Romeo Dallaire has seen first-hand the desperation of Syrian children living in refugee camps.

“They can’t get to school. They are sitting around in the middle of a hot desert with (nothing) whatsoever, ” said the retired lieutenant-general and former senator, who was in Jordan in July and visited refugee camps along the Syria border.

“The young people are totally disenfranchised. … It is not surprising that they are being easily recruited by the Free Syrian Army to go and fight.”

Dallaire, who will be in Halifax this week, has recently said that Canada has the capacity to take as many as 90,000 Syrian refugees. He reiterated those numbers in an interview with The Chronicle Herald on Friday.

“We ought to be talking in the numbers of 80,000 to 90,000, ” he said in a phone interview from Ottawa.

Dallaire, who was the commander of the United Nations peacekeeping force during the Rwandan genocide, said the Syrian conflict reminds him of Rwanda, with millions of people being displaced and children being exposed to horrors of war.

“I’m brought back to Rwanda,” he said. “I see an abandonment of those people, particularly the abandonment of the children.

“It has been quite difficult to watch because when we’ve experienced things like that, we feel it. It is not just watching it.”

Dallaire, founder of the Romeo Dallaire Child Soldiers Initiative based at Dalhousie University, and Stephen Lewis, co-director of AIDS Free World, will be speaking about child soldiers and sexual violence as weapons of war at a sold-out event Thursday at Dal.

“Child soldiers, right now, are the primary weapon system used by all sides in Syria, as they are being used in Iraq the same,” Dallaire said.

“What is getting worse is that they are recruiting them younger and younger.”

Syria was a well-educated, middle-class society, and its citizens have many skills to offer, however, a whole generation will soon be lost, Dallaire said.

He has spoken with young Syrians, some of whom have now spent three years in camps with precarious living conditions.

“Young people are seeing their their lives go by,” he said. “They are not getting the skills they need.

“We seem to be quite prepared to let people rot away in camps or, if they are able to get through, give them such a horrible, hard time in trying to find safety and a place to live.

Dallaire said Canada has an important history of helping refugees and the government should not be using security concerns as an excuse not to act.

Canada needs to act immediately and could utilize military bases to temporarily house arriving refugees, he said.

“We’ve got enough strategic lift to move thousands and thousands of people,” he said. “We’ve got a great capability in moving populations, so we can get them out (of camps) soon. So I’m talking six months, seven months, at most,” he said.

Dallaire spoke about the recent outpouring of concern for refugees following the circulation of the image of Syrian toddler Alan Kurdi, who drowned and washed up on a Turkish beach after his family fled Syria.

“They were killing and slaughtering thousands and thousands of children in the fighting and in the mutilations and mass atrocities in Syria, well before that one child,” Dallaire said. “Where were we? Where was the media? Where was everybody. This has been going on for four years.”

Lebanon's population has increased by at least a quarter. In British terms that's the equivalent of 15 million new immigrants over four years. Jordan's population has shot up by a sixth. Turkey is housing 1.9 million Syrians and even Iraq, at war itself, has absorbed 250,000.
Of those who are travelling across the Mediterranean sea, 51% are Syrian, 14% are Afghan, 3% are Iraqi, 2% are Somali and another 2% are Sudanese. That means that 72% are feeling countries at war.

Sydney River man's memories spur action to help Syrian refugees

Terry Smith was just a boy when Lady of Fatima Parish decided to act in response to Vietnam’s refugee crisis in 1979.
He was part of the Sydney River congregation that sponsored a handful of Vietnamese families, and the event made a lasting impression.
“As a young boy it really made an impact on me that the community rallied to support these people, to give them a better life in Cape Breton,” Smith said.
“I remembered seeing some of the children in school. That made me proud. But everybody was shook by it at our church, and we wanted to be involved in helping them.”
Some 36 years later, Smith and the rest of Canada face the monumental humanitarian tragedy of the Syrian refugee crisis.
Smith and about 80 others want to bring Syrian refugees to Cape Breton through community sponsorship. An open meeting at Sydney’s Cedars Club is scheduled for Tuesday at 7:30 p.m. to establish an official group that will lead the charge.
“We have to mobilize some sort of co-ordinated response. How can Cape Bretoners and local organizations respond and get involved, but at the same time hopefully advocate to have some sort of co-ordinated response from the federal government as well?”
Smith has already garnered support from Lifeline Syria in Toronto. The group is working toward resettling 1,000 Syrian refugees in the Greater Toronto Area over the next two years through recruiting, training and offering support to sponsor groups.
Smith said a chapter could be established in Cape Breton, “or maybe we could work through an existing organization in Cape Breton.”
The Conservative government promised in January to accept 10,000 refugees from Syria over the next three years. But as of late July, only 1,002 people had resettled in Canada.
The federal government currently relies heavily on sponsored immigration, under which refugees are sponsored by a community group or relatives living in Canada.
The proposed Cape Breton group could sponsor refugees through Immigration Services Association of Nova Scotia, which is assisting 44 Syrian refugees to come to this province under the sponsorship program. But many of those files could take years to process.
“Right now what we’re hearing is private sponsorship can take a fair bit of time,” said Smith. “We have to push the government to do more.”
As of Friday afternoon, the United Nations Refugee Agency had registered 4,088,078 refugees from the civil war in Syria. Many of those, along with hundreds of thousands more from the conflicts in Afghanistan, Iraq and Somalia, are desperately attempting to reach Europe.
David Wheeler, president of Cape Breton University, intends to attend Tuesday’s meeting. He’ll be there as a concerned citizen but also representing the university, which is in the midst of a multi-year project aimed at increasing immigration to the island.
The country faces a crossroads, Wheeler said.
“It’s a defining moment for our country. How will Canada play its role within the international community and what’s really important to Canadian citizens and our government?”

PLEASE NOTE: POINTS OF ORDER-  Sponsoring refugees is a huge amount of work...and care and compassion and a lot of time and faith and being there embracing them for at least 3-5 years in our communities...WE DID THIS MANY TIMES.  ALSO: ensuring that if u sponsor them... they promise:

 1) to stay in Canada


 2) keep their money in Canada 


3) not turn around and move to the big cities as soon as they are landed and fill their temporary refugee promise with the church groups or which ever 'recognized' group sponsors them in communities across Canada


4) When they get their Canada Citizenship, they stay in Canada not hide their tax money back in the country they refugeed from.....


5) STAY IN CANADA AND ACCEPT CANADA'S INCLUSIVENESS-  we love our gays and women equal men by law in Canada... and be part of Canada and mean it... imho

What explains Obama’s high tolerance for humiliation and mass atrocities in Syria? The Syrian regime is Iran’s proxy, propped up by billions of dollars each year. He was, as Hof has said, “reluctant to offend the Iranians at this critical juncture.” So the effective concession of Syria as an Iranian zone of influence is just one more cost of the president’s legacy nuclear agreement.

And never mind that Assad’s atrocities are one of the main recruiting tools for the Islamic State and other Sunni radicals. At many points during the past four years, even relatively small actions might have reduced the pace of civilian casualties in Syria. How hard would it have been to destroy the helicopters dropping barrel bombs on neighborhoods? A number of options well short of major intervention might have reduced the regime’s destructive power and/or strengthened the capabilities of more responsible forces. All were untaken.
