There has been much media coverage of the life of former hockey player Sheldon Kennedy.
But in the new film Swift Current, the ex-NHLer’s life gets the big-screen treatment as director Joshua Rofé investigates the dream life of the small-town teen whose greatest dream of playing at the top level of the sport he loves became a nightmare.
For those who don’t know the name, Kennedy was the much publicized talent who, after being scouted by coach and now-infamous sexual predator Graham James, made it to the NHL level in spite of the personal demons that terrorized him and led to self-destructive behavior and lapses into addiction and alcoholism. A redemptive tale, Swift Current aims to observe “one man’s determination to take back his life despite repeated setbacks”.The feature doc will make its world premiere this Friday as part of the Rendezvous With Madness Film Festival – a unique event that “investigates the facts and mythologies surrounding mental illness and addiction as presented by both Canadian and international filmmakers.”
As well, both Rofé and Sheldon Kennedy are slated to be in Toronto to attend the screening and presumably, take questions from audiences.

Graham James, the sexual predator whose behaviour was ignored through two

young people whose experiences lead them to connect with Sheldon and his
message.

hope and a solution to an issue that is affecting our most vulnerable
population," said Sheldon Kennedy. "Through this film, and through the

understand the impacts of child abuse and work together to support those who

The documentary will be used by the
Sheldon Kennedy Child Advocacy Centre as a tool to teach front-line service
providers, policy-makers and organizational leaders across disciplines about
child abuse and trauma, the impact on brain development and how this
information advances integrated practice to support healing and recovery.

New law would bar pardons for pedophiles
This weekend -- as James serves the third week of a two-year prison term following fresh convictions last month of sexual crimes against minors -- we can take some comfort in knowing that, under a new federal law, Canada's most reviled and notorious pedophile will never get a pardon again.
"He has committed sexual offences against minors and that would disqualify him," Public Safety Minister Vic Toews told the QMI Agency this week. "He's ineligible on the basis of sexual assaults against minors."
Canadians were horrified when they learned in April 2010 that James had quietly received a pardon in 2007 -- seven years after completing his first sentence for sexually assaulting teenaged hockey players in the 1980s and '90s.
The federal government vowed immediately to review Canada's pardon laws and to make changes to prevent pedophiles like James from having their crimes removed from the public record.
Two years later, that legislation has been approved by Parliament, and Toews said he expects it will be proclaimed into law within the next month or two.
Among the changes, "pardons" will be called "record suspensions." And anyone convicted of sex crimes against minors will be ineligible for a record suspension, including James.
"The evidence is overwhelming that these guys don't change, and they shouldn't be able to hide their record," said Toews.
The man who exposed in 2010 that James had received a pardon -- Greg Gilhooly, one of James' victims -- says he's relieved Ottawa has revamped the pardon laws so pedophiles like James can no longer hide their crimes from the public.
"It's about time that things started moving in the direction away from the criminals and towards the impact the criminals have on society," said Gilhooly, a Toronto lawyer who travelled to Winnipeg to attend James' sentencing hearing last month.
"I think it's important to send a strong message that sexual offenders are sexual offenders for the rest of their lives and that they are not allowed to apply for any removal of what they've done from the public records."
Indeed. I'm not sure why the hug-a-thug crowd opposes this change. We've heard from opponents of the revamped pardon laws that it's an attack on criminals.
Actually, the pardon laws are still quite generous to criminals who are not convicted of sex crimes against kids. Under the new law, a criminal has to have more than three convictions with sentences of two years or more to become ineligible for a record suspension. It means that people who make a few bad decisions in their lives and are sentenced to less than two years in jail are still eligible for a record suspension and can still turn their lives around if they choose.
If anything, the new pardon laws are too generous to criminals.
Meanwhile, Gilhooly says he hopes the Crown appeals James' two-year sentence, adding the penalty was far too lenient.
"I think the judge just got it wrong," he said.
A spokesperson for the prosecution branch said Thursday that James' sentence is still under review and that no decision has yet been made on an appeal.
The Crown has until April 19 to appeal the case.

EXPLANATORY NOTE
The Bill prohibits persons from retaining or continuing
to retain the services of a pedophile in a position that involves dealing
directly with children on a regular basis. The Bill also prohibits pedophiles
from acting in a position of that type six months after the Bill comes into
force. A pedophile is defined as a person who has been convicted of sexual
crimes involving children or in respect of whom a prohibition has been made to
keep the person away from children.
The Bill creates offences for persons who contravene the
prohibitions. However, an employer who has employed a pedophile is not guilty
of an offence if the employer has obtained a letter from the police stating
that the employee is not a pedophile.

An Act to provide protection against
pedophiles by preventing them from working
in direct contact with children
Preamble
It is important to protect society in general, and
children in particular, from pedophiles.
To achieve that objective it is desirable to prevent
pedophiles from working in positions that involve dealing directly with
children on a regular basis.
The Legislative Assembly considers that the provisions
of this Act are justifiable in a free and democratic society.
Therefore, Her Majesty, by and with the advice and
consent of the Legislative Assembly of the Province of Ontario, enacts as
follows:
Definitions
1. In this Act,
"pedophile" means a person who has at any time
been convicted of a sexual offence respecting a child or in respect of whom an
order of prohibition has been made under section 161 of the Criminal Code
(Canada); ("pédophile")
"sexual offence respecting a child" means an
offence under section 163.1 of the Criminal Code (Canada) or any of
the following provisions of the Criminal Code (Canada) if the victim
of the offence was under 18 years of age: sections 151, 152, 153, 155 and 159,
subsections 160 (2) and (3), sections 170 and 172, subsection 173 (2) and
sections 271, 272 and 273. ("infraction sexuelle concernant un enfant")
Prohibitions
2. (1) Subject to subsection (3), no
person shall retain or continue to retain the services of a pedophile, whether
for consideration or not, in a position that involves dealing directly with
persons under 18 years of age on a regular basis.
Same, providing services
(2) Subject to subsection (3), no pedophile shall
provide or agree to provide services, whether for consideration or not, in a
position that involves dealing directly with persons under 18 years of age on a
regular basis.
Exception
(3) No person shall be deemed to contravene subsection
(1) or (2) with respect to a pedophile who immediately before this Actcomes
into force provided services, whether for consideration ornot, in a position
that involved dealing directly with personsunder 18 years of age on a regular
basis but who no longer provides those services six months after this Act comes
into force.
No liability
3. No person shall be liable in damages
for terminating a contract for the services of a pedophile to avoid contravening
section 2.
Offences
4. (1) Subject to subsection (2), a
person who contravenes section 2 is guilty of an offence.
Exception
(2) A person who retains or continues to retain the
services of a pedophile in contravention of section 2 is not guilty of an offence
if the person has obtained a letter from the police stating that the person
whose services are so retained is not a pedophile.
Directors, officers
(3) Every director or officer of a corporation is guilty
of an offence who,
(a) knowingly causes, authorizes, permits or
participates in the commission by the corporation of an offence described in
subsection (1); or
(b) fails to take reasonable care to prevent the
corporation from committing an offence described in subsection (1).
Penalty, non-corporations
(4) A person who is not a corporation and who is
convicted of an offence described in subsection (1) is liable to a fine of not
less than $5,000 and not more than $10,000 or to imprisonment for a term of not
more than one year, or to both.
Penalty, corporations
(5) A corporation convicted of an offence described in
subsection (1) is liable to a fine of not less than $10,000 and not more than
$25,000.
Commencement
5. This Act comes into force on the day it
receives Royal Assent.
Short title
6. The short title of this Act is the Protection

in Pretty Packages: Five lessons for parents from the Stephen Collins case

Hollywood
couldn’t have written a better plot: an all-American man plays a respected
pastor and father of seven. Add in good looks and charm, and you’ve got the
makings of a beloved television character.
And the
perfect cover for a predator.
Stephen
Collins, who played Eric Camden, the dad/pastor on the long-running TV series 7th
Heaven, has allegedly admitted to molesting numerous children. The
admission, made on tape during a 2012 therapy session with Collins’
now-estranged wife, Faye Grant, was publicly released last week, resulting in
dramatic fallout, including criminal investigations in California and New York.

But this
story is bigger than Collins himself. It’s not just about whether or not he is
guilty; it’s also about what he represents—the stereotype of the cunning and
untouchable offender. A man who could not be brought down by his victims, a
complicit Hollywood community. Or the police.
It took a
taped confession—and TMZ.
The
Collins case should be a wake-up call for parents to recognize that even under
the trusted, respected, suave veneer of a TV star, your child can still be in
danger.
Here are
five lessons from Collins’ case to help parents protect children against abuse:
1)
Abusers are cunning, using power, prestige—even fame—to groom victims and their
families.
According to the allegations, Collins used his popularity as an actor and his
connections to Hollywood elite for “grooming,” the process by which a predator
flatters and manipulates a child, isolates that child from family and friends,
and creates a “compliant” victim. Add celebrity status to the mix, and the
grooming process is even more enticing. After all, when a celebrity predator
pays special attention to a child, gives the child special access to people and
events, and seduces parents and family members with stardom, it’s easy to
isolate the child for sexual abuse—and silence her for a lifetime.
2)
Families often protect alleged offenders, even if it defies logic. Collins’ estranged wife
recorded the confession in a therapy session in 2012, a full two years before
it was made public. News reports have claimed she suspected Collins has abused
children for decades. But she didn’t report. Why? No one wants to believe that
someone they love and trust is an abuser, be it a husband, aunt, grandfather,
priest, scout leader, coach or teacher. The lesson in all of this: The needs of
victims must ALWAYS trump protecting alleged offenders. If you suspect abuse or
if someone tells you that they have sexually abused a child, report it. Period.
3) It is
difficult for victims to come forward. Collins allegedly has molested numerous victims.
Why didn’t they report? Think about it: How powerful does an 8-year-old child
feel after being carefully groomed and sexually abused by a handsome, charming
television star? It’s likely, too, that the child thinks no one will believe
her or that she did something to “ask for” the abuse. And even if that abused
child does come forward against a prominent, respected member of the community,
she may struggle to be heard and believed. And then there’s always a chance for
victim shaming. If a child is abused by a celebrity, as in this case, the
victim and her family may be portrayed as “money grubbers” and “publicity
hounds.” Such name-calling can be as damaging as the abuse itself, so the
victims remain in shame and silence. If the predator is a woman, it becomes
even more difficult for victims to be heard and believed.
4)
Organizations may turn a blind eye until there is a scandal. Once the story leaked, it didn’t
take long for Hollywood to react: The Academy for the Performing Arts swiftly
jettisoned Collins, reruns of 7th Heaven have been shelved, and he has
been dropped by his talent agency and from numerous upcoming roles. (Collins
also resigned last week from the Screen Actors’ Guild Board.) Yes, it was a
sufficiently quick reaction. But none of these groups has said that they will
reserve judgment until after a verdict (such as with the Michael Jackson case).
So what’s the problem? The reaction was so swift that we can’t help but wonder:
Did all of these groups have suspicions or know about the abuse but refused to
do anything until it became a public scandal (á la scandals in the Boy Scouts
and Catholic Church)? The lesson? No institution or organization will protect
or advocate for your child better than you, the parent or caregiver.
5) All
states need firm, victim-friendly civil and criminal statutes of limitations
for child sex abuse. It can
take victims decades to heal enough to report the abuse. One of Collins’
victims came forward in 2012, for example, but police were unable to pursue the
allegations because the criminal statute of limitations had already expired. If
New York had a strong civil law for victims—like states such as Minnesota and
Hawaii—the alleged victim could have used the civil courts to expose Collins,
warn others about the risk, and encourage younger victims to come forward. And
while New York is on track with a bill currently in the legislature, other
states have a long way to go, including my own, California. Our Governor, Jerry
Brown, just vetoed a civil bill for victims, paving the way for alleged predators
like Collins to abuse more victims.

Sex traffickers often train girls themselves, raping them and teaching them sex acts.l 7.Eighty percent of North Koreans who escape into China are women. Nine out of 10 of those women become victims of human trafficking, often for sex. If the women complain, they are deported back to North Korea, where they are thrown into gulags or are executed.h woman human trafficking Approximately 30,000 victims of sex trafficking die each year 8.An estimated 30,000 victims of sex trafficking die each year from abuse, disease, torture, and neglect. Then everything else is profit."l 10.A human trafficker can earn 20 times what he or she paid for a girl. Provided the girl was not physically brutalized to the point of ruining her beauty, the pimp could sell her again for a greater price because he had trained her and broken her spirit, which saves future buyers the hassle. A 2003 study in the Netherlands found that, on average, a single sex slave earned her pimp at least $250,000 a year.l 11.Although human trafficking is often a hidden crime and accurate statistics are difficult to obtain, researchers estimate that more than 80% of trafficking victims are female. Over 50% of human trafficking victims are children.l 12.The end of the Cold War has resulted in the growth of regional conflicts and the decline of borders. Many rebel groups turn to human trafficking to fund military actions and garner soldiers.k 13.According to a 2009 Washington Times article, the Taliban buys children as young as seven years old to act as suicide bombers. The price for child suicide bombers is between $7,000-$14,000.n 14.UNICEF estimates that 300,000 children younger than 18 are currently trafficked to serve in armed conflicts worldwide.n baby sold Pregnant women are increasingly being trafficked for their newborns 15.Human traffickers are increasingly trafficking pregnant women for their newborns. Babies are sold on the black market, where the profit is divided between the traffickers, doctors, lawyers, border officials, and others. The mother is usually paid less than what is promised her, citing the cost of travel and creating false documents. A mother might receive as little as a few hundred dollars for her baby.k 16.More than 30% of all trafficking cases in 2007-2008 involved children being sold into the sex industry.o 17.The Western presence in Kosovo, such as NATO troops and civilians, have fueled the rapid growth of sex trafficking and forced prostitution. Amnesty International has reported that NATO soldiers, UN police, and Western aid workers "operated with near impunity in exploiting the victims of the sex traffickers."g 18.Lady Gaga’s "Bad Romance" video is about human trafficking. In the video, Gaga is trafficked by a Russian bathhouse into sex slavery.f 19.Human trafficking is the only area of transnational crime in which women are significantly represented—as victims, as perpetrators, and as activists fighting this crime.a 20.Global warming and severe natural disasters have left millions homeless and impoverished, which has created desperate people easily exploited by human traffickers.k 21.Over 71% of trafficked children show suicidal tendencies.l 22.After sex, the most common form of human trafficking is forced labor. Researchers argue that as the economic crisis deepens, the number of people trafficked for forced labor will increase.k 23.Most human trafficking in the United States occurs in New York, California, and Florida.l 24.According to United Nations Children’s Fund (UNICEF), over the past 30 years, over 30 million children have been sexually exploited through human trafficking.k 25.Several countries rank high as source countries for human trafficking, including Belarus, the Republic of Moldova, the Russian Federation, Ukraine, Albania, Bulgaria, Lithuania, Romania, China, Thailand, and Nigeria.l 26.Belgium, Germany, Greece, Israel, Italy, Japan, the Netherlands, Thailand, Turkey, and the U.S. are ranked very high as destination countries of trafficked victims.l 27.Women are trafficked to the U.S. largely to work in the sex industry (including strip clubs, peep and touch shows, massage parlors that offer sexual services, and prostitution). They are also trafficked to work in sweatshops, domestic servitude, and agricultural work.l rape Sex traffickers often use brutal violence to "condition" their victims 28.Sex traffickers use a variety of ways to "condition" their victims, including subjecting them to starvation, rape, gang rape, physical abuse, beating, confinement, threats of violence toward the victim and victim’s family, forced drug use, and shame.l 29.Family members will often sell children and other family members into slavery; the younger the victim, the more money the trafficker receives. For example, a 10-year-old named Gita was sold into a brothel by her aunt. The now 22-year-old recalls that when she refused to work, the older girls held her down and stuck a piece of cloth in her mouth so no one would hear her scream as she was raped by a customer. She would later contract HIV.l 30.Human trafficking is one of the fastest growing criminal enterprises because it holds relatively low risk with high profit potential. Criminal organizations are increasingly attracted to human trafficking because, unlike drugs, humans can be sold repeatedly.k 31.Human trafficking is estimated to surpass the drug trade in less than five years. Journalist Victor Malarek reports that it is primarily men who are driving human trafficking, specifically trafficking for sex.i 32.Victims of human trafficking suffer devastating physical and psychological harm. However, due to language barriers, lack of knowledge about available services, and the frequency with which traffickers move victims, human trafficking victims and their perpetrators are difficult to catch.i 33.In approximately 54% of human trafficking cases, the recruiter is a stranger, and in 46% of the cases, the recruiters know the victim. Fifty-two percent of human trafficking recruiters are men, 42% are women, and 6% are both men and women.d 34.Human trafficking around the globe is estimated to generate a profit of anywhere from $9 billion to $31.6 billion. Half of these profits are made in industrialized countries.d 35.Some human traffickers recruit handicapped young girls, such as those suffering from Down Syndrome, into the sex industry.l 36.According to the FBI, a large human-trafficking organization in California in 2008 not only physically threatened and beat girls as young as 12 to work as prostitutes, they also regularly threatened them with witchcraft.e 37.Human trafficking is a global phenomenon that is fueled by poverty and gender discrimination.k 38.Human traffickers often work with corrupt government officials to obtain travel documents and seize passports.i 39.Women and girls from racial minorities in the U.S. are disproportionately recruited by sex traffickers in the U.S.l 40.The Sunday Telegraph in the U.K. reports that hundreds of children as young as six are brought to the U.K. as slaves each year.m japan traffic Japan is a major hub of sex trafficking 41.Japan is considered the largest market for Asian women trafficked for sex.i 42.Airports are often used by human traffickers to hold "slave auctions," where women and children are sold into prostitution.m 43.Due to globalization, every continent of the world has been involved in human trafficking, including a country as small as Iceland.k 44.Many times, if a sex slave is arrested, she is imprisoned while her trafficker is able to buy his way out of trouble.l 45.Today, slaves are cheaper than they have ever been in history. The population explosion has created a great supply of workers, and globalization has created people who are vulnerable and easily enslaved.l 46.Human trafficking and smuggling are similar but not interchangeable. Smuggling is transportation based. Trafficking is exploitation based.l 47.Sex traffickers often recruit children because not only are children more unsuspecting and vulnerable than adults, but there is also a high market demand for young victims. Traffickers target victims on the telephone, on the Internet, through friends, at the mall, and in after-school programs.o 48.Human trafficking has been reported in all 50 states, Washington, D.C., and in some U.S. territories.e 49.The FBI estimates that over 100,000 children and young women are trafficked in America today. They range in age from nine to 19, with the average being age 11. Many victims are not just runaways or abandoned, but are from "good" families who are coerced by clever traffickers.o 50.Brazil and Thailand are generally considered to have the worst child sex trafficking records.k 51.The AIDS epidemic in Africa has left many children orphaned, making them especially vulnerable to human trafficking.l 52.Nearly 7,000 Nepali girls as young as nine years old are sold every year into India’s red-light district—or 200,000 in the last decade. Ten thousand children between the ages of six and 14 are in Sri Lanka brothels.j 53.Human trafficking victims face physical risks, such as drug and alcohol addiction, contracting STDs, sterility, miscarriages, forced abortions, vaginal and anal trauma, among others. Psychological effects include developing clinical depression, personality and dissociative disorders, suicidal tendencies, Post-Traumatic Stress Syndrome, and Complex Post-Traumatic Stress Syndrome.l 54.The largest human trafficking case in recent U.S. history occurred in Hawaii in 2010. Global Horizons Manpower, Inc., a labor-recruiting company, bought 400 immigrants in 2004 from Thailand to work on farms in Hawaii.
