PARIS, Nov 29 (Reuters) - Activists plan to join arms and form a "human chain" in Paris on Sunday to urge action on global warming, in a muted rally after attacks on the city by Islamic State, at the heart of worldwide protests on the eve of a U.N. climate summit in France.
More than 2,000 climate events are planned in cities including Sydney, Jakarta, Berlin, London, Sao Paulo and New York, making it one of the biggest days of action on climate change in history, organisers say.
Activists in France scaled back their plans when the government imposed a state of emergency after the attacks two weeks ago killed 130 people, banning the planned demonstration in Paris, meant as the biggest of all.
In France, activists plan to form a static human chain, formed by about 3,400 people joining arms along what had been the original 3 km (1.9 miles) route through central Paris from the Place de la Republique to Place de la Nation.
"This is a moment for the whole world to join hands," said Iain Keith, campaign director for Avaaz, one of the organisers.
Separately, more than 10,000 demonstrators who had planned to come to Paris have instead sent shoes to form a big pile in a sign of solidarity. Organisers said the Vatican even sent a pair to represent Pope Francis.
Alix Mazounie of French Climate Action Network said the activists reckoned a human chain would not violate the state of emergency.
"This is not civil disobedience," she said. The chain would break, for instance, wherever it crossed a road to avoid disrupting traffic.
But, underscoring security worries, France put 24 green activists under house arrest before the summit, Interior Minister Bernard Cazeneuve said on Saturday, saying they were suspected of planning violent protests at the talks.
Still, Foreign Minister Laurent Fabius welcomed the worldwide demonstrations, which organisers say will include concerts, rallies, bicycle rides and a march by 1,000 Maasai in Tanzania urging more renewable energy.
"It is very positive," Fabius said, for governments to feel public pressure to act. Many environmental activists want a phase-out of fossil fuels and a shift to 100 percent renewable energies by 2050.
Some marches were held on Friday and Saturday, from Melbourne to Edinburgh. "Don't be a fossil fool," one Australian banner said.
In the biggest single march on climate change ever staged, last year organisers estimated 310,000 people took part in New York.
On Saturday, faith groups delivered a series of petitions signed by 1.8 million people urging stronger action, collected on pilgrimages to Paris. "The time for talking is long over," said Yeb Sano of the Philippines, who walked 1,500 km from Rome.
Fina Dinkelt, 28, a Swiss health care worker at a march in Zurich on Saturday, said there was a risk marches did not appeal to enough people. "I think they just draw people who already think this way. That is a bit of a problem," she said.

OTTAWA - Canada's environment minister says she hopes a durable, binding agreement will be reached at next week's climate summit in Paris.
But any eventual targets set by countries involved in the negotiations likely won't be legally enforceable internationally because the United States isn't prepared to accept that as a condition for reaching a deal, Catherine McKenna said Friday before leaving for the French capital.
"We don't expect that the targets will be internationally legally binding," McKenna said during a teleconference, suggesting that Canada hopes instead that any deal reached in Paris includes provisions to effectively shame countries into meeting their promised greenhouse gas reduction goals.
"We do support the fact that all parties have a legal obligation to submit a commitment under the agreement and that also the commitment will be updated every five years and in addition to that, that they will have a legal requirement to adhere to provisions with respect to transparency and accountability."
McKenna added that no one expects Canada to announce its own national targets for reducing greenhouse gas emissions in Paris.
Instead, the federal government has committed to meeting the provinces and territories within 90 days of the summit to begin developing a national climate change strategy.
The minister also acknowledged Friday that Ottawa currently doesn't have the ability to force provinces and territories to live up to their climate change commitments, but wants a mechanism in place by the time ministers come up with a national emissions target.
"I will be clear that every province and territory is going to be expected to do their part," said McKenna.
Some provinces have already unveiled bold plans for reducing emissions, she noted.
"We have already seen very good advances when it comes to the provinces and territories coming up with their climate change plans."
Alberta Premier Rachel Notley has been roundly applauded by environmentalists, some energy sector players and most of her provincial counterparts after unveiling a new climate policy for her province. The plan includes a carbon tax, a phase-out of coal-fired power plants and a hard cap on greenhouse gas emissions from the oil sands, the country’s largest emitter.
Prime Minister Justin Trudeau, in Malta for a Commonwealth summit that has been dominated by discussions about fighting both climate change and international terrorism, announced Friday that Canada will contribute $2.65 billion over five years, to help developing countries tackle climate change.
NDP Leader Tom Mulcair has already given indications that he could be disappointed in Canada's performance in Paris, saying Friday that, without firm CO2 reduction targets, the summit will be a failure.
And while Mulcair said the Liberal government appears headed in the right direction, it needs to follow through.
"I welcome the new government's tone on climate change," said Mulcair. "But words must be backed by a plan and real action."
Mulcair says the Liberal government should be going into the summit with something more ambitious than climate change targets put forward by former Prime Minister Stephen Harper.
McKenna has said her government considers the Harper target — a 30 per cent reduction below 2005 levels by 2030 — to be the least Canada can do.
Canada is currently on track to fall far short of the 2020 reduction targets it agreed to at the last international climate summit in Copenhagen in 2009.
The Conservative Opposition did not respond to requests to comment on the Liberal climate change plan and the party's position on the Paris summit.

Wheaton’s K-Cup recycling initiative an 'overwhelming success’

A recycling program for single-serve coffee pods launched in Nova Scotia was
an “overwhelming success,” says the operations manager for Wheaton’s.“We soon realized that we’d taken in more cups than we could possibly process,” David Bradford said in an interview.
That means changes are underway. The six-month pilot project launched Sept. 16 by the Berwick furniture and home decor company, Mother Parker’s Tea & Coffee Inc. and DASC (Dartmouth Adult Services Centre) Industries has already diverted five tonnes of the popular K-Cups from the landfill, he said.
“We’re just our little corner of North America here that nobody even knows about, and the volumes (here) are pretty staggering. If you do that across the country and the U.S., it’s something that needs to be addressed.”

The coffee pods, regardless of the producer and where they were purchased, are collected at five of Wheaton’s stores in Berwick, Lower Sackville, Dartmouth Crossing, Bayers Lake Business Park and Moncton, N.B. They are then sent to DASC in Burnside Park to be separated into recyclable and compostable material and garbage.
The plastic from the K-Cups, made by Keurig Green Mountain Inc. in Vermont, is recyclable in Nova Scotia but that’s not so in a lot of other places. The grinds are also difficult to remove from the package, and the product often ends up in the garbage.
As popularity grew for the K-Cup, which can also contain tea and hot chocolate, so did criticism of the company’s lack of commitment to the environment.
Other coffee companies, such as Mother Parkers and Marley Coffee, introduced eco-friendly pods to be used in a Keurig coffeemaker. Coffee giant Keurig says it has plans to make all its K-Cups recyclable by 2020, but it has also moved to a new style of coffeemaker only compatible with its pods.
Soon after the local pilot recycling program began, Bradford said, he was fielding calls from local businesses, people in New Jersey and Virginia, and even government officials in Nevada seeking to ship their used K-Cups to Nova Scotia for processing.
As he said no to those people, more pods kept arriving from people in local communities. Bradford said he quickly realized they had to make some changes to the processing due to the volume.
“We’re working with a couple of other recyclers in the area; some are doing them manually and then others were basically processing as plastic, and they’re being shredded up and diverted from the landfill.
“We’re trying as best we can to use as much of it … but with the volume that’s going there, diversion from the landfill is the end result.”
In order to keep going, they’ve had to make another change to the program or risk shutting it down entirely. As of Dec. 1, those looking to recycle K-Cups or single-serve coffee pods have to present a receipt to show they purchased them at Wheaton’s.
It’s not a money grab, Bradford said, but a way to control capacity.
“Knowing the amount of cups we sell in a week and approximately how many people on average are taking part in the program, we feel that’s a number we can handle, at least in the beginning. There are no guarantees that even that alone will be enough.”
Supported financially by Mother Parkers, the program is “cost neutral” for Wheaton’s, which sells anywhere from five to 10 per cent of K-Cups in the province, Bradford said.
The company uses its own trucks, which already have regular routes between participating stores, to keep down environmental and financial costs.
They also ruled out charging customers recycling fees before even starting the program because, unlike the provincial bottle deposit, it wouldn’t be charged at all stores and could drive customers away from the small independent retailer, Bradford said.
“We applaud Wheaton’s for their efforts in taking on this innovative recycling initiative,” Heather Fairbairn, spokeswoman for the Nova Scotia Environment Department, wrote in an email Tuesday.
As the components of coffee pods can be sorted, recycled and composted, the province has “no plans to introduce a recycling program specifically for K-Cups.”
Bradford said he’s in talks to bring other local recyclers on board and is hoping to present the program to businesses and governments as a model of environmentally friendly social enterprise.
“I’m proud of the fact that we started (the program).
“We’re a contributor to the problem, which is part of the reason we wanted to come up with a solution. But somebody else is going to have to come on board eventually. I still haven’t seen a program yet similar to ours so the potential is there, but it’s going to take some commitment from other people.”
