them about the bomb.
"It
disgusts me that my soldiers can be hurt," Vance said to 24 village elders
in the shura, which lasted 50 minutes. "If we keep blowing up on
the roads I'm going to stop doing development. If we stop doing development in
Dand, I believe Afghanistan and Kandahar is a project that cannot be saved.
"There
has to be a change starting now and we need to make sure the roads stay clear
of IEDs," he said, referring to deadly improvised explosive devices that
have repeatedly caused Canadian casualties.
"If
we don't start getting some serious cooperation from the people ... then I
wonder whether or not it's worth another Canadian life."
Deh-e-Bagh
is the centrepiece of the Canadian counter-insurgency strategy in Kandahar
province, where most Canadian troops have been based since 2006 to battle the
Taliban and guard Kandahar city, prized by the insurgents as their traditional
base of support.
Tribal
elders in Deh-e-Bagh have rejected the Taliban, asked for and received
substantial help from Canada and the provincial government. Many of the leaders
solemnly nodded in agreement with Vance. But they defended the efforts of
villagers, many of whom have called a local hotline to report IEDs and
suspicious activity and have turned in a number of Taliban fighters.
"When

you have been doing really good work for us here," said one man.
Police

OTTAWA — A former combat commander,
who leads Canadian military operations both at home and abroad, has emerged as
the front-runner to be the country’s next top military commander.
Sources say Lt.-Gen. Jonathan Vance,
who twice led the army’s task force in Kandahar during the Afghan war, is the
likely successor to Gen. Tom Lawson, the current chief of the defence staff.
Lawson announced earlier this year
that he was stepping down, and is expected to be replaced by early summer,
before the next federal election.
Vance serves as the country’s joint
operations commander, and has been the face of high-profile public briefings on
the combat mission against the Islamic State in Iraq and the Levant.
Aside from twice being task force
commander in Kandahar — in 2009 and again in 2010 — Vance has served in several
key posts, including head of the strategic joint staff, the military’s nerve
centre in Ottawa.
He also did a stint as deputy
commander of NATO’s Allied Joint Force Command in Naples.
Neither the Prime Minister’s Office
nor Defence Minister Jason Kenney’s staff would confirm Vance’s appointment,
saying an “announcement will come in due course."
There has been a short list of four
candidates, including Vance, the head of the navy Vice-Admiral Mark Norman, the
head of the army Lt.-Gen. Marquis Haines, and the former head of special forces
Lt.-Gen. Mike Day.
It is Kenney who recommends the chief
of defence staff to the prime minister and at least one source said Vance had a
meeting with Stephen Harper recently.
Straight-talking, Vance could be a
popular choice for a military struggling to redefine itself following the
Afghan war. His field experience, including the fact he has personally been
under fire, gives him an important amount of street cred.
His command convoy was attacked by a
Taliban roadside bomb on July 3, 2009. The light armoured vehicle in front of
Vance was hit, killing the driver, a member of his personal detail.
As a staff officer, he was
instrumental in drafting the army’s counter-insurgency manual, which became a
blueprint for the army in the latter half of the Kandahar mission.
His father, Lt.-Gen. Jack Vance, rose
to the post of vice-chief of defence staff.
Lawson, a former fighter pilot, who
has led the military through a painful retrenching, notified the government
earlier this year that he wanted to retire, rather than to continue to serve
past the customary three-year mark.
He took over the top job in October
2012. Since the government will be in the throes of an election campaign this
fall, sources said it was thought best to replace Lawson as quickly as
possible.
Lt.-Gen. Jonathan Vance, in Ottawa in
January, is apparently the front-runner to become Canada’s next chief of the
defence staff.

life and soul and being and any thing our girlbabies care to be. Equality rules
in my world. And here I want to take the opportunity again to congratulate four
wonderful women ... one who was in contention for President of the United
States (and one of my heroes) of one party; another who is the actual voted
Vice-President Candidate of the another American party, the leader of the Green
Party of Canada in elections coming up and the new leader of our Christian
Faith's Holy Land (Jesus, our Lord and Savior was born a Jew)... Israel.
So
here goes. I personally feel Canada has to apologize for a CBC woman
journalist's (Heather Mallick) horrible report and mean comments on the
beautiful lady nominated for Vice-President of the USA; namely Sarah Palin...
and her trashy comments that were so unfitting ... of CBC. CBC Canada is our
jewel historically of the news and honest reporting and owned by the people of
Canada. So it is really embarrassing for all women... especially a woman
reporter dragging the Vice-President candidate of the Republican party through
the muck when Mallick chose to do so under the guise of free speech and public reporting
of the news.... don't you find it convenient how some media can play ugly games
on the public's time.... and we pay for all news in this world from our
pockets... and then slide under their "press" ticket and the laws
that were built to protect the honest news reporting of our world... my
personal view.
And
the back bite I personal feel also of and from many women; who have 50 per cent
of the vote in the USA and in Canada... are still upset over the treatment of
Hillary Rodham Clinton by her own Democratic party and the media who did a
slice and dice right before our eyes (in Canada it was called... the night of a
thousand knives when it was done to John George Diefinenbaker by his own
Conservative party years ago)... my personal view... and this is a beautiful,
intelligent, educated and capable woman who is admired around the world-
especially to women BY her own Democratic party and the world's media. Clearly,
Barack Obama is absolutely awesome and everything that personifies today's
youngbloods in politics and the world as we would like it to be; however, do
not be mistaken from an educated, smart and well versed world that we country
music radio folk are and live- if Barack Obama was white- Hillary Rodman
Clinton would be running for President today of the Democratic party and she
would have won and would be the new President of the USA in my personal view.
To qualify this please understand, that I have enough scars on my body from
over 45 years of being dragged though just about everything in the fight for
human rights and union work to ensure equality and a fair and safe working
place for all- and we created one of the 1st models of proclamation for our
black community in over 5 counties by working tirelessly with all our youth
(who sat at each and every meeting at each and every level of tables), all
government and community levels ensuring- equality and the dream that all girl
children growing up would and could have the same rights and privileges
accorded to the "male" dominated world we still live in. It was
signed and authorized by 75 youth and officials and one of the biggest
celebrations ever and; subsequently, changed the level accorded to our youth
and the equal ability to live their dreams and our future.
Canada
is running a hastily called election within a two month period. There are 5
parties and candidate leaders canvassing the country of Canada (2nd largest
country in the world with a population of a mere 33 million people). A National
televised and media driven Debate has been called ( 4 Candidates are men and 1
is a woman). Well guess what! The "3 male leaders"- of the
Conservative party - Prime Minister is now Stephen Harper, the NDP and Bloc
Quebecois decided (and the media never said one word save one -male- journalist)
that the debate would be tooo cumbersome (and the Liberal party is the 2nd
largest party -Dion) so they cut Elizabeth May, Green Party leader and decided
to have a "men" only debate. The only leader to disagree was the
Liberal candidate-Dion and; of course, Elizabeth May, Green Party leader.
Elizabeth May took her cause to Duffy the famous journalist of fairness on the
political scene in Canada... and the world's women raged ....along with many
men along with the Canadian public and voters. Well, as u can imagine- the
global response was mind boggling and Canada's public and voters demanded this
be corrected... and quickly (we fought so hard for women's equality to pass on
to our young females and theirs so that all competent and able candidates are
accepted... and their gender is not an issue. Ever). The backlash brought about
a discharge of news that ALL the Canadian Leader Candidates would be
participating in all public venues of the election process. You can be sure- we
will remember- and she will carry a lot of votes over this. I think on ballot
day many women will hold their mark of power when voting and think on all of
this as women. Forget all your media driven polls and junk- which has not one
authentic clue on how and what and whom and why we believe as we do; especially
country music radio living folks- election day is the ONLY day of power- and it
belongs truly to each of us who exercise our right to vote as much as our life.
The
whole thing with CBC news blip calling out Sarah Palin; especially by a woman
who is supposedly a person of education, integrity and respect of the people
she reports any format of news to of Canada's public; has created enormous
backlash and embarrassment from the USA and most Canadians as well. When you
(as all staff of CBC are) are in employ of the public in Canada; the public,
who pays the salary, expect and demand that quality standards be measured and
upheld, job descriptions, duties and protocol live and abided by and are so, so
critical... especially when translating the news in a factual and credible way
to the Canadian people. The public's purse expects and will not tolerate bad
behaviour and crossing the line of acceptable and unacceptable shoddy behaviour
reporting news always draws blood and results. Freedom of speech is for all the
people not just the media; many of whom seem to etch-a-sketch their press
passes under the guise of reporter and journalist and reporter... in my
personal view.
So
on Shania's board- am sharing on this post because it seems proper.... as we are
always celebrating the progress of women because of Shania and our young girls,
teens and ladies right to dream and to actually become and be whatever they
want. We; as women, need to lead by example and prove this to them as best as
women everywhere.... we can do no less- and men who are the fathers and keepers
of our young girl children- must always think of their future and who they want
to be someday... my personal view.
In
closing... I am so proud of Ms. Sarah Palin's nomination for Vice-President
(and congratulations to Israel for their new female leader of their country,
Tzipi Livni). I am proud of our Hillary Rodman Clinton and her class and
dignity and the leadership and intelligence she has shown to all women and girl
children globally by showing the world how a woman and a lady of the USA; holds
herself and can, above all circumstances thrust upon her life. And am thrilled
for Elizabeth May... the leader of the Green Party and her integrity and human
spirit for standing up for women everywhere... a small step at a time... but a
step. For Canada it is not only considered equally important as a leader in all
the public formulas that all parties should have the same complete, fair and
unbiased reflections of the actual party up to voting day for the public they
wish to serve- it is the same for all free democratic countries and should be.
This is, indeed, the time a great move ahead for women everywhere and
encouragement to not only dare to dream... but actually live it. That's our
Shania's creed and is obviously half of her fan base- the ladies and men who
live here; as Shania fans, know it. Shania's songs and spirit and life have
been built around the ability for each and every person to live equal side by
side- and her shows and tours have made the world come together as one when
Shania brings her music to Country's town.
And
CBC and the high value placed upon the publicly owned and integrity driven
history that CBC carries...has thoroughly disappointed me and an incredible
number of Canadians and global viewers who considered Canada one of the more
fair of countries. In my personal view, our real news reporting must hold
integrity, honesty and value... like it used to. The female journalist was
insulting the very people who read and enjoy CBC and the news formulas that are
expected to be of some rules, obligations and dignity that has been CBC's
history and Canada's jewel of reporting. Many are asking for her to publicly
apologize to Ms Sarah. Palin and to women everywhere and then to publicly go on
CBC news and resign. It's simply not done- and no person should be allowed to
hide under the vague freedom of speech that was and is intended for each and
every and all the citizenry. Enough is enough. Let's get back to basics... our
friends and family belong to a whole mosiac of political and personal
beliefs... and we love them for their individuality and their love of us.
That's simply country music radio living people at their best. And we deserve
it right.

And Trace (I swear Gone With The Wind came to my mind) saying... I get to hug Miss Shania Twain... and her in that gorgeous outfit and he picked her up .... all 8'9" to her 4'3" (kidding) and her little dainy foot twirling and those tiny fingers holding on to his shoulder. What nights they were. I miss our Shaniagirl so much.
In closing....Old lady (me... think on Auntie Bea and you're there) goes into the early poll to vote early and giving my reason... that I have to be out of the country for a errr trip. Thinking...hey.... my family has been in Canada for 376 years and it's my right so let me put my mark to the ballot and be on my way. I am going to lose my vote- sorry Dion... but if there is one thing this stats junkie knows it's crunching numbers and the real deal of the people from the grassroots level... but you will do well... my personal views only here.

Chris McNeil, brother to Premier
Stephen McNeil, has landed a six-figure appointment from the federal
government.
The former senior Halifax cop has
been appointed by the Harper government to the Veterans Review and Appeal
Board. His term starts April 13 and runs for five years. Board members make
$97,000 to $114,100 a year.
McNeil retired as deputy chief of the
Halifax Regional Police force in 2013 after a three-decade career that ended
with a couple of tumultuous final years.
He was suspended with pay for four
months in 2011 as he was investigated for potentially lying under oath. McNeil
was alleged by an unknown party to have lied about whether he knew his brother,
also a police officer, was involved in a private company that administered lie
detector tests for fire department recruits.
McNeil would not confirm whether the
company in question was Integrity Personnel Screening and Interviewing
Consultants Inc. That company enjoyed a lucrative sole-sourced contract with
the fire department for a decade.
When the arrangement and lack of a
competitive tender process was made public in 2008, it was quickly shut down.
McNeil was reinstated in August 2011.
The findings of the investigation were never made public, but he told The
Chronicle Herald he was cleared of the allegations.
“Essentially, the question asked of
me was whether I was aware of certain off-duty activities of one of my
brothers," he said. “I indicated I wasn’t aware of certain activities at a
certain time."
McNeil also made news last year
because of a government contract.
After retiring from the force, he
founded the company Seventeen Consulting Services and was awarded a $16,750
contract from the Transportation and Infrastructure Renewal Department.
The tender closed on Oct. 30, 2013,
but no information about the winner was posted online until a full two months
later, after The Chronicle Herald called to ask about the file.
McNeil insisted he made no mention of
his brother, Premier Stephen McNeil, in his application and confirmed he was
not in a conflict of interest before applying for the contract.

The Veterans Review and Appeal Board
is an arm’s-length body that handles appeals of government decisions around
veteran disability benefits.

(AP) — A federal appeals court refused Friday to reconsider a ruling that dealt
a blow to U.S. Attorney Preet Bharara and the prosecution of insider trading on
Wall Street.
The 2nd
U.S. Circuit Court of Appeals issued a one-paragraph ruling turning down a
petition from Bharara’s office. It said neither the three-judge panel that made
the ruling in December nor the entire court would rehear the case.
The
original ruling in December reversed two convictions and appeared to narrow the
definition of insider trading. It said the defendants involved — portfolio
managers Anthony Chiasson of New York and Todd Newman of Needham, Massachusetts
— were too far removed from the source of inside information to be prosecuted.
The court
said the government’s flurry of prosecutions, which produced more than 80
convictions since 2008, was “increasingly targeted at remote tippees many
levels removed from corporate insiders.” Prior cases generally involved
defendants directly participating in the passing of secrets, the court said.
At the
time, Bharara issued a statement saying the ruling “interprets the securities
laws in a way that will limit the ability to prosecute people who trade on
leaked inside information.” His office made the same argument in its petition.
The court’s
ruling Friday did not say why it turned down the petition.
Bharara’s
office said it had no new comment on the ruling or on whether he would appeal
it to the U.S. Supreme Court.

It is rare when the UN hosts an event that speaks
truth to power. But that is exactly what happened in Geneva today when Iranian
human rights defender and Nobel laureate Shirin Ebadi and Nigerian author and
Nobel laureate Wole Soyinka appeared on a panel, in the magnificent Salle des
Assemblées, to mark the 60th anniversary of the Universal Declaration of Human
Rights (UDHR), organized by the UN Institute for Training and Research
(UNITAR).
The event was chaired by UNOG Director-General
Sergei Ordzhonikidze and attracted a full room, mostly with students and
Iranian expats, as well as diplomats and NGO activists.
Ordzhonikidze opened with a speech, followed by a
clip on the adoption of the UDHR, which showcased speeches and key figures
behind the document, as well as the actual 1948 vote. The film only showed
three positive votes from the roll call, but omitted to mention the 8
abstentions that came from the USSR and its vassals and satellites
(Byelorussia, Czechoslovakia, Poland, Ukraine), Yugoslavia, apartheid South
Africa and Saudi Arabia.
Both Nobel laureates made passionate statements,
reaffirming the universality of human rights. They spoke against dictatorships,
non-democratic Islamic states and oppression. Both condemned the notion of
cultural relativism as an excuse for not implementing human rights.
Ebadi spoke of “human rights defenders [who] are
silenced as ‘heretics’”, and dictatorships that use religion to oppress their
people. Soyinka deplored the situation in Zimbabwe and also criticized the US
Patriot Act.
Following the two speeches, a panel of Swiss
journalists asked questions, and, in a Davos-style setting, the floor was
opened for questions from the audience.
The first question from a Swiss journalist was to
Ebadi, saying how much the Swiss were “shocked” to see Swiss FM Micheline
Calmy-Rey meet with Ahmadinejad this year, and asking her opinion.
Ebadi said that she was surprised that a Cabinet
Minister from a country with such respect for human rights would agree to meet
with such a government and sign an agreement with them, which is to the
detriment of the Iranian people, instead of meeting with representatives of
civil society. The room gave Ebadi a round of applause.
Ordzhonikidze was quick to respond in support of the
Swiss Foreign Minister, saying that he disagreed with Ebadi and agreed with
Calmy-Rey. He said that her visit means that diplomacy is working. Diplomats
have to meet each other to make peace in the world. Negotiations are happening
all around the world between hostile nations. If not, the other option would be
war. He said he fully supported what Calmy-Rey did. Few applauded this statement.
The moderator, the head of UNITAR, invited Ebadi to
respond. Ebadi said she doesn’t oppose dialogue. It is normal for countries to
have dialogue. But Calmy-Rey’s trip to Iran was not to talk of peace or human
rights, and she was not prepared to meet with even one person from Iran’s civil
society. Agreements were signed, pictures were taken and Calmy-Rey left. It was
only done for economic reasons, and to the detriment of the people of Iran.
Ebadi received another round of applause.
For the rest of the discussion, Ebadi spoke about
women’s rights in Iran. About how a woman is only worth half of a man’s life.
How the Bahais are discriminated in Iran and suffer from a “cultural genocide.”
How Iranian law establishes religious discrimination. Bahais have no rights
under the law. For the last 30 years, they are barred from universities.
When some Bahai leaders were arrested, nobody wanted
to represent them, so she did. The official Iranian News Agency sought to
defame Ebadi by claiming she was a Bahai convert. In Iran, a convert is liable
to execution for apostasy. These discriminatory laws need to be reformed.
A Kurd from Iran also asked a question and Ebadi
responded that it is true that Kurdish leaders have been assassinated and she
thinks that violence can never be justified.
Ebadi shared a story about the Commission on Human
Rights. A few years ago she came to Geneva to meet with diplomats from the
Commission and tell them about women’s rights in Iran. She entered the room and
saw eight diplomats — five of whom represented countries where the situation of
women’s rights is even worse that in Iran! So she said hello, and left the
room. She said this needs to change.
Soyinka deplored the weak performance of the Human
Rights Council. He also deplored the lack of UN response to the great human
rights disaster in Darfur, and said that the UN has still not learned the
lessons of the Rwandan genocide. He also criticized China for its support to
Sudan.
The event concluded with a speech by the Prince of
Monaco, Albert II. The Prince repeated many of the notions of the discussion.
He said that today is an anniversary but not a celebration. Relativism has
emerged as a new enemy of the universality of human rights. How can it be
acceptable to turns one’s back on the oneness of humanity?
The ambassador of Sri Lanka was reportedly quite
upset that he was not recognized by the chair to ask a question.
The event was a rare instance of fresh air at the
UN. The doors of the UN were opened to human rights defenders and victims, and
oppressive regimes were named and shamed.

In its recently concluded June session, the UN Human
Rights Council ruled that any references to Islamic Shar’ia law are prohibited
in the council chamber. Even outgoing UN rights chief Louise Arbour, who more
than once sought to appease the UN’s anti-blasphemy squads, expressed her concern.
It all started when the heroic David Littman,
undaunted by malicious attempts to expel him from the UN, tried to deliver a
speech on violence against women and what Islamic scholars can do to prevent
it. The Egyptian representative interrupted repeatedly and challenged the
council president. “Regardless of the result of the vote — I couldn’t care less
if I will win or lose this vote — my point is that Islam will not be crucified
in this council!”
The president gave in: “Statements should refrain
from making judgments or evaluations of a particular religion. . . I can
promise that at the next evaluation of a religious creed, law, or document, I
will interrupt the speaker and we’ll go on to the next one.”

1. Canadian Segways for Wounded
Warriors – Here we donate Segway personal transportation devices to wounded
Canadian service members who have mobility issues.
2. Occupational Stress Injury
Awareness – Not all war wounds are visible (i.e. physical injuries or missing
limbs). In fact a great majority of wounds are non-visible, like that of Post
Traumatic Stress Disorder. These can go undiagnosed and untreated for a long
time. Wounded Warriors.ca firmly believes in changing attitudes toward this,
within the military and among Canadians. To support this, Wounded Warriors.ca
has supported programs with Veterans Affairs Canada and the Department of
National Defence;
3. Padre’s Contingency Fund – A
benevolent fund for first-line caregivers at the military hospital in Germany.
4. Individual Support – Helping
Canadian Forces members and veterans in need on a case-by-case basis, where
other funds cannot.

- was written by Bobby Gimby in 1967 to celebrate Canada's centennial and Expo
67, and was commissioned by the Centennial Commission (a special Federal
Government agency). The song was written in both of Canada's official
languages, English and French.
The song's
recording was performed by the Young Canada Singers, who were two groups of
children; one who sang the French lyrics, led by Montreal conductor Raymond
Berthiaume, and another who sang in English, under conductor Laurie Bower in
Toronto.
In 1971,
Gimby donated all royalties to the Boy Scouts of Canada, but the song only
earned one cent per airplay, which is one of the lowest rates in the world.

will show.... that since 9/11 .... our homelands have remained secure and free
and safe.... and that is because of you.
The
elections of our free world are over.... and when the dust settles 4 things
will be remembered:
1.
You; our men and women of our Military, Militia and Reservists- have honored
(and .... too many paid ... the ultimate sacrifice... to keep our boarders safe
and free) each and every citizen by law of our free lands by keeping your
promise to care, serve and protect us.
2.
Iraqi women and Afghanistan women are free and equal by law of democracy... ON
THIS DAY... because of our military, reservists and militia and our efforts...
and they can hold any office; they choose and go to school, and just simply be
equal of Iraqi and Afghanistan men.... thereby guaranteeing ALL girl and boy
children of Iraq and Afghanistan... the right to an education and the ability
to make their countries and culture the shining centrepieces of the Middle East
and forward movement of our planet.
3.
The American election pulled in by choice .... and often NOT the whole world.
All candidates were and are incredible John McCain has truly shown the world
his strength, intelligence and absolute courage and class along with one of the
most incredible "today's woman"- brilliant, family, values, funny,
smart and savvy- American ladies... Ms. Sarah Palin... and Barack Obama is now
the new President Elect (Obama truly reflects our world's young people ...
brilliant, beautiful and capable; whilst Hillary Rodham Clinton (one of my
heroes) will be the new Secretary of State- she has won every heart of every
woman - guaranteeing the world knows that women are equal to men on the world's
stage and can hold any position they chose ... at any level. A brilliant and
classy American Lady.
It
is mind boggling... that there is such a financial crisis (which would have
been nice... if the media had picked up on this a couple years ago) ...
whilst.... the American election process cost tons of millions of dollars-
which ... I personally believe... should have been focused back on every day
people ... who so desperately need it at the grassroots level.... and making
sure our military have better food and living conditions when they have a
little downtime.... especially in the hot zones... and maybe their countries
showing more love and respect.
4. The mainstream media; who truly sabotaged the American election process... in my personal view, needs hauling in and getting back to Formal and Responsible Ethics, Quality Standards, Code of Conduct and being more accountable to the public it serves- especially the news reporting process- if we want gollywood-hollywood hype- we will change the channel.... as we each pay for our channels and all media. I truly believe... the American election process has been forever stained by the 97 per cent owned Democratic mainstream media and the incredibly nasty and underhanded, blatantly obvious agendas.... proving they think each and every person; outside their circle- is dumbed down- even with some of the best education, smarts, savvy and living within countrified radio boundaries. (Let's see- publically destroying an incredible Democratic presidential candidate who is a woman and former First Lady; Hillary Rodham Clinton, ... was the beginning of the end- and even the youngbloods agree- it has stained Barack Obama's victory because they see it as unfair... and unnecessary... this is but one example- and accountability went right out the door... hopefully not forever). My fear is what happens when these same "media helpers" turn on Barack Obama (oh come one now.... you see how they treat celebrities- at their whim ... and in the slur of "gossip and blogging"- always in the end)... so I say- let's all stick together and ensure that does not happen... ever.
And,
as many in the world agree on the deliberate and obvious bias of mainstream media;
who is supposed to report real and honest news in a "pure" fashion,
has caused the blight.... something more serious is being asked of this same
media- how come there was not one form of racism from the actual people- that
was not intentionally driven for hype- during this American election.... except
by the media trying to incite it. Come on now- even that sad and evil despot
doing a video calling the difference between house and field black workers....
which; of course, had the opposite effect on all of us.... was trying to push
our buttons- because they followed the media example-... and not the people.
Young people all around the globe and all of us are asking the same thing- how
come...racism wasn't that big a deal as both the American parties have a very
fair share of the population of all race, creed, religious (as is evidenced in
California) and so on.
To
me, President Bush has had to deal with every crisis that is known to man and
woman during office and the media ensured that each and every person who
supported him were treated like trash for years and years.... but President
Bush achieved many, many great things (like Zimbabwe... and standing up for
democracy there) .... and kept us safe and our freedoms and our flag in tact. I
pray that the new President, Barack Obama, in January 2009... can say the
same.... and with all our support ... you can bet he can.
We

I
LOVE YOU SO MUCH -SUMMER 08
Well
the Olympics were a triumph and so they should be. Congratulations to all who
participated and remembered the world's best athletes and held them high and
proudly around the world for just a little while and took so much national
pride in each and every personal achievement.
They
are kind of like you.... our heroes- each and every one. What can we say here on this blessed board in
your honor that has not be said- well I guess, it's like the old slate and
chalk boards used in schools that had one room for all grades and chores
started before school and after. I remember so many wonderful little tiny
things that held me in awe of each of you and the empowerment and courage you
have given women and children day in and day out in a tiny, little country
called Iraq over the years (days... according to those precious souls of
Zimbabwe- who know suffering and indignity and cruelty of a despot). The Iraqis
love you and hard searching on the net and news outlets globally by
millions of us has shown so many beautiful pictures and write-ups as to how you
achieved so much success and why you are the global face of human rights around
the world. All those years of fighting for rights of children and women.... and
you won women the vote in Iraq- you won the war that day in the eyes of most
women and children- a historical moment for all.
You
simply maintained and maintain your course... you showed a good and decent
people that the world does indeed care about the women and their blessed
children- and now Iraq is a democracy.
So many elderly smile your way on the streets and the comfort zone is so
obvious. You have become the heroes in a part of the world that expected better
of their own blood of blood kill and run cowards. Each and every time something was taken from
what little the Iraqis had.... you somehow replaced... and you did it all without
a bit of media glitz and glamour and respect that you; of all people who our
the blood of our founding fathers and mothers in our free world....
deserved. Now ... we simply don't care
globally what much of the media has to say- integrity and journalism cannot be
said in the same sentence and people globally are very quick to say so
now. You cut through all the crap and
lived in the dirt and the mud and often hungry without clean water in clothes
not cleaned for days on end. Because that's how it is. You walked the talk and
your boots on the ground have more honor than any politician's words ever
will.... in my personal view.
The
media has become a joke... and a bad one and bloggers, moms and dads and loyal
friends and family and communities and good old country music radio families
have created a circle of love so deep and so strong around each and every one
you that we just know you feel our gentle touch on your cheek and our smiles
over your hearts. There is so much that
you must miss; however, there is also so much that you teach us each and every
day about ourselves as human beings and our ability to give the most who have
the least. Why does this never change. I
simply don't know.
You
are the face of human courage. Zimbabwe by the by, is coming to terms with the
wishes of the people and they have a hard old road to hoe; however, a Quebec
newspaper today states that progress is being made and the people's elected
Morgan Tsvangirai is prepared to accept the post of Prime Minister and leaving
Mugabe the presidency to regulate the political crisis he has caused and to
lose a great deal of his power which will pass to the people (wonder how much
money is still left in Zimbabwe). Let's see if that happens. God Bless them and
I will always remember their cry- if you can get rid of despots in Iraq and
Afghanistan... why not Zimbabwe. How
they prayed for you to come and help them.... just like you are doing there in
Iraq and all the miracles you have given and performed.... interesting it has
taken you so many years and cost us great men and women of our families... and
to the people of Zimbabwe it's like you did all this overnight... seriously-
the news in Zimbabwe and some of the Africas is that you succeeded in hardly
any time at all and the pride in how good the citizens are treated and the
rebuilding and charity work on your own time.
They rejoice for Iraq and simply wish the same... how could we not love
these people with all our hearts.
How
in the name of all that is Holy... do you do it. What does God bless you with that inspires
such courage, intelligence, endurance, watching out for each other... loyalty
to God and Country above all. You sign the dotted line recognizing that you are
signing your most precious thing... your very life. And we have lost a lot of dearly loved in
Iraq and Afghanistan. Yet you do it
willingly. You are ruled and over ruled
and under ruled, mislead, misread and mistreated so often by those who hold
office and promise; that we, the people
will protect you and your loyalty where ever you are at all costs.... and you
get sold out ... for a few pieces of silver. And you forgive ... each and every
time. How do you do it. My personal
views.
I
know this... you are the person I would hire; my first choice for a neighbor
and a friend.... you are the one entrusted with all I hold dear and precious in
this world... my family, children, Bible, friends, family, pets, junk I
love.... and my general way of life. We;
of the country music radio family in the millions and millions who adore you...
have pennies in our pockets... and we always give and always will. Our families had so darn little - fishing,
farming, hunting.... that was how we survived.
We ran bare foot for a reason and always had mended clothes on our backs
and store bought.... was just not on our family list- we felt ashamed.... and
we should have felt proud. Today I do.
During the WWII- we lost everything- 8 miles
of land, lakes, prize horses, farmland that was lush and beautiful- all we
had... was each other, our Bible and our community reflecting and rejoicing in
our won FREEDOM. We just started all
over again... right from scratch.
Working and schooling and Church as a youngun was a way of life and
clean bed, food in our tummies and warm fireplace was everything. I was born with the Bible in one hand and
our love our Military in the other- it was just our way of life.
You
have restored all my faith in humankind so many times in so many ways. You serve.... our beloved United States of
America, Militia, Reservists along with Canada, our U.K. and our Coalitions...
people and countries you do not know nor do you understand- you do your job for
very little and are treated worse than those who throw out a pet on moving day... in my personal view...
by way to many people who are in charge who have forgotten what it is like to
truly live with so little and to value the duty that means our ver life our
death on any given day.
Rwanda - 100 days of G7 Leaders SILENCE and
100 days of mainstream media SILENCE- 800,000 children, women and men
butchered- and you stood hopelessly by as the politicians in their clean and
ultra plush surroundings moved paper, attended functions and simply pretended
that you were NOT EVEN THERE. It still
is so vulgar and makes me so sick to my
stomach.... and that is why Zimbabwe hit me so hard- and we watched this
disgrace- and not a thing seemed to be done. Sigh. But Zimbabwe will built from the ashes.... I
just know it... they are such beautiful people and the world is watching- we
are always watching now.
Burma
made fools of us while their citizens died in the thousands and the military
regime threw body after body in the river so the press would think they were
part of the weather death factor.... not one more penny from my pocket... not
one. I want guidelines, accountability
(by our chosen people we; the people,
select who are accountable themselves- quarterly and no political
affiliations... ever) for each and every cent. After 45 years of giving and
giving darn it I deserve to know where our money goes from our pockets to these
places to help these people who are still dying horribly and over populated,
underfed, under educated and somehow - made to feel responsible. Why? How can we be color coded AFTER these
people have conveniently received our money - yet millions of people are still
dying. You know... after all the
billions we have raised and donated- I mean we even collected pennies for
Heaven's sake- where are those wonderful
lifestyles for these precious children and women and men and elderly .... like
we were promised with money we sent instead of buying that extra piece of
clothing we wanted so badly or better named shoes for our kids. How can they justify hating us people who gave and give so darn much-
when our forefathers and mothers built what we have with their bare hands and
their Christian Faith. You, sweet men
and women serving who are right there
... especially at the beginning of all these hot zones and hate zones.... how
do you amass the courage to get up and put your boots on each and every day my
darlins.
Lord...
how I love you so much. And just look at
your brothers and sisters serving on our homelands- with all we have had to live
through. Truly where would we be without you who serve abroad and on our
homelands. As so many people are
saying... it's time we .... in our own free world... had some of the good
times. Cutting back? What is that- I
mean are we the only living poor in the free world... us country music radio
population. 99.9 per cent of us barely
make a living- and are loved only on voting day it seems to me. Then the movied
people, the stars, the gollywoods take right over and the media ... well who
knows with the media. Somehow quality
standards for journalism for the people is so long gone. Do we country music radio people have to
always feel so along when we speak for
the aged? The visible and invisible disabled?
The lack of jobs with decent schools and after school for our children,
community centres, social youth groups, sports, art, literature, buses,
transportation, safety in the workplace, education about our own history and
the beautiful world we live in.
What about the fact that children still cannot
vote and; therefore, still have no voice.
Same gender relationships are not a blip on my radar... just don't care;
what media craze is going and coming from the gollywood hollywood and what sad
movies to poke fun at times at the little people and the simple dignity and
respect of who and what we are blurred in their billion dollar lifestyles of
how they see us 99.9 per cent of the rest of the world... and get away with it-
no longer care. BUT... abused and used
and ignored children I care...bigtime. I
want each and every child to have love and education, education, education in
our free world- visible and invisible disabilites not one iota of a barrier to
their young hearts and souls and what they could be and give to our world and
future. You... who serve... help keep
this dream alive.
You are always the heroes. Thank you darlins
for loving us... and you don't even know our names. My heart goes out to the Canadian, American,
British, New Zealand, Polish, French military losses in Afghanistan. I see the Islamic terrorists are now even
looking at moving on out of there real fast and other countries.... who were
considered their friends are now feeling the effects of those with no country,
no state, no soul and just hate.
September 11th taught me to hug my Muslim friends a little tighter and
to always stay awake and be alert. Never
Again. I love you. You know the corn is
fresh, blueberries, old fashioned picnics, suppers, bingo, dancing, card
playing and so on are still moving us on..... but we miss you and somehow... a
little piece of our soul is empty with you not here at home with us... safe and
close to our hearts. Candles are lit and
prayers of the evening said for each of you and always to those we have lost.
Iraq
is free. Iraq is a democracy and women can vote and hold office and never again
will the children of Iraq live shackled
to poverty and despots.
Congratulations to each and every
one of you. September 11th ... we
remember.... and congratulations to the Military Forces, Militia and Reservists
who withstood so much despair and hurt from our own and those men and women
serving who died by politicians words
and medias action and inaction in my personal view. They will stand before our
Maker just like us poor folk.
Afghanistan is changing and congratulations on
having a University named in your honor... United States University. Zimbabwe people showed so many like me why
you are our life blood during such harsh and cruel times in today's world. I wonder what the new governments of the
free world will bring about in military initiatives.... and whether duty of
service will be regarded as the highest job in the land... and not the least. I
pray so. Maybe we won't need Military at
all and there will be a formal way to
respect and honor commitments of each country without losing your blood. You know sweethearts.... what a wonderful
world that would be for all children- if we do not need Military, Policing or
laws that are so often bought and paid for by who has the most money.... but a
real and dignifed world that created knowledge and learning and cultural
sharing and prosperity. I mean it.
Until
then...in our world- you; precious ones, are the first and most important news
of the day... and will continue to be so.

Attacks deprive 300,000 students of education
KANDAHAR,
22 September 2008 (IRIN) - Zulaikha, 14, was the top student in her class last
year but has been unable to attend school this year because of increased
attacks on schools, rampant insecurity and threats to students and their
families.
"I
wanted to become a doctor and treat poor and ill people," she told IRIN at
her home in the outskirts of Kandahar city in southern Afghanistan.
Taliban
insurgents oppose female education and work and have frequently torched
schools, killed school employees and circulated letters warning parents not to
send their children, particularly girls, to school.
We
don't object to our daughter's education but we also don't want her to be
killed on the way to school or her family members killed because of her going
to school," said Zulaikha's father, Abdul Rahman.
Afghanistan
has made impressive progress in primary and secondary education since the
downfall of the Taliban regime in late 2001.
At
least 3,500 schools have been built since 2002 and hundreds more are planned.
More than six million students, about 30 percent girls, are enrolled in 11,000
schools across the country, compared with about one million boys only in 2000,
according to the Ministry of Education (MoE).
However,
resurgent Taliban and worsening security have put the country's hard-won
educational achievements at serious risk.
Education
denied
More
than 600 primary, secondary and high schools are closed, mostly in the volatile
southern provinces, because of prevalent insecurity and attacks on formal
education, the MoE said.
"In
45 districts of 12 provinces about 610-620 schools have been closed,"
Hamid Elmi, a spokesman for the MoE, told IRIN, adding that efforts were under
way to re-open some schools through community support.
Most
of the closures are in the four southern provinces of Helmand, Kandahar, Zabul
and Urozgan, where the conflict is having a greater effect than elsewhere.
"Up to 80 percent of schools are closed in these four provinces,"
Elmi said.
In
the worst-affected Helmand Province, only 54 schools, primarily for boys, are
functioning, against 223 schools that were open in 2002, according to MoE
statistics.
Consequently,
more than 300,000 students have been deprived of an education in 12 provinces,
according to MoE officials.
Punishments
The
MoE said 99 schools have been attacked, torched and/or destroyed by armed
assailants this year and 117 similar cases were reported in 2007.
Dozens
of students, some as young as seven, and teachers have been killed or injured
by armed assailants over the past two years.
Armed
men associated with Taliban insurgents reportedly cut off the ears of a teacher
in Zabul Province on 14 September as a sign of punishment to those who support
education.
In
addition, Taliban insurgents in August reportedly attacked trucks carrying
textbooks from Kabul to Kandahar province and burnt tens of thousands of books,
the MoE said.
Taliban
denial
A
purported Taliban spokesman, Qari Yosuf Ahmadi, denied the insurgents'
involvement in attacks on schools and students.
"Our
Mujahideen have not attacked schools and schoolchildren," Ahmadi told IRIN
via telephone from an unidentified location.
"Criminals
- whom the government cannot stop - are carrying out such attacks," he
said.
The
Taliban imposed a strict ban on females' education and employment and enforced
an Islamic curriculum for boys during their reign (1996-2001).
IRIN
last year received a warning letter <http://www.irinnews.org/Report.aspx?ReportId=74690>ostensibly
issued by the Taliban in which attacks on schools and students were supported.
The
government blamed the Taliban for attacks on educational facilities and school
employees.
"The
Taliban are attacking everything related to education because they need
illiterate youths to join their ranks," Elmi of the MoE said.

AFGHANISTAN:
Boys' education slides in Helmand
LASHKARGAH,
8 October 2007 (IRIN) - More than 30,000 pupils who attended schools in Helmand
province in southern Afghanistan last year have been absent in 2007, the
provincial department of education told IRIN. About 102,700 students attended
school in 2006, fewer than 14 percent of them girls.
"This
year we have 70,000 students in 90 functioning schools in Helmand
province," said Saeed Ibrar Agha, head of the provincial education
department.
While
schooling started on 10 September in southern Afghanistan, education facilities
have remained closed in several districts in Helmand, which has been severely
affected by the insurgency, including Sangin, Gereshk and Musa Qala, according
to education authorities.
In
2002, less than a year after the Taliban were toppled, there were 224
functioning schools all over the province, officials said.
For
the past 15 months, gunmen associated with Taliban insurgents and other armed
radical groups have torched more than 20 schools and killed 17 students,
teachers and staff, Ibrar Agha added. "In several districts 98 schools
remain closed due to insecurity."
Female
students increase
Ironically,
numbers of female students have steadily increased, with 14,500 now against
12,228 in 2006, government statistics show.
As
more rural families flock to Lashkargah, the provincial capital, because of
insurgency-related violence and search for employment, female children get more
chances to attend school.
Moreover,
a World Food Programme (WFP) project designed to boost girls' education urges
destitute families to send their daughters to school and receive aid in return.
WFP distributes cooking oil, wheat and fortified biscuits to schoolchildren in
food-insecure provinces of Afghanistan, a WFP spokesman said.
The
Taliban banned female schooling during their reign from 1996 to late 2001.
Soft
targets
About
400 schools remain out of commission in the south, east and central part of the
country due to violence, the Ministry of Education (MoE) said.
A
13-year-old student was reportedly shot dead on his way to Zokur high school in
Lashkargah in February 2007.
Four
days later armed assailants started shooting indiscriminately outside Karte
Laghan School, killing a student and a gatekeeper, officials said.
"Men
identifying themselves as Taliban regularly send me warnings by phone, night
letters and other ways ordering me to quit my job," Jamila Niazi,
headmistress of a girls' high school in Lashkargah, told IRIN.
Taliban
rebels and other anti-government forces have repeatedly targeted schools and
teachers as symbols of the government - often the only sign of officialdom in
rural areas.
Influx
to Lashkargah
Owing
to deteriorating security, more and more boys come to Lashkargah in search of
education. Officials in Helmand's education department say the influx is beyond
the capacity of only 27 schools open in the city.
The
headmaster of Zokur high school, Shadi Khan Ilham, said: "Every day tens
of students seek admission in this school." It has admitted more than 800
students from several districts in the past 10 months alone, Ilham added.
Half
of all provincial students - 35,000 - attend schools in Lashkargah city,
officials say.
As
a result, classes are being held in the open, where students sit on the ground,
either sweating in hot weather or shivering in the cold.
Overwhelmed
by hundreds of extra learners, many schools in Helmand also lack proper water
and sanitation facilities.
Teachers
and other school staff, meanwhile, complain about numerous problems,
particularly low salaries. On average, teachers earn about US$60 a month,
according to the ministry.
Even
so, said Ilham: "We are happy to teach students even under worse
circumstances, only if security is ensured."
Hardship
Students
who stay in rented rooms in Lashkargah say financial hurdles force them to
abandon education. "My parents send me 2,000 Afghanis [$40] monthly, but I
have to pay 2,500 for a single room," said Hamidullah, a 15-year-old
student from Musa Qala district.
Others
face threats from Taliban insurgents and criminal gangs. On 30 September, armed
Taliban men reportedly hanged a 15-year-old boy in Sangin District on charges
of spying for foreign troops in Afghanistan.
"Every
afternoon before departing Lashkargah I double-check my pockets and other
belongings and make sure I do not carry a book, an identity card or anything
which may cause Taliban's suspicion," said another teenager, who travels
five hours daily to attend school in the provincial city.
"I
fear, one day, if Taliban know that I am coming to school, they will kill
me," the boy, who cannot be identified for security reasons, told IRIN.
