Overseas military personnel now free to march to ballot box
Members of Canada’s military have always recognized that there were some inequities between the members of the military community and the rest o f the Canadian population. These were frequently met with the quip, "We are here to defend democracy, not practise it."
While the right to vote is the most fundamental right under Canadian law, members of the Canadian Armed Forces were not always able to cast their ballots.
Voting in federal elections and byelections is an entrenched right and is accomplished using an absentee ballot. Military members assigned to a ship or deployed to a mission su ch as Afghanistan or humanitarian assistance or disaster relief in Haiti, retain their Nova Scotia addresses, so were qualified to vote in provincial and municipal elections.
But these families faced an entirely different set of circumstances if the p osting was outside Canada for an extended period. When assigned to a Canadian embassy, NATO, or at one of the alliance’s facilities for three to four years, military members and their family members move from their Nova Scotia residences and store their furniture and effects until they return to Canada.
Without a Nova Scotia address, they were not eligible to vote in provincial and municipal elections even though they paid taxes to both the federal and provincial governments. This "taxation without representation" was what led the United States’ founding fathers to ultimately declare independence from Britain.
Last year, the Nova Scotia government changed the rules. In the next election , Canadian Armed Forces members and DND civilian employees s erving outside Canada who meet the new residency requirements will be able vote.
With the change in the Elections Act , military or civilian personnel and their family members who have lived in Nova Scotia for at least six months prior to depar ture or deployment and intend to return to the province at the end of the duty, assignment, course or deployment, are able to vote in a Nova Scotia election or byelection. The civic address of their residence prior to departure will determine the individual’s electoral district.
Voting is by write-in ballot and the process begins with a write-in ballot application, available online or by email from Elections Nova S cotia .
The completed application is returned by mail, email or facsimile.
If the application is approved, the appropriate returning officer will forward a write-in ballot kit by the fastest available means. The voter writes the name o f the registered political party or the candidate, or both, on the write-in ballot. The ballot uses a special system of envelopes designed to protect the secrecy of the vote. The completed ballot must b e received at the local returning office by the end of voting on election day.
Richard P. Temporale, Nova Scotia’s Chief Electoral Officer, recommends that military and civilian members of DND and the Canadian Armed Forces keep in touch with family and friends to learn about upcoming provincial elections, and check the Elections Nova Scotia website (http://electionsnovascotia. ca/) for information on an announced election and additional in formation on how to vote by write-in ballot.
The days of "taxation without representation" are finally over and our military and their civilian colleagues can practise democracy, as well as defend it.

World News-Canada may make it illegal to distribute sexy pictures without consent

OTTAWA, July 21 (UPI) -- Canadian lawmakers are considering whether it should be illegal to distribute sexy pictures of people without their consent.
The measure is part of several anti-bullying recommendations made in a report by lawmakers nationwide that was fast-tracked following the death of Rehtaeh Parsons, a teenager from Nova Scotia who committed suicide in April after pictures of her alleged rape were posted online, Postmedia News reported.
"For my part, I will consider the report and its recommendations, which will help guide the way forward to ensuring our children are safe from online exploitation," Justice Minister Peter MacKay said in a statement Friday. "I look forward to working together with the provinces and territories as we make improvements to our justice system to prevent such tragic circumstances from happening again."
The report suggests that knowingly distributing racy photos of a person without their consent be punishable by up to five years in prison.

A girl sits in what appears to be a library. She’s looking at a computer screen, minding her own business.
Hiding in the stacks is someone wielding a camera, watching her.
The camera-holder momentarily loses her cool, perhaps giddy with expectation, and turns away from the scene, giggling.
The camera turns back to the girl at the computer. Suddenly, a second girl walks into the frame of the YouTube video carrying a large hardcover book. The first girl looks to her left, greets the other, and then turns back to her desk.
It comes unexpectedly, in a split second, with shockingly violent force.
In a fluid motion, the girl with the book suddenly strikes a stance that will give her better balance. At the same time, she pulls the book behind her with both hands, like a baseball bat.
With every ounce of strength she can muster, she swings the book at the girl’s head.
There’s a loud pop as it makes contact.
The blow easily knocks the girl off her chair.
The two begin to scuffle, kicking and swearing at each other, one falling on the floor. Two adults intervene, trying to pull them apart, and the scene abruptly ends.
The video, along with two others, was spread to more than a million people via social media Monday as an example of violence in Nova Scotia schools.

The online group Anonymous publicized them, tying them to the Rehtaeh Parsons case and questioning the RCMP’s handling of the incidents.
Rehtaeh, a 17-year-old Cole Harbour student, attempted suicide in April and was taken off life support a few days later. She was allegedly raped by four boys in 2011 and then bullied when a photo of the alleged assault was circulated among classmates.
Anonymous said the videos were posted by one of the boys Rehtaeh accused of rape.
"This appears to be on NS school property where adults intervene?" wrote the person who originally posted the link and found the videos on YouTube.
"Who was the woman bullied/assaulted here @RCMPNS?"
The videos were first posted in the spring of 2012, and they had been removed from YouTube by late Monday, after they were publicized on Twitter at about 5:30 p.m.
They don’t all take place on Nova Scotia school property, but The Chronicle Herald has confirmed that at least two of the three were shot in metro Halifax.
As glimpses into Nova Scotia teenage violence, the three videos posted on the account are chilling.
The library video, called Girl Fight, was posted April 30, 2012, with the caption "Halifax Nova Scotia. Watch the other fight videos on my channel."
The Chronicle Herald has confirmed that the video of the fight in the library was recorded at the Alderney Landing branch of the public library in Dartmouth. Reporters visited the library and found the spot where the attack took place.
Library staff said a March 29, 2012, incident that may have been the one in the video was reported to the police.
Halifax Regional Police responded to a call from Alderney Gate library that day, about a dispute between two girls, said Cst. Pierre Bourdages. Police identified both girls, but there was no charge laid in the incident, he said.
Police were not aware at the time that there had been a video taken.
In another video, a boy beats another boy in a parking lot, breaking his glasses. It was shot near Sir John A. Macdonald High School in Upper Tantallon, with the school clearly visible in the background.
In the third video, which appears to take place in a school, two girls fight viciously in a hallway lined with red lockers as other students look on. The Chronicle Herald could not identify the location.
Since becoming aware of the videos in April, The Chronicle Herald has made several unsuccessful attempts to identify the people who appear in them.
The newspaper has found several links between the video account and the boy Rehtaeh accused. The owner of the five-year-old account chose a username consistent with the boy, combining his first name and part of his birth date.
The user also commented on videos related to the Rehtaeh case, most recently writing a comment accusing Leah Parsons, Rehtaeh’s mother, of being a bad mother and telling her "karma is coming."
A Chronicle Herald reporter went to the home of the boy involved in Rehtaeh’s case Monday evening. The boy’s father declined to comment on the videos or ask his son to comment, and told the reporter to leave "before I dig out my shotgun."
Glen Canning, Rehtaeh’s father, said he believes the videos were provided to the Cole Harbour RCMP detachment in April. The Twitter user who first posted the links to the videos Monday, who goes by the name Org9, said the same.
Org9 told The Chronicle Herald through social media that the RCMP should make clear whether they had attempted to identify and help the victims shown in the videos.
But an RCMP spokesman said officers only became aware of them this week, when they were publicized.
"This is the first we’ve seen it, but we never want to say 100 per cent without a doubt," said Cpl. Scott MacRae.
In general, he said, when police learn of potential crimes captured on video, they decide to act on a case-by-case basis.
"It depends on the video, right?" he said.
"It would be a determination of what you can review in the video — what information is available for investigators. I mean, without solid information on location, identity, people, that is a real challenge for police."
Education officials also said they first heard of the videos this week.
Doug Hadley, a spokesman for the Halifax regional school board, said board staff learned of them through The Chronicle Herald on Tuesday. He confirmed that the Sir John A. Macdonald building is visible in the parking lot video.
Hadley has since shared that video with staff at the school, who were also unaware of it or the incident, he said.
"But they will be following up when the school opens in September," he said.
"They’ll look at it more closely, they’ll try to determine who’s in the video, what may have happened just before or after, they’ll look at whether or not there’s consequences for those who are involved."
It is unclear whether the video was filmed in a parking lot on school property.
Marilyn More, the minister for the Status of Women, said in an emailed statement that she learned of the videos Monday afternoon.
"They are disturbing. Violence is never acceptable in our community," said More, who has also been leading the provincial government’s efforts against sexual assault and violence.
"I encourage any person seeing or knowing about violent incidents to call the local police and report it so it can be investigated."
More said she saw one of the videos before it was removed and heard about the others. She added that she has brought them to the attention of police.
One of the two bullying experts who headed up the review of the school board’s response to Rehtaeh said she knew nothing about violence on school property as it related to the case.
"We didn’t have any information or any inquiries into the alleged assaulters or their activities," said Penny Milton from her home in Toronto.
Nova Scotia’s new legislation makes schools responsible for investigating incidents of bullying on school property, she said, and also for investigating any activity outside of school that affects the learning environment.
Canning said Monday that he has been aware of the videos for some time, and watching them made him sick.
"It’s assault. There’s that one there that looks like it’s in a library — that’s just a vicious attack. It’s sad that that’s your form of entertainment."
The person who posted the library video only wrote one comment about it, about the time it was posted.

The only way to address the issue and make it stop is to identify every one of the young people who are perpetrating these acts, the live violence and the online bullying, and go to each of their houses, identify their caregivers, bring in social services and determine what kind of abuse and lack of parental support is happening in each case. My guess is half the kids will be pulled out of the homes because of incompetent parenting. Don't punish the kids yet- go after the parents. Harrass them in each and every way legally allowed until they get the picture that they will be held responsible for their kids actions. The parents of the bullied kids could also start civil action against the parents of the aggressors. The acts will soon stop when you make people pay.

Some regions of Nova Scotia have no sexual assault services whatsoever, but $200,000 of provincial funding announced Monday will go toward organizations working on thos e gaps.
"We need to make sure survivors and their families can get the help they need no matter where they live," said Marilyn More, minister responsible for the Status of Women, in a news release.
In an event at the Mi’kmaq Native Friendship Centre in Halifax, More said she knows it’s "baby steps," but the time is right to keep people brainstorming about the problem.
"I have to say, I’ve never been so struck by the collective will of Nova Scotians" to address sexual violence than over the past three months, since the death o f 17-year-old Rehtaeh Parsons, said More.
The province is putting $1.1 million in total toward sexual assault services. The first instalment of $200,000 was offered May 1 as emergency funding to help organizations meet a spike in demand for sexual assault services after Rehtaeh’s death.
Another round of funding — $700,000 — will arrive in the fall after the organizations have a chance to work on their ideas.
This round of funding will be divided among 13 organizations in Sheet Harbour, Sydney, New Glasgow, Yarmouth, Truro, Antigonish, Eskasoni, Kentville and the Halifax area.
The recipients needed to demonstrate that they would use the money to increase collaboration and be "a catalyst" for new services in their area, said More.
"Every region of the province is in a different place, so we want to be fairly open-minded and see what different communities need to move on to that next step," she said.
"Not that we don’t want to be accountable for the money, but we don’t want to penalize an area because they’ve never had a chance to work together whereas another region of the province might have been working on some of these issues together for 20 years."
The grants range from $4,000 to the Spryfield YWCA to $38,000 to the Legal Information Society of Nova Scotia, based in Halifax.
One recipient of a mid-range grant is the New Start Society, which offers counselling to men who have been violent to intimate par tners.
Its grant of $11,240 will be jointly used by programs in Dartmouth, Truro and Colchester County, said social worker Wendy Keen, director of New Start Couns elling .
"We can now work with men who come to our organizations for counselling who are also disclosing that they have been sexually abused and traumatized as young boys or youth," she said.
Staff will be trained and, in a few months, they will know how they might integrate that work into their general practice in the long term, said Keen.
The Avalon Sexual Assault Centre in Halifax will receive $ 22,000.
The centre also received $100,000 in May in emergency funding, and it’s still seeing significantly higher demand than usual, said director Irene Smith.
This is the first time a Nova Scotia government has funded this kind of collaboration on sexual assault, and the plan represents the largest infusion of provincial cash toward the problem, said Mo re.
She was asked how she felt about the fact a death pushed the province to act .
"I feel terrible," she said.
"I’m one of the people that’s been working mostly through the community but als o through government on these issues for most of my life. So I’m not going to defend the status quo or what has or has not happ ened, but this is our opportunity to change things."

Anonymous engaged #OpJustice4Rehtaeh this morning in response to the suicide of Rehtaeh Parsons. Justice Minister Ross Landy says that it is important for Nova Scotians to have faith in their justice system. Mr. Landy, justice is in your hands.
Anonymous has confirmed the identities of two of the four alleged rapists. We are currently confirming a third and it is only a matter of time before the fourth is identified as well.

There’s a part in the movie when Babe knocks over a goldfish bowl and the fish falls onto the floor and starts flopping around. When this happened Rae suddenly stood up on her chair in the movie theatre and started screaming for someone to help the fish. She cried for it as I tried to reassure her Babe would help (thank God he did) and that the fish would be alright.
That was the nature of my daughter Rehtaeh. She was like that her whole life. I couldn’t go for a walk in Halifax with her without her asking me for change to give to someone in need. She was always looking out for people or animals that needed help. She called Animal Control Services on our neighbors because they left their dog outside too long. Her room and her life was always full of little creatures.
Sometimes her heart was too big, sometimes it scared me.
They say parents need to teach their children. Instead, it was Rehtaeh who was my teacher. My precious gift. She was the absolute best part of my life.
There’s a wooden box in my house that holds all the memories I have of my beautiful little girl. The outfit she wore home from the hospital, a hand print in clay, art, school cards and drawings, mementoes of her life. Even a newspaper dated December 9th, 1995, the day she came into this world.
I tried to keep it all for her, to have someday when she grew up and had her own family. That day will never come.
Rehtaeh died April 7th at 11:15 PM. She was 17 years old.
She died struggling to live, much as she spent the last 18 months. She hung on right to the very end, when the nurses were telling us if she couldn’t be declared brain dead soon they couldn’t use her as an organ donor. We couldn’t wait any longer. She couldn’t live any longer. And right at the last moment there was a change in her blood pressure as the last part of her brain gave away. She knew she had to leave. It was time to let go and find peace.
It was so like her to hang on right up until the very last second. To give us all a chance to hold her hand, wipe her tears away, and kiss her beautiful face for the last time.
I tried my best to save my daughter’s life. I believe that in my heart.
I asked her repeatedly what I could do, was I doing enough, what did she want from me? She said she just wanted me to be her dad. To make her laugh. To do everything possible to keep a part of her life normal. She said it helped more than I could ever know.
I prayed for the best while I prepared her for the worst. We went to counseling together. Sometimes I was the drive, sometimes the father, sometimes the counselor.
The worst nightmare of my life has just begun. I loved my beautiful baby with all my heart. She meant everything to me. I felt her heart beating in my soul from the moment she was born until the moment she died. We were a team. We were best pals. We often sat on my couch and laughed until we could hardly speak. When we weren’t together she would call me or text me every single day, just to say hi, to say she loved me. The life I had with my daughter was a rare thing. It was wonderful, it consumed me. I was defined by it. It made my life rich and beautiful.
She was amazing.
Yesterday I looked at another wooden box. It will hold her ashes. I hate it.
I had to write something about this. I don’t want her life to defined by a Google search about suicide or death or rape. I want it to be about the giving heart she had. Her smile. Her love of life and the beautiful way in which she lived it.
I found out this afternoon my daughter saved the life of a young woman with her heart. How fitting.
She also gave someone a new liver, a kidney, a new breath, and a new chance to love. She saved the lives of four people with her final gift of life. She was that wonderful.
Someone out there is going to look at the world with my daughter’s eyes. The most beautiful eyes I have ever seen.

Rehtaeh Parsons thought the worst outcome for her case would be no charges against the men who raped her but we all know better. The worst thing that could happen would be charges. That they would be found guilty, and that Rehtaeh would sit on a court bench and listen in utter disbelief as they were given parole, or a suspended sentence, or community service. All for completely destroying her life while they laughed.
Why is it they didn’t just think they would get away with it; they knew they would get away with it. They took photos of it. They posted it on their Facebook walls. They emailed it to God knows who. They shared it with the world as if it was a funny animation.
How is it possible for someone to leave a digital trail like that yet the RCMP don’t have evidence of a crime? What were they looking for if photos and bragging weren’t enough?
Why was this treated like a minor incident of bullying rather than a rape? Isn’t the production and distribution of child porn a crime in this country? Numerous people were emailed that photo. The police have that information (or at least they told us they did). When someone claims they were raped is it normal to wait months before talking to the accused?
You have the opportunity here to do something good and lets face it; the court system in Nova Scotia was just going to rape her all over again with indifference to her suffering and the damage this did to her.
My daughter wasn’t bullied to death, she was disappointed to death. Disappointed in people she thought she could trust, her school, and the police.
She was my daughter, but she was your daughter too.
For the love of God do something.

Man gets probation in exposure case

gdelaney@herald.ca @ch-gdelaney KENTVILLE — A former daycare worker and summer camp counsellor has been sentenced to two years’ probation for exposing himself to two young boys in his c a re.
Mason Joel Davidson, 24, formerly from the Gaspereau Valley in Kings County, pleaded guilty in Kentville provincial court Monday to one charge of indecent exposure.
Crown attorney Bob Morrison told the court that Davidson was babysitting two boys, 4 and 8, in the Yarmouth area in June 2012.
After taking them to the b each for a swim , he brought them to his home, where he exposed his genitals to them .
Afterwards, he told the boys it was their secret and was not to be shared with anyone.
When the boys’ mother picked them up, one child told her he had "a big secret." Asked what it was, he told his mother.
"There is some concern that he was babysitting these children and was in a p osition o f trust and authority," said Morrison.
Davidson has a previous conviction of sexual interference for touching a young boy’s genitals.
At the time, Davidson was working at a Yarmouth-area Christian youth camp.
He was ordered to stay away from schools, playgrounds and other areas where children are present.
He was also prohibited from supervising children unless an adult is present.
Davidson studied early childhood education at Nova Scotia Community College and later worked at a daycare and as a counsellor at Camp Peniel, a summer youth camp at Cedar Lake in Yarmouth County. His defence lawyer, Chris Manning, told Judge Alan Tufts on Monday that his client has difficulty finding work and places to live because of court restrictions placed on him.
Davidson was victimized as a child, Manning said.
The judge handed him two years’ probation, ordered him to undergo psychological assessment and counselling, and to undertake 30 hours of community service.
Davidson was also ordered to have no contact with the victims’ family and was given a lifetime order to register with a national sexual offenders database.

KENTVILLE — A Kings County man facing two dozen charges of manufacturing child pornography and conspiring to commit a s exual assault on a child has fired his lawyer, again delaying his protracted court case.
Jason Troy Pitts, 37, of North Kentville was scheduled to enter pleas to 24 charges in Kentville provincial court Monday.
His case, dating back almost two years, has been delayed several times because Pitts has repeatedly appeared without a lawyer or requested a new one.
The accused was first charged in March 2012 with manufacturing child pornography and conspiring with other online us ers to commit sexual assault on a child in Kentville between June 18, 2011, and Sept. 6 of that year.
Other charges have been added since the first ones were laid.
The charges now include theft over $5,000, four charges of manufacturing and distributing child pornography and 19 charges o f conspiring to commit s exual assau lt on a child.
The charges were laid after a joint investigation involving the Halifax Regional Police-RCMP integrated Internet child exploitation unit that included two searches of Pitt’s Lamont Road apartment in North Kentville.
Working with the Canadian Police Centre for Missing and Exploited Children, police were later able to locate a young child believed to be the victim. They have not revealed the gender or age of the child.
Legal aid lawyer Brian Vardigans, who had been representing Pitts, told Judge Alan Tufts that his client has dropped him from the case.
"I arranged for a plea bargain for today’s date," Vardigans told the court. But Pitts notified him late last week that he wanted another lawyer.
"I’ve been fired," Vardigans said.
He said there was no disagreement with his client or any other issue he was aware of that led to Pitts’s decision.
"I was quite surprised. . . . We had a cordial working relationship.’’
Pitts told the cour t he still wanted a legal aid lawyer to represent him, just a different one.
"I can’t afford to hire a new lawyer," Pitts said.
The judge told him he would have to appeal to legal aid for another lawyer or work through his differences with Vardigans.
Tufts adjourned the cas e to Sept. 16 but warned Pitts that he will b e exp ected to plead and choose a trial court at that time.

Group tried to save dog

gdelaney@herald.ca @ch_gdelaney WOLFVILLE — A group of would-be rescuers went to great lengths to try and save a dog trapped in a car on the weekend.
"We did everything we could, . . . even said a little prayer," John Cummings, 42, of Wolfville said Tuesday in an interview.
Cummings was at the annual convention of the Herbalists of Nova Scotia at Acadia University in Wolfville on Sunday when he saw a woman in distress outside a car in the parking lot .
The woman , who was on the phone to police, indicated a Portuguese water dog was trapped in the back seat of the car. It was about 30 C at the time.
"I lo oked in the car and the dog was not moving," Cummings said.
"It was so hot in that car that the windows were steamed up. The windows weren’t even open a crack.
"I grabbed a hammer out of my car and just smashed a back-door window out. We cleared the glass away and one of the gals that was with me crawled in through the broken glass."
Once inside the car, the woman passed the 70-pound dog through the Volkswagen’s window. By this time there were four women assisting with the rescue.
"We . . . brought it into the shade. We soaked him in water to cool the body temperature down," Cummings said.
One woman, a first-aid instructor, attempted mouth-to-mouth resuscitation.
Cummings called a vet clinic, but got an answering service. One woman called Acadia s ecurity. Another tried to contact the owner, who was still in the building at a herbalist class.
The dog, which hadn’t moved since it was removed from the vehicle, died just minutes before the p olice arrived.
"We did what we could, but it pretty well died on the spot, leaving everybody heartbroken," said Cummings, also a dog owner.
He believes the dog was in the car, which he said was parked in the sun, for about three hours.
Kings RCMP are still investigating the incident to determine if charges will be laid against the 36-year-old owner.
Kings RCMP spokesman Const. Blair MacMurtery said officers have been issuing warnings since July about dogs left in cars.
An Annapolis Valley group, People for Dogs, has also been warning the public about leaving pets in unattended vehicles.

A Kamloops, B.C., nursing student has been fined $1,500 for leaving her puppy in a sweltering car for hours while she was in the West Edmonton Mall.
Nineteen-year-old Brittany Wiebe pleaded guilty Monday in Edmonton provincial cour t to one count o f causing an animal to b e in distress.
Crown prosecutor Christian Lim says security staff noticed the puppy in obvious distress locked away in the vehicle.
As temperatures reached 33 C that day last August, Wiebe was inside with friends at the mall’s water park. (CP)

Acadian Days are set for this weekend at the National Historic Site ?in Grand Pré. Saturday, July 20, is reserved for talks in French and English, while Sunday features a morning mass and a Lennie Gallant concert. There will also be a wine garden, kiosks, food vendors and more.
The first Acadian Days at Grand-Pré were organized in 1982 by the Fédération acadienne de la Nouvelle-Écosse and the tradition took hold. The Société Promotion Grand-Pré has organized Acadian Days since 1998. The 2013 edition follows this tradition and offers a diverse and entertaining program. Acadians have the opportunity to return to their ancestral land and other visitors get to discover the history, culture and vitality of the Acadian people.

The project is sponsored by Elizabeth M. Walter of Toronto. She is the partner of Sherman Bleakney, a renowned expert on dykes and aboiteaux. Bleakney undertook a vast research project to uncover the inner-workings of dykes and salt marshes around the Grand Pre area.
The public is invited to join in and help in the construction of the staddle.
All these activities take place at the historic site and admission is free for the Sunday. This year, the Société Promotion Grand-Pré celebrates the Acadian community of Prince Edward Island for its vitality. The public will be able to enjoy local wines, and taste Acadian and Cajun food. There will also be activities for the children.
Later in July, the Day of Commemoration of the Acadian Expulsion takes place July 28, at 4:30 pm. At Horton Landing, there will be a Light of Hope and Healing ceremony followed by an interspiritual and intercultural service at the Covenanter Church

Many moments have touched Anne MacKinnon’s heart during her work with Doctors Without Borders.
While interviewing refugees in Liberia, the Kings County native met a woman with three small children. The young mother had escaped conflict in Cote d’Ivoire, living solely on roots and berries for three weeks en route to refuge across the border in Liberia.
Her husband was lost. Apart from the children, MacKinnon could see no one who had come with the young woman. As she continued the interview, an elderly woman came and sat next to them.
"That is my mother," the young woman said. "I carried her here on my back."
MacKinnon has heard other stories like the young woman’s in her four years with the organization, also known as Médecins sans frontieres (MSF). She has been on three missions and was recently elected to the group’s Canadian board of directors.
The daughter of Rocky and Flo Hazel, MacKinnon grew up in Kings County. She began her medical career as a nurse in neo-natal intensive care with the IWK in Halifax. After a move to Fredericton, MacKinnon began working with a local organization that traveled to Haiti to provide medical aid. Her interest in the work of non-governmental organizations led her to apply to MSF.
Even with her previous experiences in Haiti and a training mission in Barcelona, MacKinnon said she was unprepared for what awaited her on each mission.
"Until you get there, you don’t know what you will be faced with," she said.
Her first mission was to India in 2009, where MSF was giving aid to malnourished children aged six months to five years. An outpatient facility - where vaccinations and a special food supply called plumpy butter, which provides essential nutrients and minerals, were delivered to patients – was set up.
"I worked all hours that I was awake," she said of the mission.
MacKinnon was an integral and innovative part of her team in India. Most malnourished children experienced chronic diarrhea so often it was accepted as normal and mothers would use their saris to clean their children. MacKinnon saw this and decided to create a solution. Careful to observe cultural considerations, MacKinnon created a reusable diaper. She had the template designed in England and hired a local tailor in India to produce the mass order. Ensuring that these would be sustainable, they were created out of local materials that could be washed and reused easily.
"One of the things I love about MSF in the field is my staff, who are always competent, caring and compassionate," said MacKinnon, added that they were so dedicated they often did not want to take their leave. As her experience grew, she understood the value in support networks and accepted that rest periods were crucial. The organization mandates rest periods for its staff away from the medical camp so that they may relax and recover, both physically and mentally.

Dedication was crucial during missions to Liberia in 2011 and Ethiopia in 2012. In Liberia, there were large numbers of refugees. While working in one area, MacKinnon and her staff would learn of villages of 1,500 people being flooded with 6000 refugees.
Travelling to aid the villagers and refugees, it was impossible to see everyone. On one occasion, the MSF group encountered a field crowded with mothers and malnourished babies. The mothers looked at MacKinnon and the other employees, and silently lifted their babies into the air.
"We just said we’d see as many as possible," said MacKinnon. By 3 p.m., medical staff had seen half. Because of the organization’s diligence in ensuring the security of their staff, regulations must always be adhered to. Many of the refugees could not be treated by the team, as MacKinnon had to comply with the 6 p.m. curfew.
"It was the hardest thing I’ve ever had to do, saying we had to leave."
Security is a high priority for MSF, for good reason. During her mission to Ethiopia in 2012, MacKinnon and her team were living in tents in the desert with limited food and water. They were required to radio in every 15 minutes, and travel in convoys of three vehicles. An incident during the mission highlighted the danger for the group: a local government representative ordered the mission leader into a car with him by force.
Having experience in both the field and board settings, MacKinnon praises the MSF organization, whose motto is impartiality, neutrality, and independence. Eighty per cent of its funding comes from individual sponsors, which allows it the independence to provides unbiased medical aid to critical areas all over the world.
Transparency is an important priority for MSF, she said.
"When people are giving money, they want to know that it is going exactly where they think it is," MacKinnon said, adding that 80 cents from every dollar goes directly to funding missions.
She sees her role as small in the grand scheme of things, but vital.

A sustainable seal of approval from the Marine Stewardship Council will be positive for the First nation’s fishery in Canada’s smallest province.
That was the view a delegation from the Mi’kmaq Confederacy of PEI expressed during a recent presentation to the Legislature’s Standing Committee on Fisheries, Transportation and Rural Development.
"We’re convinced that participation in council will assist in entrenching a viable First Nations’ fishery, fishery enterprises in both our communities, and lead to constructive employment for our community members," maintained Ed Frenette, commercial fisheries liaison coordinator for the Mikmaq Confederacy. "We also believe that it will help in assisting in the recognition of First Nations’ branding and marketing efforts as we grow, for example with Minigoo Fisheries at the moment, and certainly others planned down the road."
He added, "We as First Nations certainly endorse the three fundamental principles of the Marine Stewardship Council: the enhancement of supporting ecosystems; assuring healthy stocks; and of course, the long-term future viability of all our resources, both natural and social."
Frenette, who is a former managing director of the PEI Fishermen’s Association, added, "We also feel that independent third party assessment will restrict some of the partisan decisions that have been made in terms of fisheries management over the years."
He told the committee. "If we look at the history of (Indistinct) bluefin tuna allocations, for example, or halibut, there are a number of issues where decisions were made on a political basis, not on the interest of the resource. We feel that a third-party assessment will indeed place some limitations on that partisan process."
The Mi’kmaq Confederacy is part of a group that intends to contract SAI Global to do an initial Marine Stewardship Council assessment. The group includes Lennox Island First Nation, Abegweit First Nation, the PEI Seafood Processors Association and the PEI Fishermen’s Association.
"A draft agreement is drawn up just waiting for final approval and we hope to be able to go forward with an MSC assessment in the very near future and have it completed for the spring fishery of 2014," Frenette said.
The PEI Fishermen’s Association has asked for provincial and federal government help in paying for the study and Frenette urged the committee to back that request. He added Maine has already obtained certification and several other provinces are looking at the issue.
Meanwhile, Chief Matilda Ramjattan of Lennox Island First Nation said she believe certification will make Minegoo Fisheries processing plant in her community more viable. She explained the chain of custody, from point of sale to the fishery, "will assist in entrenching Minigoo Fisheries as a viable First Nation enterprise, adding stability to our Lennox Island First Nation and employment and the fisheries of 100 community members."

Here's a schedule of events:
Friday
-On Friday, the Mud Challengers Parade will rally on Main Street at 5:30 pm. prior to the BMO Mud Challenger at 6 p.m. in Willow Park. Winners last year were the Grapevine/Ghost Walk team.
-At 9:30 p.m. the movie ‘Up’ will be screen at Rotary Park. Treats will be sold on site.
Saturday
-Pancake breakfast at the Lions Hall starts at 7 p.m. and runs until 10 a.m. Proceeds go the club’s community service work.
-Tastes of the Valley at the Wolfville Farmers’ Market will offer $3 taste concoctions.
-Street Fest on Main Street
-Mayor Jeff Cantwell leads a casual bike ride on the Wolfville dyke roads. Leaving from the post office at 9 a.m.
-Mudley’s Birthday Party 9 a.m. – 5 p.m.

On Thursday this week, the Nova Scotia Agricultural College class of 1953 will be holding a 60-year reunion. Thirteen classmates and their wives and girlfriends will gather at the NSAC campus in Bible Hill and the stories will be even better after a five-year rest. We have been able to get together every five years since 1953 and, even with the Grim Reaper taking his toll, more than half of our small class is still mobile.
Most of the guys are close to 80 now and it will be fun to hear the excuses from those of us still farming. There will be talk of "rusting out if I stop" and "still have to make those Farm Loan Board payments."
Most of the talk will be about trips enjoyed in the past five years. There will also be references to the new gadgets in the GPS equipment and air-conditioned tractors in use now. "When I was starting out" may be heard once or twice.
Everyone likes to eat, but few give much thought to the folks in all parts of the food industry who quietly keep cheap food on our plants. Maybe it’s our way of contributing to society.
Very few of us think much about it – we are too busy making a living during our active years. Now that retirement has set in and we have time to review our working lives, there seems to be a sense of a life well lived. There is richness in rural living that you have to experience to understand. There will be more laughing than bitching as we gather for reunion number 12.
In closing, I feel moved to report on Department of Transportation activity on the northernmost part of Middle Dyke Road. Last night, I met a bunch of equipment that looked like it could be used to patch potholes! My hopes started to rise as some black stuff started the unfamiliar trip from truck to pothole.
What did I find this morning? New signs at each of end of the section warning of a "rough patch ahead." Neither end of the road was touched and about half of the road had patches where potholes had been. The mystery of road maintenance as practiced by the DOT continues.

Find out what inspired Operation Husky 2013
When World War II was declared late in 1939, much of Europe was already in the hands of fascism. Germany controlled Austria and had already invaded Czechoslovakia. Italy and Spain were under the rule of Mussolini and Franco respectively.
France had bet heavily on the Maginot line to guard their border with Germany, however Hitler’s army never attacked across that border, opting instead to attack through Belgium and Luxembourg, occupying both of them and The Netherlands in the process. By June of 1940, Hitler’s army had control of Paris, as well as Denmark and Norway. Germany had signed pacts with Italy and the USSR. The Soviets controlled the rest of Eastern Europe and had taken over Finland, while Italy was attacking Greece and expanding into North Africa.
By April of 1941, fascist domination of Europe was virtually complete. The Allies had no foothold in Europe. While the Allies battled to stop the advance of the Axis powers in North Africa, the war largely took the form of battles at sea and in the air. The only time the allies set foot on European soil was during the disastrous raid on Dieppe, when scarcely anyone made it beyond the beach.

For the next attempt at an invasion of Europe the target was Sicily. The operation was codenamed "Husky".
The Allied forces, including more than 25,000 Canadians landed near Pachino on July 10th, 1943. The early stages of the invasion went more smoothly than expected thanks in part to a brilliant piece of deception by British intelligence which came to be known as Operation Mincemeat. Still, 1st Canadian Division lost 10 men that day.
Who was Operation Husky’s 1st Canadian Division?
Operation Husky 2013 will begin on the beaches of Pachino on July 10th, 2013. Organizers assisted by pipes and drums, will unveil a new war memorial to the memory the Canadians who landed there on that date 70 years earlier. From this point the Symbolic March will begin. Support this project by attending the ceremony or by making a donation to Canada’s legacy in Sicily.
The Canadian infantry advanced, largely on foot due to the ships carrying their land transports having been torpedoed en route. As they moved deeper into Sicily’s fiery interior, Italian resistance was limited. By mid-day on July 12th, elements of various Canadian battalions were probing into Modica. In the town’s central plaza, they discovered hundreds of Italian troops waiting to surrender. Before the day was through, the general commanding the 206th Coastal Division came forward to give up. This largely marked the end of Italian resistance in the Canadian sector of the invasion.
There were still hundreds of kilometers to cover and two well entrenched German Armies to content with. The Canadians secured their objectives one after the other, Ragusa, Grammichele, Valguarnera and then Assoro.
Of particular note is the Battle of Assoro (click on the text to read more) where, in the words of Farley Mowatt, "each man performed his own private miracle".The Canadian forces scaled cliff leading up to a German garrison established in an ancient Norman fortress. German command had considered an approach from the cliff side to have been impossible and therefore it was scarcely defended. The Canadians who embarked on that climb were embroiled in a race against time since they needed to arrive at their target before sunrise or risk being completely exposed to enemy fire with no cover.
